What is the so-called hidden way? Can customs officials find these smugglers soon? Let's take a look at today's reporter survey.
Luohu Port is an important channel connecting Hong Kong and the mainland, with convenient transportation, so Hong Kong tourists or mainland tourists like to go in and out through this port, and the clue is that smugglers, commonly known as "water passengers", will carry a small amount of smuggled goods among these passengers every time. The average daily traffic at Luohu Port exceeds 200,000 people, and passengers also carry articles into and out of the country. So which are normal passengers and which are smuggled "water passengers"? Luohu Customs Anti-smuggling Branch decided to conduct a detailed investigation and analysis of this clue.
After a period of waiting, the customs investigators still found the clues of the "water passengers". The customs investigators found that some of the "water passengers" in this smuggling gang stored their goods in a luggage storage place near the port after entering the Luohu port. Following up the investigation again, in a building near Luohu Port, the investigators found the den where the gang received smuggled goods in the Mainland, Room 03, Building A 19, Xin Yinzuo Building.
Customs investigators found that the gang had been established for more than a year, and the number of "water passengers" was as high as 100. On average, 200 to 300 laptops, game consoles and other electronic products are brought into China every day. It is an "ant army" with an amazing amount of smuggling. Article 46 of China's Customs Law stipulates that the articles that individuals carry into and out of the country shall be limited to their own use and reasonable quantity, and shall be subject to customs supervision. Therefore, in order to avoid legal supervision, these "water passengers" only bring one electronic product into the country at a time, which undoubtedly brings difficulties to customs officers in law enforcement.
China's "Criminal Law" stipulates that the amount of tax evasion by individuals smuggling ordinary goods must reach 50,000 yuan to constitute a criminal offence. In practice, some "water passengers", especially professional "water passengers" evade punishment, and each tax evasion does not exceed 50,000 yuan. Therefore, it is very important to seize the opportunity to thoroughly crack down on this smuggling gang.
On February 27, 2008, the investigators got a clue that the gang would conduct smuggling activities again, and the anti-smuggling branch of Luohu Customs decided to take immediate action. At the luggage storage office near Luohu Port, investigators caught some "water passengers" on the spot and seized the smuggled goods they carried. At the same time, other investigators also rushed to the gang, and the base camp was in the building near Luohu Port.
In the "2.27" operation, the anti-smuggling personnel of Luohu Customs arrested more than 20 "water passengers" on the same day, but these "water passengers" only called each other by simple nicknames, without real names. What are their real identities? What role do you play in this gang? Investigators are not sure yet.
These "water passengers" are also reluctant to cooperate with the customs officers' inquiries with luck, so how can we prove that these "water passengers" are smuggling? At this time, a book on sealing up dens caught the attention of the case handlers. What exactly do these things recorded in this mysterious gobbledygook mean? If we can't decipher this "heavenly book" and the evidence is insufficient, then even if we catch these smugglers, we can only release them again or deal with them lightly.
It seems that these "water passengers" are also competing with investigators, and they don't take the initiative to explain the details of what they are doing. In order to verify the facts, the investigators decided to find another way to find evidence from the periphery. In the administrative punishment system established by Luohu Customs, a list of people suspected of carrying articles to evade taxes was recorded, and investigators locked the real names of some water passengers by collecting these materials. Immediately, this criminal gang was exposed. Investigators found that this "water passenger" gang was divided into three layers. The main suspect is a man nicknamed "Li Gao", and his real name is Mo Mou. Below Momo is the second-floor "group leader" of the gang, and below the "group leader" is the "water passenger". Momo, the boss, organized water passengers to bring goods through several "team leaders", and each "team leader" took "water passengers" as a group. The number of people in each group ranges from a few to dozens. According to one person, Momo, the boss of the gang, prepares goods every day for smuggling through customs.
In this way, the gang cooperated with each other and traveled back and forth between Hong Kong and Shenzhen many times. In the entry and exit records of Luohu Customs, the anti-smuggling personnel also found out the detailed time and times of smuggling of these "water passengers". This is the entry and exit record of one of the "water passengers". Take February 26th, 2008 as an example, from 9:29 am to 20:30 pm.
