The comprehensive office building of Jincheng Municipal Party Committee and Municipal Government 1986 was completed in September, and 1989 was put into use after completion. The total construction area of the building is17330m2, of which the area of public service facilities and equipment such as meeting rooms and corridors is 6654.3m2, and there are 536 office rooms in the initial stage of construction. With the economic and social development of Jincheng for more than 20 years, the "capacity" of buildings and halls can no longer meet the "increment" of institutions and personnel, and the office space of all units in buildings and halls is very tight, which affects the normal office order of all units. All units have asked the Municipal Administration Bureau in charge of real estate to solve the problem of office space. At present, the Municipal Organs Administration Bureau has been unable to solve this problem through adjustment and can only seek other solutions. In view of the stipulation that the central government, the State Council and the provincial government explicitly prohibit the party and government organs from building new office buildings, it is a realistic practice to add floors to the existing office buildings, mainly in the following aspects: First, there is no need to choose a new address; Second, the energy-saving renovation and storey-adding renovation projects are implemented at the same time, with one-time investment and relatively low cost; Third, the problem of insufficient office space can be solved as soon as possible. In addition, the state requires government departments to take the lead in energy-saving renovation of existing office buildings, and the comprehensive office building of the municipal government can be regarded as the first energy-saving renovation project of office buildings in Jincheng, which has a demonstration role. This not only conforms to the relevant regulations of the CPC Central Committee and the State Council on strictly controlling the construction of office buildings, but also effectively solves the problem of "insufficient capacity" of office buildings.

Due to the shortage of existing office buildings, some units occupy corridors, corridors, water rooms, stairs, small rooms in bathrooms, small rooms next to elevators, basements, single dormitory buildings and other public facilities. Only by increasing the use area of office buildings and providing suitable office and storage space for units with tight space can these hidden dangers be completely eliminated.

2. The construction of this project meets the requirements of creating a civilized and harmonious unit.

At present, most units are "three noes" (no meeting room, no reading room, no cultural activity room), which does not meet the requirements of creating a civilized and harmonious unit. At present, there are 8 meeting rooms in the office building, except for the Municipal Party Committee, the Municipal People's Congress, the Municipal Government, the CPPCC and the Municipal Commission for Discipline Inspection, which each occupy one meeting room. Only the multifunctional conference room on the third floor, the conference room on the fifth floor (used by the general office of the municipal government, the organization department of the municipal party Committee and the propaganda department of the municipal party Committee) and the telephone conference room on the eleventh floor have no conference rooms. 3. Project construction is the need of office modernization of each unit.

At present, most units in the office building do not have special finance rooms, archives rooms, reference rooms and printing rooms, which not only does not meet the requirements of finance, archives, data management and security, but also affects the office modernization of all units, especially because of the limited office space, which restricts the office informationization and modernization of the organs. These problems can only be solved by increasing the area of office buildings.

4. Project construction is the need of unified management of government agencies and units.

Due to the limited office space, some government agencies can only rent (borrow) rooms outside the building to work. At present, six units, such as the Municipal Agricultural Liaison Office and the Administrative Efficiency Complaint Center, the subordinate units of the Municipal Labor Bureau 15, the Science and Technology Research Institute and Exchange Center of the Municipal Science and Technology Bureau, the Personnel Examination and Training Center of the Municipal Personnel Bureau, the Municipal Talent Center and the Municipal Personnel Dispute Arbitration Office are all renting (borrowing) rooms, which has brought certain influence to the unified management of these units. This problem also needs to be solved by increasing the usable area of the office building.

According to the requirements of the central government, provinces and municipalities, some working institutions that some units should set up can only occupy other departments because there is no office space. Because there is no office space, it can only occupy the duty room of the general office of the municipal government, and some necessary equipment cannot be configured because there is no space, which directly affects normal work and effective handling of emergencies; Urban disaster prevention and flood control duty room occupies the driver's duty room; The city subsistence allowance center borrows office space from subordinate units, which makes the subsistence allowance network unable to connect with the whole province; Because there is no press release hall, the Municipal Information Office can only rent temporary places to release news, and the facilities are not matched, which affects its normal work.

