The government unifies the organization, makes rational planning, improves policies, fully mobilizes the enthusiasm of village collective economic organizations and state-owned enterprises, and gives play to the decisive role of the market in allocating resources. Fully respect the wishes of village collective economic organizations and earnestly safeguard their legitimate rights and interests.
Strengthen supervision, only rent and not sell. In accordance with the principle of "confirming the rights as a whole, renting only, not selling, recycling and dynamic management", strict project access management and strengthening post-event supervision. After the completion of the house, it shall not be sold or leased for sale, so as to ensure standardized construction, smooth operation and orderly supervision.

Four. Pilot task
Define application conditions. The land for pilot projects should focus on areas with complete infrastructure, complete public facilities such as medical care, education and transportation, large demand for rental housing, and willingness of village collective economic organizations to build, especially in the urban-rural fringe that can meet the housing needs of new citizens such as newly graduated students and migrant workers, or near industrial parks with relatively concentrated personnel. The selected parcel is not less than 15 mu in principle, which meets the requirements of relevant planning and approval, and can meet the supply conditions of "pure land". The applicant is a village collective economic organization where the project is located or a state-owned enterprise cooperating with it.
Clear application procedures. In line with the pilot conditions, the applicant shall draw up the implementation plan of the pilot project, including the project name, construction site, land area and scope, land use status, land use planning and related maps, construction scale, project feasibility analysis, source of funds and calculation, construction and operation mode, etc. , in accordance with the relevant provisions of the villagers' meeting or the villagers' representative meeting examined and approved by the township government, and submitted to the county government for approval before organizing the implementation.
Clear procedures. After the implementation plan is approved, the applicant shall go through the relevant procedures such as project establishment, planning, land use, environmental protection, construction, real estate registration, etc. in the departments of development and reform, natural resources and planning, ecological environment, housing and urban-rural construction, and administrative examination and approval services. All procedures should be marked: "collective rental housing projects, only rent not sell."
Improve the construction and operation mechanism of collective rental housing. The county government where the project is located should strengthen daily inspection and supervision, guide and urge neighborhood committees to carry out lease management, coordinate and resolve conflicts, and may not use lease loans illegally. At the same time, establish a joint supervision system for township government, natural resources and planning, housing construction, finance, agriculture, public security, market supervision, taxation and other departments, clarify the division of responsibilities, strengthen linkage in property rights registration, lease filing management, taxation, market supervision, and prevention of illegal sales, and build a standardized and orderly rental market order.
Guarantee the lessee's right to enjoy basic public services. The housing construction department will share the record information of lease contracts with the competent departments of taxation, finance, housing accumulation fund, market supervision, public security, education, human resources and social security, medical and health care, medical insurance and so on through the lease supervision information platform. Non-local registered tenants who apply for residence permit according to law enjoy medical security services in their places of residence, and eligible accompanying children receive compulsory education in accordance with the admission policy of their places of residence; Eligible collective rental housing tenants can be included in the social security system; Relying on towns and neighborhood committees to provide basic population services such as family planning, employment and legal aid; Relying on grass-roots party, league, trade union and other organizations to carry out community culture construction.

The land area shall not exceed 7% of the total land area and the construction area shall not exceed 15% of the total construction area. Land use and price are determined according to industrial land.
The land subject shall register the right to use collective construction land for the first time according to law; After the project is completed and accepted and meets the first registration conditions, the first registration of house ownership shall be handled according to law. Housing ownership registration units are divided according to real estate registration regulations, but real estate ownership certificates are issued according to the whole construction project, and real estate ownership certificates are not handled according to units. The certificate of immovable property rights must indicate that "collective rental housing is only used for the construction and operation of leased housing, and may not be sold, sublet, mortgaged or transferred, and may not change the use of housing and land".
2. Financial support. 3. Fiscal and tax incentives. Collective rental housing construction and rental income and other related tax policies, by the financial and tax departments in accordance with the relevant provisions, according to the needs of the pilot, strictly implement the preferential tax policies, and give some financial subsidies.
4. Improve the supporting facilities. Collective rental housing projects must be equipped with necessary residential public service facilities such as education and medical care, improve the construction of roads, tap water, electricity, gas, drainage, networks, parking spaces and supporting commercial facilities, and ensure the simultaneous planning, approval, construction, acceptance and delivery of residential projects and supporting facilities.
