Regulations of Yunnan Science and Technology Association on the Administration of Provincial Sex Society

Chapter I General Provisions

Article 1 In order to strengthen the management and service of provincial sex societies, associations and research institutes (hereinafter referred to as provincial sex societies) and promote the reform and development of provincial sex societies, these Regulations are formulated in accordance with the relevant documents of the Central Committee and the State Council and the articles of association of Yunnan Science and Technology Association (hereinafter referred to as Yunnan Association for Science and Technology).

Article 2 The purpose of strengthening the management of provincial sex associations is to strengthen the provincial sex associations to consciously implement the party's line, principles and policies and adhere to the correct political direction and working principles. We will build the Society into a social group that adapts to the socialist market economic system, conforms to the law of its own development, and is full of vitality and vitality. Better serve the general membership and scientific and technological workers, and serve China's scientific and technological progress, economic construction and social development.

Article 3 The Yunnan Provincial Department of Civil Affairs is the administrative department in charge of agricultural legal registration of the provincial sex society, the Yunnan Association of Science and Technology is the administrative department in charge of the provincial sex society, and the affiliated unit of the provincial sex society is the administrative department in charge of the agency of the society.

Article 4 Yunnan Science and Technology Association shall manage and serve the sex societies in Yunnan Province according to the policies and regulations of the relevant state associations and the articles of association of Yunnan Science and Technology Association. Under the leadership of the Standing Committee of Yunnan Association for Science and Technology (hereinafter referred to as the Standing Committee of Yunnan Association for Science and Technology), the organs of Yunnan Association for Science and Technology are responsible for the macro-management of provincial associations. Yunnan Association for Science and Technology has strengthened its contact with the relevant departments of Yunnan Provincial Party Committee and provincial government, coordinated the relevant work of the Association, and strived to create a good external environment and conditions for the reform and development of sex associations in the province. According to the subject category, activity field and actual situation of the provincial society, the provincial society is classified, graded, managed and guided.

Article 5 Provincial associations shall carry out activities within the scope stipulated by the Constitution, the current national laws and regulations and the articles of association of the association. Yunnan Association for Science and Technology maintains the legitimate rights and interests of provincial associations in accordance with relevant national laws, regulations and articles of association.

Article 6 Yunnan Science and Technology Association shall regularly evaluate the organizational construction and activities of provincial societies and give preferential support. Commend and reward the full-time and part-time personnel who have made outstanding contributions to the work of the provincial society and the society. For societies that seriously violate the relevant laws and regulations of the state, the articles of association of Yunnan Association for Science and Technology and relevant regulations, informed criticism shall be given, corrected within a time limit, rectified within a time limit and delisted as appropriate.

Chapter II Organizational Construction

Article 7 Provincial Societies must adhere to the principle of democratic organization, convene members' congresses, directors' meetings and executive directors' meetings on time in accordance with the articles of association of the Society, improve the academic exchanges, popular science, consultation and other working committees of the Standing Council, and give full play to its role. Provincial societies should do the following:

Length 20 days before the general election of the Council of the Society, the list of candidates for directors, executive directors, chairman, vice-chairman and secretary-general shall be reported to Yunnan Association for Science and Technology, and submitted to the Congress according to democratic procedures after deliberation and consent by the Provincial Association for Science and Technology. At the same time, submit the relevant documents of the shareholders' meeting.

2. The postponement of the general meeting of members shall be discussed and approved by the Standing Council of the Society, and the reasons shall be explained to the Yunnan Science and Technology Association for approval.

3. Within two months after the closing of the congress, the minutes of the congress or the minutes of the meeting shall be submitted to the Yunnan Association for Science and Technology for the record, and the legal representative shall be changed to the civil affairs department.

4. Learn to change the name and legal representative, set up branches, replace or supplement directors, and should be handled according to the democratic procedures stipulated in the articles of association, and report to Yunnan Association for Science and Technology in writing. After receiving the report, Yunnan Association for Science and Technology should deal with it in time (generally not more than two months) and issue a certificate to the registration management department to apply for registration or change.

5. The formulation or revision of the articles of association must be carried out in accordance with the Provisions of Yunnan Science and Technology Association on the Organization of Provincial Science and Technology Association, submitted to Yunnan Science and Technology Association for deliberation, and submitted to the member congress for discussion before implementation.

6. Resolutions and minutes of executive board meetings and important meetings shall be promptly notified to all members and reported to Yunnan Science and Technology Association for the record.