6. Project construction is the need to solve the problem of office staff crowding.

The problem of existing office staff crowding is very prominent, mainly in three aspects. First, city leaders and secretaries share an office. At present, five deputy mayors and secretaries share an office; The second is that many department-level leading cadres and department personnel in many units use one office. For example, there are five department-level cadres working in the CPPCC office in the same office as the staff of the Committee office; More than 4 deputy-level cadres of the Municipal Political and Legal Committee and the Organization Department of the Municipal Party Committee are crowded together with departmental staff; The reception room of the municipal party committee and municipal government has two place-level cadres and three department staff in an office, and eight people are crowded on five desks; Municipal Information Office, Municipal Labor Bureau and other units all have the phenomenon that leaders and staff work in the same department. In short, due to the shortage of office space, it has seriously affected the working order of the organs and the normal operation of all work, and affected the efficiency construction of the organs and the construction of civilized and harmonious organs. Over the years, all units in the building have been calling for increasing office space, improving office conditions and alleviating the shortage of office space, which has become a problem that must be solved by the municipal party Committee and the municipal government.

2.3 Feasibility of project construction

The Notice of the Central Committee and the State Council on Further Strictly Controlling the Office Buildings of Party and Government Organs pointed out that the construction of office buildings of party and government organs must embody the principles of solemnity, simplicity, practicality and resource conservation; The construction of office buildings of party and government organs must meet the requirements of land use and urban planning, strictly control the scale of land use, and prohibit excessive and inefficient land use, occupation of cultivated land, and supporting the construction of large squares, parks and other facilities. Reforming the existing comprehensive building can not only occupy land but also save construction cost, which is the best scheme to alleviate the shortage of existing office buildings.

2. The comprehensive office building renovation project meets the technical requirements.

Shanxi Architectural Design and Research Institute, the original design unit of the comprehensive building, was entrusted by Jincheng Municipal Bureau of Organs Affairs to check and calculate the architectural design data of the municipal government office building. The design institute believes that the existing office building is located in the 6-degree seismic fortification zone, with regular shape, reasonable and safe structural plane and vertical layout, and it is technically feasible to add stories without dealing with the original foundation.

3. The comprehensive office building renovation project has fully met the construction conditions.

At present, the water source, power supply and heat source of the comprehensive office building are all municipal supporting pipe networks, and the supply capacity of all public conditions is sufficient to meet the needs of project construction. The water supply and heating of this project can be connected from the original access port in the site, and the power supply is connected from the power distribution room in the site.

4, the project implementation unit according to the function has the ability to undertake the transformation project.

The Administration Bureau of Jincheng Municipal People's Government is the administrative department of Jincheng Municipal People's Government in charge of the logistics of municipal organs, which is mainly responsible for the administration of municipal organs, the budget and final accounts of business funds, the housing accumulation fund of municipal organs, and the custody and handling of foreign affairs gifts of municipal organs. Responsible for compiling and reviewing the planning, planning, investment allocation, organization and implementation of housing capital construction projects of municipal authorities. According to its function setting, it is fully capable of organizing and implementing the storey-adding renovation project of the comprehensive office building.

When the staffing exceeds 200, the lower limit should be taken. Therefore, according to the minimum standards, the comprehensive office building of Jincheng Municipal People's Government should be built according to the following scale:

The Administration Bureau of Jincheng Municipal People's Government has entrusted Shanxi Architectural Design and Research Institute and Jincheng Yuan Jinfang Architectural Testing Co., Ltd., the original design units, to carry out structural storey-adding review calculation and test report respectively. It is determined that the steel structure scheme can increase three floors of the main building and increase the construction area by 4272 square meters without strengthening the original foundation, beam, plate and column of the comprehensive building on a large scale; The podium 1 standard floor, with the construction area increased by 2 194 square meters. After adding floors, the comprehensive office building area will reach 25,220 square meters.

2. Architectural scheme

Graphic design: it is planned to remove the roof insulation layer of the existing comprehensive office building 1 1 and add it to the ground 14 floor as a whole. The original roof water tank room and elevator machine room will be demolished and built on the roof. The standard storey height was increased to 3.6m, and the height of the main building reached 57m. The Standard for the Construction of Office Buildings for Party and Government Organs requires that the office buildings for party and government organs have clear functional zoning, practicality, convenience and reasonable layout.

