Weinan city construction project bidding management office was established in 1990, with four staff members. Responsible for guiding the bidding supervision and management of the city's housing construction and municipal infrastructure projects, and specifically supervising and managing the construction projects entering the tangible market of Weinan construction project bidding.
In order to standardize the development of Weinan's tangible market, Weinan Bidding Network established Weinan's tangible market for bidding and tendering of construction projects (hereinafter referred to as the municipal tangible market), which was formally established on1March 1999 10 according to the requirements of the CPC Central Commission for Discipline Inspection, the Ministry of Construction and the provincial and municipal people's governments. It is an independent legal entity directly under the municipal government and supervised by the Municipal Construction Bureau. It is mainly divided into office, finance room, information room, data archive room, information service hall, expert bid evaluation room and bid opening meeting room.
The main responsibilities are as follows:
1. information service: responsible for collecting, storing and publishing all kinds of construction project transaction information, and providing consulting services on policies, regulations and technologies for both contracting parties;
2. Place service: provide service facilities and places for bid opening, bid evaluation, bid selection and intermediary service activities of construction project contracting, supervise and manage all trading activities entering the site, investigate and deal with violations of rules and regulations in trading with relevant departments, and provide conditions for government departments to implement supervision and management.
3. Office services: centralized acceptance of information release, bid registration, qualification examination, bid issuance and bid acceptance procedures; Provide quality services for all relevant units involved in the bidding activities; Provide office services for the supervision and management of bidding office, supervision bureau, industrial and commercial bureau and other regulatory units.
