Systematic management of national health statistics information network direct reporting management regulations

Article 17 Health administrative departments at all levels shall establish and improve statistical information databases, strengthen statistical analysis and utilization, provide information on medical treatment institutions, experts and medical services for emergency command and decision-making systems and medical treatment systems for public health emergencies, and provide information consulting services for formulating health policies, health planning and macro-management.

Eighteenth health administrative departments at all levels shall, in accordance with the relevant provisions of the state, incorporate statistical data into file management. The data of the Ministry and provincial data centers require long-term preservation and backup, and the county (district, city) Health Bureau shall keep the electronic or paper data reported by grass-roots units for 3 years.

Nineteenth data dictionary is the statistical classification standard stipulated by the national health statistical investigation system, and shall not be changed without authorization. The provincial direct reporting platform may increase the statistical classification standards stipulated by the local statistical investigation system, but it shall not conflict with the standards promulgated by the Ministry.

Administrative division code is the basis of system organization structure and user management, and other personnel have no right to modify it except the provincial system administrator. In order to ensure the stability of the system, the administrative division code is updated once a year, that is, the original code is used in the previous year to complete the direct reporting task, and the changed code is used next year.

Twentieth provincial health administrative departments should formulate user management system and strengthen account security management. Users of the direct reporting system (system administrator and data administrator) should report to the higher health administrative department for the record, including name, work unit, position and contact telephone number. The system administrators and data administrators of each unit should be relatively stable, and the replacement personnel do not need to change their accounts, but they need to change their passwords. Operators are not allowed to disclose or transfer the user's account number and password. If the password is stolen, they should immediately change the password and report it to the higher authorities.