Eighth provincial society office management:

1. The offices of provincial sex societies should work under the leadership of the executive council of the society and conscientiously implement the resolutions of the executive council. In terms of party, government, finance, foreign affairs, personnel, etc., it is led by affiliated units.

3. The ideological and political work of the full-time staff in the office of the Provincial Society is the responsibility of the affiliated unit.

4. The personnel management of the full-time staff in the office of the provincial sex society shall be managed by the subordinate units in accordance with the management authority series.

5. The financial work of the provincial sex society offices is under the leadership and management of the Standing Council (and its financial work committee), and is subject to the supervision and audit of affiliated units.

6. The foreign affairs work of the offices of provincial sex societies is under the leadership and management of the Standing Council (and its Foreign Affairs Working Committee) and under the guidance of the foreign affairs department of Yunnan Association for Science and Technology or affiliated units.

Article 9 Provincial associations shall strengthen the management and service of their members:

1. Members shall realize the unification of rights and obligations. Members have the right to vote and stand for election, and have the right to make suggestions and criticisms on the work of the Institute. Give priority to participating in relevant academic activities of the Institute and obtaining relevant academic materials of the Institute. The obligations of members are to abide by the articles of association, implement the resolutions of the Society, complete the work entrusted by the Society, participate in various activities of the Society, and pay membership fees according to regulations.

2. Rules and regulations on the collection, use and management of membership dues should be formulated to do a good job in member service.

3. Establish and improve the member file information base, give full play to the role of members, and strive to make the Society a home for members.

Tenth provincial associations should implement the management and service of secondary institutions (professional committees, branches, etc.). ). If it is necessary to determine the affiliated units of secondary institutions, the dual management system of provincial associations and affiliated units of secondary institutions shall be implemented with reference to Article 8 of these Provisions.

Eleventh provincial associations should strengthen and improve the construction of organizational system, formulate rules and regulations, and report to Yunnan Association for Science and Technology for the record. Attach importance to file management, accumulate historical materials and strengthen the construction of information base.

Twelfth Yunnan Science and Technology Association implements the annual inspection system for the activities of the society. The provincial society must submit the annual work plan, work summary and statistical report to the Yunnan Association for Science and Technology according to the regulations and time limit. Yunnan Association for Science and Technology's annual inspection of provincial sex societies can be used as the basis for the annual inspection of civil affairs departments.

Chapter III Academic Activities

Thirteenth provincial associations are the main channels to carry out academic activities. When organizing academic activities, we should pay attention to: implementing the policy of "letting a hundred flowers blossom and a hundred schools of thought contend", carrying forward academic democracy, promoting the development of disciplines, promoting the growth of talents, and bravely climbing scientific peaks.

Fourteenth provincial societies make annual academic activity plans according to the needs of discipline development, national economic and social development and the characteristics of disciplines and majors. The plan of domestic key academic activities of the provincial sex society within the professional scope stipulated in the articles of association shall be submitted to the relevant competent department of Yunnan Science and Technology Association for the record after deliberation by the Standing Council. Within three months after the end of the activity, the summary or meeting minutes should be submitted to the relevant departments of Yunnan Association for Science and Technology.

Fifteenth academic activities organized by provincial societies beyond the professional scope stipulated in the articles of association of the society shall be reported to Yunnan Science and Technology Association or affiliated units for examination and approval. Academic activities involving major political, economic, theoretical and other social sciences must be reported to the Yunnan Association for Science and Technology or affiliated units after deliberation by the Standing Committee, and the Yunnan Association for Science and Technology or affiliated units shall apply for the approval of the Propaganda Department.

Sixteenth Yunnan Association for Science and Technology can take macro-control measures to promote a number of provincial sex societies to jointly hold academic conferences with repetitive contents and themes. Provincial associations should actively accept the entrustment of Yunnan Association for Science and Technology to undertake or participate in interdisciplinary, high-level and comprehensive academic conferences.

Chapter IV International Exchange

Article 17 The holding of foreign-related academic activities by provincial sex societies shall be reported to Yunnan Science and Technology Association or other units with foreign affairs examination and approval authority approved by the provincial government for examination and approval.

Article 18 The provincial research shall cooperate with overseas organizations to carry out exchange activities, and shall not involve state secrets, areas closed to the outside world, national sovereignty and territorial integrity, human rights, ethnic minorities, religion, ideology and other social science issues and sensitive international issues, and shall not accept funding from overseas anti-China and anti-* * political groups and religious groups.

