3, industrial and warehousing logistics land
Guide industrial projects to concentrate in Deshan Development Zone; Jiangbei city adopts the principle of control substitution and resolutely bans industrial projects with heavy pollution and low efficiency; Jiangnan urban area moderately controls the scale of industrial land development, and the location of industrial projects is limited to the southeast of the urban area, along Yu Xia Road.

A new urban natural landscape pattern of "three mountains and three waters" is put forward. "Three Mountains" refers to Sun Mountain System, Deshan Mountain System and Daheshan Mountain, and "Sanshui" refers to outer rivers, inland rivers and inner lakes.

1, urban external traffic
(1)207 national highway, 3 19 national highway diversion. 3 19 national highway is changed from the south of Shimenqiao town to the south of the airport, and it is connected with the existing 3 19 national highway; 207 national highway changed from Deshan to the south and west sides of the airport, crossed the Yuanjiang River from the south edge of Jiangnan City, built a new Yuanjiang Bridge, and then connected with the existing 207 national highway in Guanxi Town via the east side of the river.
(2) Railway planning. The railway in the central city is laid out according to the principle of "north passengers and south goods", and the existing Changde Railway Station has been built as a railway hub station. The electrification transformation and the second line construction of Shichang Railway are arranged along the existing Shichang Railway line; Changsha-Yiyang-Changde intercity railway connects Yiyang to the existing Changde Railway Station in Hanshou County, passing through Deshan Development Zone; Qianzhangchang Railway connects Changde Railway Station from Taoyuan County via Guanxi Town; Changyuejiu Railway starts from Changde Railway Station, avoids Liuye Lake Scenic Area, and connects Yueyang along the north side of Yuanjiang River via Anxiang. On the other hand, the urban railway passenger and freight transportation is planned, and the outer winding of railway freight is built on the southwest side of the urban area.
(3) Airport planning. Taohuayuan Airport, as the alternate airport of the feeder airport and Changsha Huanghua Airport, is planned to have a passenger throughput of 2.2 million passengers by 2020, and the planning level is equivalent to that of 4E Airport.
(4) Port planning. Upgrade the berth level of Changde Port 1000 dwt ships. And deshan freight station through the railway line to form hot metal combined transport. It is planned that the scattered port areas will be centrally arranged in the lower reaches of Yuanjiang River, and the dangerous goods terminal will be arranged in the lowest reaches and separated independently.
2. Urban internal traffic organization
According to the independent characteristics of the zoning along the river in Changde City, the layout form of "ring+radiation+zoning chessboard road" adapted to the land use structure of each urban area is planned. It consists of expressway, main road, secondary road and branch road. It is planned to form an "annular" and "radial" urban expressway system, connecting three urban areas and fourteen main roads with "seven verticals and seven horizontals". "Ring" is a ring-shaped urban expressway formed by the north-south direction and the east-west direction; "Radiation" is an urban expressway extending in all directions to the outside world. Expressway consists of Changde Avenue in the north of Yuanjiang, Second Yuanjiang Bridge, Changde Avenue in the south of Yuanjiang, Jindan Road, Third Yuanjiang Bridge, Airport Road, Xingde Road, Ziyuan Road, Liu Ye Avenue and Dongting Avenue.
According to the forecast and analysis of traffic demand across Yuanjiang River, on the basis of retaining the existing Yuanjiang Bridge, Yuanjiang Second Bridge and Yuanjiang Third Bridge planned in the previous edition, and considering the change of 207 national highway, it is planned to add 1 207 national highway Highway Bridge to divert transit traffic. In addition, it is planned to add two new river-crossing bridges, namely, the river-crossing bridge between Deshan Development Zone and the eastern region, and the river-crossing bridge between Jiangnan City and the eastern region. Two river-crossing passages are reserved in the planning vision.

1, urban water supply project planning
It is planned to keep the existing Yuanbei Waterworks and Yuannan Waterworks in Changde City, and expand them according to the original design scale, while expanding Wuling Waterworks. The water supply capacity of Yuanbei Waterworks reaches 300,000 cubic meters per day, and the long-term water supply scale of Yuannan Waterworks reaches 450,000 cubic meters per day. Wuling Waterworks was expanded to 65,438+10,000 cubic meters/day, assisting Yuanbei and Yuannan Waterworks to supply water to Jiangnan City.

It is planned to build new sewage treatment plants in Huang Mu and Chengbei. Huang Mu Guan Sewage Treatment Plant is located in Huang Mu Guan area, northwest of Majiahekou, with a treatment capacity of 65,438+10,000 tons/day, covering an area of 8 hectares. Chengbei Sewage Treatment Plant is located in the south of Huashan River and west of Chaoyang Road, with a treatment capacity of 50,000 tons/day and a land area of 7 hectares.
3, urban power supply project planning
In 2030, the main power supply points of the 220 kV power grid in the central city are 500 kV Shigang Substation, 500 kV Shimenqiao Substation and Changde Power Plant. Deshan Development Zone plans to build a 1 waste incineration power plant with an annual power generation of about 1 100 million kWh. Seven 220kV substations are planned, with a total capacity of 3240MVA；; There are 27 1 10kV substations with a total capacity of 3465MVA.
