Measures of Wuxi Municipality on the Administration of Urban Public Lighting Facilities

Chapter I General Provisions Article 1 In order to strengthen the management of urban public lighting facilities, ensure the integrity of urban public lighting facilities and promote urban modernization, these measures are formulated in accordance with the relevant provisions of the state and combined with the actual situation of this Municipality. Article 2 All units and individuals who are engaged in the planning, design, construction, maintenance, repair and management of urban public lighting facilities within the urban planning area of this Municipality and who use urban public lighting facilities must abide by these measures. Article 3 The term "urban public lighting facilities" as mentioned in these Measures refers to the power distribution rooms, transformers, light poles, underground pipelines, lamps, working wells and lighting accessories used for urban public lighting and night lighting in roads, alleys, residential areas, bridges, tunnels, squares, public parking lots, free parks and public green spaces within urban planning areas. Article 4 Wuxi Public Utilities Bureau is the administrative department of public lighting facilities in Wuxi (hereinafter referred to as the administrative department of public lighting facilities in Wuxi), and is responsible for the supervision and management of public lighting facilities in this Municipality. Wuxi City Street Lamp Management Office (hereinafter referred to as the municipal public lighting facilities management institution) is entrusted by the municipal public lighting facilities administrative department, and is specifically responsible for the daily management and supervision of urban public lighting facilities.

The administrative department of urban public lighting facilities determined by the people's governments of all districts shall be responsible for the management of urban public lighting facilities outside the urban public lighting pipe network under the guidance of the administrative department of urban public lighting facilities.

Construction, planning, finance, housing management, gardens, urban management, power supply and other departments and units shall, in accordance with their respective responsibilities, coordinate the implementation of these measures. Article 5 The planning, design, construction, maintenance, repair and management of urban public lighting facilities shall not be lower than the relevant standards of urban public lighting facilities formulated by the state, provinces and municipalities.

Units and individuals engaged in the design, construction, supervision, maintenance and repair of urban public lighting facilities shall have corresponding qualifications and business qualifications according to law. Article 11 New construction, renovation and expansion projects in the development of new urban areas and the transformation of old cities (hereinafter referred to as new construction, renovation and expansion projects) must be equipped with urban public lighting facilities in accordance with the requirements of urban public lighting professional planning, and the matching funds should be included in the investment budget of new construction, renovation and expansion projects.

The construction or renovation of urban public lighting facilities must be designed, constructed and accepted simultaneously with the main project.

Supporting urban public lighting facilities or new construction, renovation and expansion projects shall not be delivered without acceptance or unqualified acceptance. Article 12 The construction and renovation of urban public lighting facilities shall be planned, designed and implemented simultaneously with the greening project and the construction and renovation of other pipelines such as power supply and communication. Thirteenth existing urban public lighting facilities that do not meet the professional planning of urban public lighting should be transformed according to the planning.

Temporary buildings (structures) supporting urban public lighting facilities should be transformed according to local conditions. Fourteenth poles and other supports on both sides of urban roads that meet the requirements of urban public lighting facilities can be used as light poles without affecting their functions and traffic, and the relevant units should support them. Chapter III Maintenance and Management Article 15 The maintenance and management of urban public lighting facilities shall adhere to the principle of safety first and ensure that urban public lighting facilities are in good condition. City public lighting facilities should be kept clean, intact and beautiful, and in harmony with the surrounding environment. Sixteenth municipal public lighting facilities administrative departments shall supervise and inspect the management behavior of urban lighting facilities management institutions.

Urban public lighting facilities management institutions shall strengthen the supervision and assessment of the daily maintenance of urban public lighting facilities to ensure the safe and normal operation of urban public lighting facilities.

Units that undertake the maintenance and repair of urban public lighting facilities shall strictly implement the technical specifications for the maintenance and repair of urban public lighting facilities, and carry out maintenance and repair of urban public lighting facilities to ensure the quality of maintenance and repair projects.