Nineteenth provincial sex societies applying to join international academic organizations must be reported to Yunnan Association for Science and Technology for examination and approval. The signing of bilateral or multilateral agreements between the provincial society and foreign counterpart organizations shall not exceed the professional field of the society, and shall not

If there is any conflict with the provisions of Article 18, the text of the agreement shall be reported to the International Department and the Community Department of Yunnan Association for Science and Technology for the record.

Chapter V Editing and Publishing

Article 20 Yunnan Science and Technology Association shall, in accordance with the national publishing laws and regulations, manage the sci-tech periodicals sponsored by provincial societies, formulate the development plan of the journals of the society, be responsible for the declaration and management of the journals of the society, conduct audit, quality supervision and annual inspection of the sponsored journals, and conduct political and technical checks.

Twenty-first provincial societies must perform the duties of periodical organizers in accordance with the law, implement specific leadership and management of the periodicals they run, be responsible for reviewing the major reports and topic selection plans of periodicals, conduct technical confidentiality review, and assume political and technical responsibilities.

Twenty-second journals sponsored by provincial societies can charge a reasonable page fee to publish articles, and qualified societies can raise the publishing fund of the society.

Chapter VI Continuing Education

Twenty-third Yunnan Science and Technology Association shall, according to the continuing education policy of the competent government departments, guide the continuing education of provincial sex societies. Determine the development direction of the continuing education of the institute, formulate the continuing education plan of the institute, guide and support the continuing education of the institute, and regularly check and evaluate the continuing education of the institute.

Twenty-fourth the province's sex society for the majority of society members and scientific and technological workers to carry out continuing education. Its main contents include: political and ideological education, knowledge updating and improvement education, post standardization education, market economy education and technological innovation education; Its main forms are: academic lectures, professional reports, various training courses, seminars, correspondence and publications.

Twenty-fifth major continuing education activities and foreign-related continuing education projects organized by the provincial sex society should be reported to the Yunnan Association for Science and Technology for approval and submit a work summary; The annual plan for holding academic lectures, professional reports, various training courses, seminars, correspondence courses and publishing education shall be reported to Yunnan Science and Technology Association for the record.

Twenty-sixth all kinds of continuing education colleges, schools or training centers established by the provincial society must go through the registration formalities according to the regulations and report to the Yunnan Provincial Association of Science and Technology for the record.

Chapter VII Popularization of Science and Technology

Twenty-seventh provincial sex societies should become the main force of popular science activities. When organizing popular science activities, we should do the following: combine academic activities with popular science activities; Combination of subject-oriented and society-oriented; Combine key activities with the use of mass media.

Article 28 The provincial society shall, according to the needs of science and technology, national economy and social development, the needs of people at different levels of society, combine the development of this discipline and specialty, and refer to the popular science planning of Yunnan Association for Science and Technology to formulate the popular science planning and annual popular science work plan. The annual plan should be reported to the Yunnan Association for Science and Technology in the first quarter, and the summary or meeting minutes should be submitted to the relevant departments of the Yunnan Association for Science and Technology within two months after the end of the activity. For projects that have not been funded by Yunnan Association for Science and Technology, an explanation report shall be submitted within the year. Yunnan Science and Technology Association has the right to recover special funds. Among them, the contents of popular science activities organized by several societies are similar to those of foreign-related popular science activities, and they can only be implemented after the coordination and consent of the competent department of Yunnan Association for Science and Technology and the foreign affairs department. The Society should undertake the major science popularization tasks assigned by Yunnan Association for Science and Technology.

Article 29 Yunnan Association for Science and Technology encourages Yunnan Sex Society to take the road of socialization and popularization, and actively establishes permanent popular science bases (summer camp bases, open laboratories, showrooms, popular science galleries, etc.). ) and related universities, research institutes, science and technology museums, cultural centers and museums. Relevant programs should be reported to Yunnan Association for Science and Technology and its subordinate units for the record, and the contents should be constantly updated according to the development of disciplines and specialties. The establishment of a management or business entity shall go through the registration procedures for the management and business entity of the popular science base in accordance with the relevant provisions. Its income is mainly used to carry out popular science activities in society.