Multi-storey office buildings are high-rise buildings. According to its nature of use, fire risk, evacuation and fighting difficulty, it belongs to a class of buildings, and the fire resistance rating of the building is Grade I.. There are five stairs and three elevators in the complex building, of which three evacuation stairs lead to the top of the complex building, the stairwell is a smoke-proof stairwell, and one of the three elevators is a fire elevator. After adding stories, the durability of the comprehensive office building is not less than Grade II (50~ 100 years); The building safety level shall not be lower than Grade II.

3. Structural scheme

Jincheng Municipal Bureau of Organs Affairs asked Shanxi Architectural Design and Research Institute to recheck and calculate the architectural design data of the municipal government office building, and considered that the existing office building is located in the seismic fortification zone of 6 degrees, with regular shape, reasonable and safe structural plane and vertical layout, and it is feasible to add stories without treating the original foundation, and it is not planned to strengthen the foundation.

On the premise of not dealing with the foundation of this project, the original beams, plates, columns and other components of the structure will not be reinforced as much as possible, and the normal use of the office building will not be affected as much as possible. Based on the original geological report and structural state inspection report, Shanxi Architectural Design and Research Institute put forward the following two feasible storey-adding schemes through calculation:

Scheme No.1

The structural form adopts frame structure, the floor adopts cast-in-place reinforced concrete beam-slab structure, the external wall is filled with original external wall materials or other alternative products, and the internal wall adopts light partition wall.

Option 2

Frame-support system is selected as the structural form. The frame column is made of steel structure, the frame beam and secondary beam are made of I-beams, the floor slab is made of profiled steel plate-concrete composite floor slab, and the external wall is made of lightweight plates such as thermal insulation profiled steel plate or NALC plate. Indoor partition wall adopts light partition wall.

After comprehensive comparison, there is little difference in investment between the two schemes, but the second scheme has the advantages of smaller components, lighter weight, no formwork, less wet work, less environmental impact and shorter construction period than the first scheme. At the same time, increasing the construction area can better solve the problem of insufficient office space for government agencies, which is in line with the original intention of the project construction, so scheme 2 is recommended.

According to the inspection report issued by Jincheng Fiona Fang Building Inspection Co., Ltd., the podium adopts direct storey adding method, which has the advantages of simple construction technology and low cost per square meter. However, due to the long wet operation time in site construction, a lot of dust and noise are generated, and the original wall needs to be strengthened, which affects the normal office work of relevant units. After adding the storey, the clearance of the original building is reduced, so the storey-adding scheme of the podium is consistent with that of the main building.

According to the test results of the test report, after the columns with axial compression ratio exceeding the code limit are strengthened, the normal and safe use requirements of the buildings after adding stories can be guaranteed, because the reinforcement of beams and slabs is not involved.

4, public works design

The existing public facilities in the site include: 300m3 outdoor fire pool (also living pool), roof water tank room of comprehensive office building and 64m3 high-level water tank, and two 500KVA transformers in the area. Water, electricity and heat sources are all municipal supporting pipe networks. After adding the story, the high-level water tank is replaced, and the original central air conditioning system remains unchanged. Air-water type is used for adding layers. The heat source adopts heating pipe network, and the refrigeration adopts outdoor refrigeration unit. Other supporting facilities can continue to be used.

Choosing storey-adding transformation between new building and storey-adding transformation is not only in line with the policy spirit of the CPC Central Committee and the State Council to strictly control the construction of office buildings of party and government organs, but also conducive to saving construction costs. The steel structure storey-adding scheme is adopted in this project, which has the advantages of fast construction speed, light structure weight, less wet work and little environmental impact. The usable area is increased as much as possible to solve the problem of insufficient usable area of the office building.

After the project is completed, it can effectively solve the problems of crowded staff and potential safety hazards in existing office buildings. It is suggested that the investment department approve the project proposal as soon as possible so as to carry out the feasibility study of the project as soon as possible.
