The Immigration Department is required to make an application to answer relevant enquiries and perform the following procedures:
1. Submit the Approval Form for China Citizens to Apply for Going Abroad in duplicate and two complete photos (two inches in size) with my recent bareheaded photos;
2. Submit supporting materials corresponding to the reasons for leaving the country;
3. Submit the applicant's ID card or household registration book, and submit its copy.
Two. Relevant certification materials required by the applicant.
(1) Go abroad to visit relatives and friends. Invitations from relatives and friends and proof of residence of the inviter in the destination country must be submitted.
1, invitation letter (one of the following is enough):
(1) official invitation letter;
(2) Contents of ordinary invitation letter.
2. The residence certificate of the inviter in the destination country (one of the following is enough).
(1) Proof of residence qualification of the inviter in the destination country;
(2) A copy of the valid identity certificate used by the inviter in the destination country;
(3) Other certificates approved by the entry-exit administration department that can prove the inviter's legal residence in the destination country.
Returned overseas Chinese and their relatives shall issue a certificate issued by the overseas Chinese affairs office of the city or county where their household registration is located or the Federation of Returned Overseas Chinese and their relatives. Citizens over the age of 60 and those who have gone abroad with their parents (or guardians) under the age of 16 only submit the opinions issued by the local police station where they work or have their household registration, and are exempt from the invitation letter from relatives and friends and the residence certificate of the inviter in the contact country.
(2) Individuals travel abroad.
Proof of foreign exchange expenses required for travel (such as the applicant's bank deposit certificate) must be submitted. When the entry-exit administrative department deems it necessary, the applicant shall also submit an invitation letter or guarantee letter from overseas relatives and friends.
(3) study abroad at your own expense.
The admission notice issued by the receiving school must be submitted, and the applicant should also submit the necessary financial guarantee certificate when the entry-exit administration department deems it necessary. Those with college education or above who apply for studying abroad at their own expense shall submit the Qualification Examination Certificate for Studying Abroad at Their Own Expense issued by the provincial education authorities. To study religious courses abroad (including studying in domestic religious colleges), a certificate of consent issued by the Bureau of Religious Affairs at or above the provincial level shall be submitted. Public students (including international students from countries and institutions) must submit a complete Registration Form for Public Students to Apply for Passports.
(4) go abroad to settle down.
The residence permit certificate of the competent department of the national government or embassies and consulates in China or the certificate that relatives and friends agree to settle in the proposed residence shall be submitted.
(5) going abroad to inherit property. Proof of legal inheritance must be submitted.
(6) Individuals go abroad for employment.
Employment, employment unit or employer's employment certificate with legal effect in the destination country must be submitted.
A legally binding certificate refers to a certificate certified by the notary office of the destination country or the Chinese embassy or consulate abroad. The overseas laborers assisted by the labor service company shall submit the labor export certificate confirmed by the labor export agency that has the right to operate overseas labor services. Where an overseas employment service agency assists in handling overseas employment, it shall refer to the employment contract signed by the applicant and an overseas employer with the right to operate overseas employment confirmed by the overseas employment service agency.
(seven) the enterprise personnel go abroad because of their own business needs.
1. Submit a letter from a foreign company inviting the enterprise to go abroad.
2. Submit the industrial and commercial business license of the enterprise where the overseas personnel work, check the copy and get a copy.
3. Submit the letter signed by the legal representative of the enterprise and the opinions of the enterprise on going abroad. When the person in charge of the enterprise goes abroad, he must also submit the opinions of the higher authorities on his going abroad. Private enterprises and individual businessmen who go abroad on business are members of the Federation of Industry and Commerce, and opinions are issued by the private enterprise associations or individual workers associations of cities and counties (districts).
4. Submit an invitation letter from a foreign employment contact unit. This letter was written in a foreign language. At the same time, Chinese translation is attached. The original and two copies of this letter should be submitted. One copy shall be kept by the accepting and approving authority and the examining authority respectively, and the original copy shall be returned to the applicant after the examination and approval.
5. Submit other supporting materials required by the examination and approval authority for examination and approval.
6 "China citizen exit application form" in duplicate, which shall be truthfully filled out by the person who intends to go abroad, with photos attached, and used as an exit certificate.
(eight) to engage in other unofficial activities abroad, you must submit the corresponding foreign invitation.
Three. Collect passports and certificates
1. The applicant or the legal guardian of the applicant shall obtain the passport and certificate with his/her ID card; At the same time, issue a proof receipt. Many people apply for going abroad on business, and one of them or the legal representative can obtain passports and certificates with the identity cards of all applicants.
