The training of the main person in charge of the production and business operation entity and the safety management personnel shall be the responsibility of the training institution of the municipal safety supervision bureau with districts.
Enterprises directly under the central government shall be responsible for the training institutions of the local provincial safety supervision bureaus.
The duties of the Safety Supervision Bureau are as follows:
1, comprehensive management of production safety and macro guidance, and exercise the national supervision function of production safety;
2. Formulate the assessment targets for production safety, and implement supervision and assessment;
3, responsible for organizing production safety inspection, to carry out production safety law enforcement activities;
4. To guide and coordinate the special safety supervision undertaken by relevant departments;
5. Be responsible for the statistical analysis of casualty accidents, organize and coordinate the investigation and handling of major accidents, and be responsible for the approval and closing of safety accidents;
6, the organization of major hazards, major accident hazards assessment, supervision of major accident hazards management;
7, responsible for new construction, renovation, expansion and technical transformation projects (projects) safety facilities evaluation, design review and completion acceptance;
8, to carry out publicity and education work of production safety, organize and guide the promotion of new technologies of production safety;
9. Supervise and manage labor protection articles;
10. Organize and urge all kinds of enterprise legal persons, responsible persons and safety management personnel to participate in safety production-related training and obtain corresponding qualification certificates.
Article 14 of the Law of People's Republic of China (PRC) on Safety in Production, relevant associations shall provide information and training services on safety in production for production and business units in accordance with laws, administrative regulations and articles of association, play a self-discipline role, and promote production and business units to strengthen safety in production management.
Article 15 Institutions established according to law to provide technical and management services for production safety shall, in accordance with laws, administrative regulations and industry standards, accept the entrustment of production and business operation entities to provide technical and management services for their work safety.
Where a production and business operation entity entrusts an institution specified in the preceding paragraph to provide safe production technology and management services, the responsibility for ensuring safe production shall be borne by the entity.
