The policy contents of Hainan Free Trade Port in 2020 are as follows:

The identification of high-level talents is not restricted by nationality or household registration.
Article 6
High-level talents are identified as those who work full-time in Hainan Province. Retirement and reemployment talents introduced by the "silver-haired elite" convergence plan can participate in the identification. On-the-job civil servants and the staff of administrative organs (units) managed according to the Civil Service Law are not listed as appraisal objects (except as otherwise provided by the state). The identification of high-level talents introduced flexibly shall be stipulated separately.