2. If an applicant in prefecture or city (county) needs to get a passport or certificate from the Exit-Entry Administration Office of the Provincial Public Security Bureau, he/she shall get it with the "Notice of Approval" issued by the Exit-Entry Administration Office of the relevant prefecture or city (county) public security bureau.
3. After carefully checking the passport, exit card and relevant documents, the applicant shall sign with a pen at the "signature place of the holder (certificate)".
Four. Definition of Urgent Matters According to the Interim Provisions of the Ministry of Public Security on Urgent Matters, urgent matters refer to:
1, go abroad to visit critically ill patients;
2. Go abroad to attend or handle the funeral of relatives and friends;
3. Time is tight when going abroad to participate in business activities;
4. Studying abroad, the start time is approaching;
5. It is urgent to go abroad for medical treatment;
6. The entry permit or visa of the destination country is about to expire;
7. Other emergency reasons identified by the exit-entry administration department of public security. The applicant can apply for an expedited passport and certificate according to the situation, and the entry-exit management office of the provincial public security department will complete the certification work within 2 working days after receiving the certification materials; In case of emergency, the certification shall be completed within 1 working day; If the situation is particularly urgent, the certification will be completed immediately.
Verb (abbreviation of verb) The time limit for the entry-exit administration department of public security to accept and approve citizens' going abroad for personal reasons and to make corresponding passports and certificates is: 1. For passport applications that meet the requirements and have complete procedures, the exit-entry administrative departments of public security in cities (counties) will complete the investigation, accept the examination and approval work and send the relevant materials to the examination and approval authorities within 10 working days. After receiving the materials, the exit and entry administration departments of public security in various prefectures will complete the examination and approval work within 5 working days, and send the relevant materials to the photographic organ, which needs to be examined and approved by the exit and entry administration department of the provincial public security department. After receiving the relevant materials, the exit-entry administration department of the Provincial Public Security Department shall complete the examination and approval work within 5 working days; After receiving the materials, the Provincial Public Security Department and the Exit-Entry Administration Office of Kunming Public Security Bureau will complete the passport making work within 5 working days.
2. For those who apply to settle in Hong Kong and Macao, the exit-entry administrative departments of public security at all levels shall complete the formalities within 45 working days of accumulative certification, and inform the examination and approval results.
3. For applications for going abroad for mourning, visiting relatives, studying abroad soon, urgent business, and teachers and students taking vacations in the cold department, the applicant shall provide corresponding supporting materials, and the exit-entry administration department of the public security shall complete them within a total of 10 working days according to different situations. In case of emergency, it shall be settled within 3 working days.
4, to invest in enterprises in our province, the purchase of commercial housing of Taiwan Province compatriots bid for more than once, many times to and from the mainland endorsement, the provincial public security department exit and entry management office within 2 working days to review the completion; In case of emergency business and other special circumstances, the audit will be completed on the same day. Bid for an extension of short-term stay, the local, state (city) and county public security exit-entry management departments completed the audit on the same day.
Six, how to handle passport replacement procedures?
If the passport you hold is about to expire or cannot be extended, and you need to apply for a new passport, you should provide the original passport, the legal identity certificate of the host country or the original valid residence certificate. If there is any change in the items filled in the original passport, it shall be indicated in the application form and relevant certificates shall be provided.
China citizens who hold ordinary passports for personal reasons should immediately report to the people of China, China's embassies and consulates abroad or other institutions authorized by the Ministry of Foreign Affairs if their passports are lost or stolen abroad, and declare that their original passports are invalid in local newspapers, and report to the local police station at the same time. When applying for a replacement passport, you should provide the relevant proof of China nationality, the legal identity certificate or valid residence certificate of the host country, a written report on the details of the loss or theft of the original passport, fill in the relevant forms and submit three two-inch bareheaded front photos. After verification by the original issuing authority, the relevant embassy or consulate will issue a new passport.
China citizens who hold diplomatic passports, official passports or ordinary passports on business should immediately report the relevant details in writing to the people of China, China's embassies and consulates abroad or other institutions authorized by the Ministry of Foreign Affairs.
Seven, how to apply for passport extension procedures?
Passport extension procedures should be handled before the expiration of the passport validity period. For personal reasons, you should provide the original passport, legal identity certificate of the host country or valid residence and other related materials when you extend your ordinary passport abroad. The extension of diplomatic passport, official passport and ordinary business passport shall be handled according to domestic notice.
