In order to continue to implement the Regulations on Continuing Education of Primary and Secondary School Teachers formulated by the Ministry of Education, improve the political and ideological quality, educational theory level and teaching ability of primary and secondary school teachers in our city, adapt to the needs of new curriculum reform, and make our education develop to a high level and a deep level. This plan is specially formulated.
First, the implementation of the guiding ideology of school-based training
Guided by Deng Xiaoping Theory and Theory of Three Represents, guided by the Regulations on Continuing Education for Primary and Secondary School Teachers promulgated by the Ministry of Education and education administrative departments at all levels, with the goal of school reform and development, based on teachers' independent learning, independent research and independent development, and based on promoting the curriculum reform in primary and secondary schools, the education in our city has made new development and entered a new realm through school-based training.
Second, the implementation of school-based training objectives and tasks
1. As far as individual teachers are concerned, a large number of backbone teachers, academic leaders, outstanding education management cadres and a few education and teaching experts have been trained through school-based training, improving personality, updating knowledge, improving teaching ability and being brave in innovation, thus establishing a high-quality teacher team and management team with modern consciousness, research ability and innovative spirit in our city.
2. In terms of school development, school-based training can improve the comprehensive level of running a school, form its own school characteristics, and run more model schools, prestigious schools and schools with certain influence in the province.
3. As far as school-based training itself is concerned, it is necessary to build a city-wide school-based training network and form the experience and achievements of school-based training with local characteristics and strong operability in our city.
Third, the implementation of school-based training steps
Starting from 1 and 1 June in * *, schools have drawn up training programs (the training contents are drawn up in different years, with different emphases, step by step). Before June 15, all schools must submit this year's training plan to the Municipal School Continuing Education Center.
2. This plan will be fully implemented from the date of drafting.
3. At the end of this year, the city-wide evaluation and inspection will be conducted for this year's training. (The evaluation form is attached; The exam will be held at the end of each year)
Fourth, the implementation of school-based training content
Education is the basic prerequisite for school-based training. For those whose studies are not up to standard at present, the main task is to improve their academic level (but this cannot be used as a reason not to engage in school-based training). The curriculum resources of school-based training are extremely extensive. On the basis of "school", "post", "post" and even "people", according to the needs of teachers and school development, and according to the training idea of "big platform, multi-module, small topic and small menu", each school sets up its own training courses. Generally speaking, the training content can be divided into three parts: public courses, subject courses and practical activities courses. (1) Teachers' moral cultivation; ② Modern educational theories and concepts; ③ Modern teaching methods and famous teachers' teaching styles (including excellent teaching research and case analysis); ④ New curriculum concept; ⑤ Information technology; ⑤ The latest theory and development of the discipline; ⑤ Education and scientific research; (8) The specific problems encountered by teachers and schools in the practice of education and teaching and their analysis. Five, the implementation of school-based training training forms
School-based training emphasizes pertinence, effectiveness and individuality. Schools should creatively carry out various forms of training according to the specific conditions of teachers and schools, combined with reality. Such as: special lectures, special discussions, case analysis, teaching observation, teaching competitions, action research, subject research, academic exchanges and so on. It is best to adopt hierarchical promotion to realize overall optimization. That is to say, teachers of different ages, levels and ranks are taught with individualized needs and trained to achieve the overall optimization effect.
Six, the implementation of school-based training hours.
Participating in continuing education is not only a teacher's right, but also an obligation that teachers should perform, so it is compulsory to some extent. In this cycle, each teacher's school-based training shall not be less than 40 hours per year, *** 160 hours. Upon completion, 20 credits will be included in the continuing education registration certificate.
Seven, the implementation of school-based training process management.

4. In the school, the principals of each school are the first direct responsible person for the overall management of school-based training. Under the direct leadership of the principal, the teaching and research section is responsible for formulating school-based training plans, programs and implementation details; Responsible for plan management, project management and results management; Responsible for file management such as checking and registering reading notes and registering continuing education credits; Responsible for the research on the practice and theory of school education and teaching, especially the research on school-based training; Responsible for assisting training institutions at all levels to do other off-campus training; Responsible for all kinds of learning activities, skills training, inspection and assessment of teachers and class teachers. Eight, the implementation of school-based training evaluation and evaluation.
1. During this training period, all teachers who have reached 160 class hours will, in principle, be counted as 20 credits in the continuing education registration certificate. Do not meet the requirements, evaluation, priority, evaluation of one vote veto.
2. During this training period, the annual assessment and phased summative assessment will be combined (see attached table 1-4). If the school fails to pass the examination, the principal, the first person directly responsible, will deduct the part of "school-based training" from the annual cadre examination, and his personal continuing education credits will be reduced or not registered, and the teachers of the whole school will be reduced in proportion. At the same time, the evaluation will also be conducted throughout the city. For the worst school in the evaluation, the first person directly responsible is still treated as before. Outstanding achievements shall be commended and rewarded.

The establishment of the concept of quality education, the trial of a new round of curriculum scheme and the wide application of modern educational technology in teaching have put forward higher requirements for teachers' quality. School is an important base of continuing education, and school-based training is an important organizational form of continuing education and a key link to improve the quality of education and teaching. Therefore, according to the school's development planning and school-running characteristics, we made full use of our modern educational technology resources to effectively serve the teaching and formulated the school-based training plan for the 2008 school year.