Almost 12 hours. According to statistics, he has an entry and exit record of 16. This is the evidence that Rongmou, one of the "gang leaders" discovered by investigators, frequently entered and exited the country. So what smuggled goods did he carry when he frequently entered and exited the country? By deciphering the "heavenly book" of the seized dens, the investigators made great gains. According to rough statistics, this gang has smuggled 25 kinds of goods for more than a year, accumulating hundreds of thousands of things.
We have found out the frequency of frequent visits and smuggled goods of this "water passenger" gang, so how much illegal income do they have from frequent smuggling? What kind of loss does it cause to the national tax revenue? In the den of this "Shuike" gang, the investigators also found a cash account book with detailed accounts of this "Shuike" gang. Every time "water passengers" bring stolen goods into the country, the deliveryman Mo Mou pays them a reward, that is, a labor fee. A series of evidences show that this "water passenger" gang has smuggled more than 60 million yuan since June 2007, and is suspected of evading taxes of more than 9 million yuan, and has been suspected of smuggling ordinary goods and articles. This is the largest smuggling case in the form of "ants moving" seized by Luohu Customs so far. At present, nine "water passengers" including the gang principal Mo Mou have been arrested.
Why do you want to get the goods like this? Every time, they bring not drugs, not illegal things, but ordinary things. It is this loophole that "water passengers" exploit, because the state has a rule for every passenger entering and leaving the country, that is, to carry a reasonable number of articles for personal use. Smugglers use the form of "ants moving" to break up into small pieces and bring smuggled goods into China many times. So where is his harm?
Smuggling of "ants moving" disturbs the normal market order. According to the normal customs entry procedures, the value-added tax of 17% is levied on imported electronic products, but a small amount of electronic products with a personal use value of less than 5,000 yuan can be exempted from inspection. Take a laptop as an example, the difference between normal goods and smuggled goods is several hundred yuan. Seeing the existence of this profit space, these "water passengers" smuggled several times duty-free as ordinary passengers with luck. Just after this "water passenger" gang was destroyed, customs officers told reporters that there are still people smuggling in this way, and they will continue to crack down on this "ant moving" smuggling.

He called to verify the information about his credit card, but Xiaoyu felt particularly puzzled that he had never applied for a credit card in this bank, so the person Xiaoyu wanted to call must be a liar! But what happened later surprised Xiaoyu, so what happened to Xiaoyu? Look at the survey sent back by the reporter.
The other party's phone is on Xiaoyu's desk. Xiaoyu's first reaction at that time was that the caller was probably a liar who faked the bank to cheat money. In order to find out the truth, Xiaoyu continued to talk to each other. It really surprised Xiaoyu that the person on the other end of the phone knew so much information about Xiaoyu. Xiaoyu found the phone number of China Merchants Bank's credit card department by looking up the number. The number is 1 14. The staff said that someone might be impersonating a credit card. Xiaoyu knows that a credit card can only be handled with an ID card, but he has never handled this credit card, nor has he lent his ID card to anyone. Xiaoyu also knows that credit cards can be overdrawn, and it is Xiaoyu's ID card that handles this credit card. If the cardholder pretending to be himself maliciously overdraws, will this part of the money be counted on his own head? It seems that this matter is not simple. Xiaoyu immediately reported the case to the local police station.
After receiving the alarm, Yuehai Police Station in Nanshan District, Shenzhen immediately went to the bank to collect the card handling materials, and found that the phone number and card delivery address in the card handling materials filled in were probably the real phone number and address of the suspect. In order not to alarm the snake, the police dialed the registered card pick-up phone as a bank employee. Through this phone call, the police confirmed that someone was doing something illegal with Xiaoyu's identity. Xiaoyu was scared into a cold sweat after knowing it. The police concluded that the suspect was already familiar with his assumed identity of Xiaoyu, so it is very likely that the suspect still has a credit card in other banks. It was later found that 1 1 banks accepted his application.
If the suspect gets all of this 1 1 credit card, plus malicious overdraft, Xiaoyu is likely to suffer losses of more than 654.38+10,000 yuan, but what the police don't understand is that there are two basic principles for handling credit cards. One is to go to the bank in person, and the other is to use my ID card. Then how is this suspect so amazing that he can get into 65438?