Chapter VIII Decision-making Consultation

Article 30 The provincial society should take seriously carrying out scientific and technological consultation as one of its main tasks, and immediately provide decision-making consultation reports to the leading organs of the party and government on the basis of academic exchanges, but when reporting the consultation reports, it should also be reported to the Yunnan Association for Science and Technology and its subordinate units for the record. When the decision-making consultation report is taken seriously or the expert's suggestion is adopted, it should also inform the Yunnan Association for Science and Technology and its subordinate units in time.

Article 31 when accepting the consulting project entrusted by the party and government organs or enterprises and institutions, the provincial society should file the implementation of the project with the Yunnan Association for Science and Technology and its subordinate units after the project is completed. When accepting the entrustment to organize consulting work, you can apply for financial support from the entrusting unit or other parties, and you can also pay necessary service fees to experts, scholars and scientific and technological workers who participate in consulting research, analysis and consultation.

Chapter IX Development of Science and Technology

Thirty-second provincial associations to use their professional expertise to carry out technical consultation and technical service activities, must abide by the relevant state policies and regulations, and strengthen internal management.

Thirty-third provincial associations shall register, operate and manage scientific and technological development-oriented and service-oriented economic entities according to law. Under the leadership of the Standing Council, the manager appointment system shall be implemented for the units to be run, and the ownership and management rights shall be clarified. The entity income shall be turned over to the Institute in a certain proportion to support the activities of the Institute.

Chapter X Asset and Financial Management

Thirty-fourth in order to ensure the normal development of academic activities and popular science activities, qualified provincial societies should establish funds for academic activities and popular science activities. The use and management of the fund shall be examined and approved by the Standing Council.

Thirty-fifth accept donations from domestic organs, institutions, enterprises, social organizations and individuals. It was reviewed and approved by the Standing Council of the Provincial Society of Sexuality, and reported to the Yunnan Science and Technology Association and affiliated units for the record. The use of donations must be approved by the Standing Council.

Thirty-sixth provincial society to accept overseas donations, must be declared to the Yunnan Association for Science and Technology and its subordinate units, reported to the people's Bank of China, the civil affairs department and the relevant departments for approval.

Article 37 Provincial Societies shall establish a democratic financial management and supervision system under the leadership of the Standing Council, accept the financial management of affiliated units, and report the annual financial situation to Yunnan Science and Technology Association and affiliated units for the record, so as to strengthen the management and supervision of the financial activities of the Society.

Thirty-eighth Yunnan Science and Technology Association or affiliated units shall, in accordance with the provisions of the state, regularly audit the financial status of the society, and the audit fees shall be paid by the audited society.

Thirty-ninth fixed assets owned by provincial cooperatives should be evaluated and the subordinate relationship should be distinguished, and the asset management system should be improved. The assets of the Society shall be reported to Yunnan Association for Science and Technology and its subordinate units for the record on an annual basis.

Article 40 When transferring the assets of a provincial society, it shall be examined and approved by the standing council of the society and the specialized institutions of the society, and audited by the Yunnan Science and Technology Association and affiliated units.

Chapter II XI Accepting the Work Entrusted by the Government

Forty-first provincial associations should actively seek the support of affiliated units for the work of the association, and strive to accept the entrustment and undertake tasks related to the business nature of the association.

Forty-second provincial sex societies can be entrusted by the government to play a role in the work related to the professional fields of provincial sex societies, such as evaluating scientific and technological achievements, formulating industrial science and technology policies or professional technical standards, evaluating professional and technical titles, and evaluating post qualifications. In accepting the work entrusted by the government, you can charge reasonable fees according to the regulations.

Chapter XII Supplementary Provisions

Article 43 These Regulations shall apply to provincial scientific and technological social organizations with independent legal personality accepted by Yunnan Association for Science and Technology.

Article 44 The liaison group of Yunnan Science and Technology Association is a provincial-level science and technology association entrusted by the civil affairs department for qualification examination and approved by the civil affairs department for registration, and is managed by Yunnan Science and Technology Association and its subordinate units with reference to these regulations.

Forty-fifth local, state and municipal associations for science and technology may formulate corresponding measures for the administration of associations with reference to these regulations.

Article 46 These Regulations shall be promulgated and implemented after being adopted by the Standing Committee of Yunnan Science and Technology Association.

Article 47 The Standing Committee of Yunnan Science and Technology Association shall be responsible for the interpretation of these Regulations.

Forty-eighth these regulations are in conflict with the laws and regulations of the state and our province, which shall prevail.