1, for all teachers, focusing on improving the ability and level of implementing quality education, with the fundamental purpose of improving the overall quality of teachers, to establish an active, open and efficient teacher training system that meets teachers' independent learning needs.
2. Renew the concept of education and set up a modern teaching team with a certain scale to meet the needs of curriculum reform. Cultivate a group of research-oriented teachers with certain teaching and scientific research ability in the theory and practice of curriculum reform. Realize the transformation from occupation to career, from experience to scientific research, from high education to high ability, from booksellers to scholars.
3, master modern educational technology, so that teachers can basically reach the intermediate application level of modern educational technology. Improve teachers' ability to acquire, process and use educational information, and gradually develop the habit of searching educational materials online. Have the ability to apply modern educational technology to carry out classroom teaching. Improve teachers' modern information literacy and realize electronic office preparation.
Three, the object, content and method of school-based training:

1, teacher's ethics training
Training content: relevant educational policies and regulations, professional ethics of primary and secondary school teachers, advanced educational ideas, educational concepts, etc.
Training mode: take activities as the carrier to promote the improvement of teachers' professional ethics. The following series of activities were mainly organized during the year. (1) Organize business training for class teachers and discuss and study the cases of class teachers; (2) Please ask the leaders of the Moral Education Department to make a report on teachers' morality; ③ Excellent case communication of moral education permeates the subject teaching.
2. General training for new courses and on-the-job training for teachers
Training content: "entering the new curriculum"; Modern educational theory; Education and teaching skills training; Knowledge updating and expansion; Research on education and teaching practice; Highlight the reform of teaching materials in primary and secondary schools, and cultivate innovative spirit and practical ability.
Training methods: ① Set up a series of special lectures-new curriculum concept and innovation, new curriculum and learning style reform, new curriculum and teachers' role. The speaker is a backbone teacher. () ② Combination of self-study and collective learning: Take the teachers' research group as the unit, and establish a learning system combining collective learning with individual learning. Group study is conducted once every two weeks, with fixed time, place, content and convener, and everyone participates to ensure the study time and effect. Personal learning needs a certain amount of reading and notes extraction, and needs to write learning experience in time. Encourage teachers to establish e-learning folders, use network resources, download and edit educational theories, educational reform trends and other related contents, and form their own databases. Establish a learning supervision system, strengthen the supervision and inspection of theoretical learning, and ensure the learning effect and quality.
3, teacher training (including new teacher training):
Training content: around the reform of basic education, master the curriculum standards, teaching materials, teaching methods and learning methods of this subject.
Training methods:
① Young teachers continue to form "mentoring" pairs with backbone teachers. On the basis of last semester, the tutor will further guide young teachers to prepare lessons, attend lectures and conduct scientific research, and help young teachers improve their teaching level and scientific research ability as soon as possible. Organize young teachers to give lectures at the end of the term.
② Carry out "professional evaluation of young teachers". The leading group and business guidance group of subject quality education assess the professional ability of young teachers in the form of one lecture (lecture: organized once per semester), two listening (lecture: organized once per semester), three checking (checking homework and preparing lessons) and four looking (seeing the teaching effect), and give feedback to teachers, affirm their achievements, point out their shortcomings, and put forward guidance and improvement suggestions.
(3) Actively promote the recommendation of young teachers to participate in project research, and stipulate that young teachers should achieve "six ones" every year: read a teaching monograph, subscribe to a professional magazine, write an excellent teaching plan, take an excellent class, produce a weighty test paper and write a paper on teaching reform. At the end of the semester, we will hold an exchange meeting of young teachers' teaching and research experience.

Training content: computer basic knowledge and skills training, multimedia network technology training, and comprehensive ability training.

1. Set up a school-based training leading group for continuing education in schools, and build a school-based training management network for continuing education in schools. Establish an advisory group composed of school principals and senior teachers to guide the training content, curriculum and training process.
2. Actively participate in various teaching and research activities organized by provinces and cities, and carry out effective teaching and research activities relying on the preparation group to promote the construction of subject teaching; Relying on various training courses, advanced classes and seminars, we will carry out training activities for young teachers and promote the construction of teachers; Relying on the municipal teaching and research office, special research will be carried out to promote education and scientific research and improve the level of teaching and scientific research.
3. Establish an incentive mechanism. Combined with the internal management assessment scheme, teachers' professional training is linked with post appointment and semester assessment, and recorded in teachers' professional files to build a team of teachers with complete disciplines and excellent quality.
4, combined with the situation of running a school and the level of teachers, collect part of the continuing education funds, and arrange the subject teachers to participate in the training, further study and observation in the city and district in a planned way.

5. The school stipulates that all teachers within the age range can understand the basic knowledge of computer. Through training, teachers can constantly master modern educational technology, learn how to make multimedia audio-visual software, and gradually apply it to education and teaching.
Fourth, training measures:

(5) Do a good job in ideological education of candidates before the exam, ensure that the reference rate reaches 100%, and strive to improve the passing rate of the exam.
(6) Teachers' participation in counseling and exams is registered according to the number of hours, which is one of the contents of continuing education.