According to one of the regulations for handling credit cards, the applicant must bring the original ID card. How did the suspect get Xiaoyu's ID card? The suspect used Xiaoyu's lost ID card to apply for a credit card. During the investigation, it was found that five banks sent credit cards to the suspects and all registered the same telephone number and address. The police believe that suspects will definitely use the same phone number and address in order to get more credit cards. Through a few days' visit by the police, it was found that the registered address of the suspect had changed greatly.
The police narrowed the scope of investigation to these changing people, but in order not to let the suspects know, they did not take further action, but continued to visit and investigate in the periphery, gradually narrowing the scope of investigation. After investigation, it was found that there was indeed a surname.
This man was particularly likely to commit a crime, and then the police focused on him. Through some clues, the police found that the suspect was particularly in love with the Internet, and soon the suspect was arrested.
He is the suspect Xiang, who came to Shenzhen to work from his hometown two years ago. He wants to make a career in Shenzhen, but everything is always unsatisfactory. He was disheartened and used his brain in chatting with his friends. However, as we all know, handling a credit card requires a series of formal procedures, and at the same time, I need to carry my ID card. It was at this moment that Xiang thought of an ID card that he happened to pick up some time ago. It is this photo that resembles his ID card that makes Xiangmou see a "way to make money". But is it really possible to apply for a credit card with a similar ID card? The bank credit card processing points on the streets of Shenzhen solved the reporter's questions.
It seems that these temporary card points have some very irregular operations, which give an opportunity. Although the procedures for checking ID cards when handling credit cards at the temporary card office are relatively loose, the reporter also learned that applicants must provide valid proof of work, such as the guarantee and explanation of the unit. How did you get these materials? Can a small business card really be used as proof of work? The reporter was confirmed during a street investigation in Shenzhen. A business card that can be printed casually as long as you pay has become a proof of work for handling credit cards. It is no wonder that Xiang will fill in an application at the temporary credit card processing points of more than ten banks in just a few days, and five banks will issue cards to him through the application.
Small advertisements for cashing in credit cards can be seen everywhere in Shenzhen. Xiang, who got the card, contacted these illegal cashing points through the phone on these small advertisements and withdrew more than 50,000 yuan in cash from five credit cards. Just as he was about to continue to apply for a credit card through Xiaoyu's ID card, the police appeared in front of him. It is this kind of temporary bank card with lax review and poor supervision that allows suspects to successfully apply for credit cards in five banks with their ID cards. If the police did not solve the case in time, the economic loss brought to Xiaoyu can be imagined. This case is by no means a case in the country. Bad debts of credit cards are included in the annual financial budget of banks, which also brings huge losses to banks.

This card shop on the street is sometimes very casual. When it comes to handling cards, the head office itself has problems. Credit card processing is quite strict in foreign countries, just saying that individuals need to apply for credit cards does not mean that they can do it casually. First, you need authentic identification; Second, there must be a personal signature.

However, if we do this in the street, it is actually because the bank itself wants to expand its business and make its market share higher, and then the supervision of this bank will be relaxed. Moderator: Suppose I borrowed someone else's ID card to complete a transaction (credit card), but you (the bank) did not check it strictly, and then a series of problems appeared. What responsibility should your bank bear? In this case, we assume that if Xiaoyu fails to report the case in time after losing his ID card, or the public security organ fails to solve the case in time after receiving the report, the suspect really goes out with a credit card under Xiaoyu's name for malicious overdraft. Who will bear the expenses and debts? Did Xiaoyu return it to the bank, or did the bank bear it?
Guest: This must be borne by the bank, but Xiaoyu can't. Why? With this article alone, you can't be sure that the authenticity of your ID card is a doubtful thing, so why do you do it? This is the first point. Second, although many of us may be similar in appearance and appearance, we can't be exactly the same. He's definitely different. You can't do this simple and clear common sense problem well, so your bank is especially incapable of taking a series of risks for enterprises (customers). So if something goes wrong, the bank will definitely bear the responsibility.
