In order to adapt to the new international standards of balance of payments statistics and strengthen the monitoring of cross-border capital flows, the State Administration of Foreign Exchange revised and issued the Classification and Code of Foreign-related Income and Expenditure Transactions. At the same time, according to the new national standards, a new national economic industry classification and code will be introduced. The above two new classifications and codes will take effect on May 1 2065438. The specific implementation matters are hereby notified as follows:
I. Codes mainly involved in adjustment
(1) Classification and codes of foreign-related revenue and expenditure transactions. Classification and codes of foreign-related income and expenditure transactions are used to declare foreign-related income and expenditure transactions. Foreign-related revenue and expenditure transactions refer to international revenue and expenditure transactions and other economic transactions related to foreign-related revenue and expenditure business. The revised and published Classification and Code of Foreign-related Income and Expenditure Transactions is Classification and Code of Foreign-related Income and Expenditure Transactions (Version 20 14) (hereinafter referred to as the new transaction code, see Annex 1). See Annex 2 for the code table of foreign-related revenue and expenditure transactions (revenue/expenditure). The transaction code of domestic collection and payment of foreign exchange under goods trade, domestic collection and payment of foreign exchange under non-goods trade and settlement and sale of foreign exchange accounts should be filled in this range.
(2) Coding of balance of payments transactions. According to the State Administration of Foreign Exchange on printing and distributing
Notice (Huifa [2010] No.22), non-bank institutions and individuals who have made foreign-related income or payment through domestic banks should make a statistical declaration of the balance of payments, and the transaction code of the balance of payments involved in the declaration should be adjusted with the new transaction code. The coding of international payments transactions adopts the classification and codes of some foreign-related payments transactions: "12 1050", "12 1060", "12 1070" and "52/kloc". (3) The transaction code under the capital account. The capital account transaction code of the State Administration of Foreign Exchange is adjusted with the new transaction code. The transaction codes under capital account start with "5", "6", "7" and "8", and some of them start with "9" in the Classification and Code of Foreign-related Income and Expenditure Transactions. Some transaction codes starting with "9" indicate that revenue transaction codes do not include "92 1030", "9220 10", "922090", "9250 10", "925020" and "929030". Expenditure transaction code does not include "92 1030", "922090", "9250 10", "925020", "929030" and "929080".
(4) According to the new national standard "National Economic Industry Classification and Code" (GB/T 4754-20 1 1) (hereinafter referred to as the new industry code, see Annex 3).
Second, the implementation steps of code-switching
(1) service switching. All designated foreign exchange banks (hereinafter referred to as banks) shall, from 0: 00 on May 1 day, enable new transaction codes, adjusted balance of payments transaction codes, transaction codes under capital account and new industry codes in their respective business systems. From May 1 day, the bank should instruct the applicant to declare according to the new code.
(2) System switching. At 23: 59 on April 30, the State Administration of Foreign Exchange will put the interface data such as balance of payments, company basic information table and account information into storage for the last time according to the old code, and make timely error feedback. From 0: 00 on May 1 day, banks should fill in or submit interface data according to the new code (including data that occurred before May 1 day but has not been declared, and data that has been declared before May 1 day to be modified, etc. ), all business systems of the State Administration of Foreign Exchange will no longer accept and use the old code.
If no other elements have changed and need to be resubmitted according to regulations, historical data (including business and archive data) need not be resubmitted according to the new code.
Three. Other related matters.
(1) Banks can convert their historical data according to their own needs according to the old and new code conversion tables. The State Administration of Foreign Exchange will provide the old and new code conversion tables on the government website (www.safe.gov.cn) and the bank information portal website (http://banksvc.safe).
(2) Some business systems of the State Administration of Foreign Exchange will stop providing services to the outside world from May/KLOC-0 to May 3, and carry out the work of switching old and new codes. The specific content will be published on the government website and the bank information portal.

2004) has applied to the National Financial Standardization Technical Committee and the National Standardization Management Committee for simultaneous revision.
(4) All branches and foreign exchange management departments of the State Administration of Foreign Exchange shall, after receiving this notice, immediately forward it to the banks within their jurisdiction, and do a good job in the relevant training for the reporting units within their jurisdiction.
