The transcripts of overseas students returning to work and employment in China are equivalent to the "transcripts" of recent college graduates in China. It is a certificate for overseas students to report to the receiving unit after they have completed their studies, and the length of service is calculated from the date of reporting. It is an important basis for returned students to enter state organs, institutions and state-owned enterprises to handle personnel files, household registration, professional title evaluation, and transfer their school status to cadres.

The required materials include: online registration of the applicant's personal information in the employment settlement service system (www.cscse.edu.cn, China) designated by the Study Abroad Service Center of the Ministry of Education; Certificate of returned overseas students issued by the Education Department (Group) of China's embassy (consulate) abroad; Foreign academic degree certificate (can be entrusted to Guangzhou Overseas Students Service Management Center); Unit acceptance letter; The certificate of file keeping issued by the employer with the right to file personnel or the personnel agency entrusted by the employer; Resident identity card; Household registration book home page and my page.

Registration cards are generally valid for 40 days, and cannot be reissued if they are expired or lost. Therefore, it must be handed over to the employer within the specified time.

6. Which units do not need to go through the "account opening" procedure?

State organs, national research institutes, public universities, etc. No need to open an account. Wholly foreign-owned enterprises in Beijing do not need to open an account, but one of the six foreign affairs service agencies must issue a "unit acceptance letter". Units in provinces and cities outside Beijing do not need to go through account opening procedures.

7. After studying abroad and working in the military and public security system, can I go through the formalities of employment and settlement?

According to the relevant regulations, our center is not responsible for handling the relevant procedures for returned overseas students (including non-military personnel employed by the army) working in China People's Liberation Army, Chinese People's Armed Police Force and public security organs. Please contact the General Political Department, the Ministry of Public Security and other competent units directly.

8. The document is in your own hands. How can I issue a certificate of file keeping?

Go through the filing formalities at Room 325 of the Service Center for Studying Abroad of the Ministry of Education (the filing materials shall meet the requirements of the archive room of our center, and see the page of "Filing for Studying Abroad" for specific requirements), and then copy and affix the seal of "File Arrival" on the filing contract. If the receiving unit can file, it can also directly hand over the file to the unit, and then the unit will issue a certificate of file keeping.

9. Are all the returned students who work all over the country settled here?

Overseas students working in Shanghai and Shenzhen go directly to the local personnel bureau (talent introduction office) to settle down. There is no settlement problem in Hong Kong, Macao and Taiwan. You can apply to our center to settle in other cities.

Archives are generally stored in the last school or employment unit before going abroad, or in the local talent exchange center, and the above-mentioned units shall issue a certificate of file keeping. If you are abroad for a long time, you may cancel your account at the graduation school or the original police station. Please go directly to the police station to apply for the Certificate of Account Cancellation.

13. Are the Employment Registration Certificate and Letter of Introduction valid?

The validity period is 40 days.

14. You have applied for the employment registration card and changed your work unit. Do you need to do it again?

I can't do it anymore. After completing the employment procedures, you already have the status of a cadre. You only need to go through the transfer procedures between units to change units.

15. Can I apply for employment and settle down after joining a foreign nationality?

20. Before going abroad, the "hukou migration certificate" handled by domestic graduate schools was still in their own hands. Can I go through the settlement formalities directly after returning to China?

No, you must go back to your place of origin, and only after you have settled in your household registration can you go through the formalities of employment and settlement with your household registration book.
