In order to effectively solve the outstanding contradictions and problems existing in the real estate market, protect the legitimate rights and interests of consumers, maintain social harmony and stability, and promote the healthy and orderly operation of the city's real estate market, the following measures are formulated in accordance with the notice of the Ministry of Housing and Urban-Rural Development and other eight departments (Jian Jian [2021] No.55) and other relevant regulations, in order to rectify and standardize the order of the real estate market.

First, improve the regulations on the transfer of land for real estate construction, improve the requirements for land bidding, and prohibit enterprises listed in the "blacklist" of the real estate sector, as well as enterprises and individuals that have not completed the shutdown and the transfer of public service facilities is not in place to participate in bidding. Under the same conditions, priority is given to real estate development enterprises with high credit rating, strong comprehensive strength and outstanding business performance. Comprehensively promote the pilot experience of "handing over the house and handing in the certificate" and solve the problem of "difficulty in obtaining the certificate" from the source.

Second, before the transfer of real estate construction land, relevant departments such as natural resources and planning, housing and urban and rural construction should scientifically put forward opinions on planning conditions and construction conditions in accordance with relevant regulations, and strictly control the planning and design of real estate projects accordingly. After approval in accordance with legal procedures, it shall not be arbitrarily increased, decreased or changed.

The third is to establish and improve the joint review mechanism of the design scheme of real estate development projects, organize relevant departments to jointly review the design scheme during the planning permission stage of construction projects, and strictly control the content determined by the planning conditions and construction conditions such as floor area ratio, building density, green space rate, parking space allocation, charging infrastructure, municipal infrastructure and public service facilities.

The fourth is to optimize the joint review mechanism of building construction drawings, improve the examination and approval management system of engineering construction projects, set up a consortium of construction drawing review institutions, and realize the unified review of construction drawings such as fire protection, civil air defense, technical defense, lightning protection, water, electricity and warm letter.

Five, strict implementation of forecasting and surveying and mapping audit system. 6. Establish a joint inspection and supervision system for real estate development projects. Seven, strictly implement the supervision system of commercial housing pre-sale funds. Before obtaining the "Pre-sale Permit for Commercial Housing", it is forbidden to collect deposits, prepayments, house purchases and other funds from buyers in any form or in disguised form. After obtaining the Commodity House Pre-sale Permit, all pre-sale funds will be included in the supervision account, and all key funds will be used for engineering construction. Eight, strengthen the main responsibility of real estate development enterprises for project quality, and strictly fulfill the quality warranty responsibility. Formulate quality management measures for real estate full decoration projects, effectively solve the problems of outstanding decoration quality and the inconsistency between the real object and the model. Formulate measures for the management of credit punishment for engineering quality complaints of real estate development projects, deal with real estate development enterprises and other responsible subjects with outstanding engineering quality problems according to law, and implement credit punishment.

Nine, improve the new commercial housing sales information publicity system, clear land permits, planning permits, construction permits, sales permits and other licenses and related laws and regulations, housing sales unfavorable factors and other information content and style that should be publicized. If the commercial housing is fully renovated, the decoration contents, decoration standards and delivery requirements shall also be publicized, and a special area shall be set up to display the main building materials and facilities. Information publicity can only be sold after on-site verification meets the requirements.

Ten, the development of real estate intermediary industry credit evaluation management approach, the construction of real estate intermediary industry credit information service platform, the establishment of real-name registration system for commercial housing sales personnel and real estate brokers, and gradually implement the management of "one person, one card, one number", advocate real estate development enterprises to implement audio and video recording at the sales site with the consent of buyers and sellers, and realize the traceability of sales behavior.

XI. Revise and improve the format clauses of commercial housing sales contracts, and standardize the signing behavior of real estate development enterprises. Establish a system of entrusting a third-party legal institution to conduct substantive examination of commercial housing sales contracts, and put an end to standard clauses or supplementary clauses that violate laws and regulations and infringe on the rights and interests of buyers.

Twelve, strengthen the monitoring of commercial housing advertising, and actively prevent false and illegal advertising. Intensify the crackdown on publishing false and illegal advertisements, false information, exaggerating propaganda and inducing consumption.

Thirteen, strengthen the construction area, building height, plane location, parking space configuration and public service facilities and other engineering planning content and requirements of the verification. Establish and improve the joint acceptance mechanism for the completion of public service facilities such as education, pension, health, community service, commercial facilities and sports. Strictly implement the comprehensive acceptance filing system for the completion of real estate development projects to ensure that municipal infrastructure and public service facilities are delivered simultaneously with the main building.

Fourteen, the development of real estate development project delivery management measures, standardize the delivery behavior of real estate development enterprises. It shall not be delivered for use without inspection by the purchaser. Encourage real estate development enterprises to take the initiative to invite buyers to inspect commercial housing in advance through "site open day" and other forms on the premise of ensuring safety and construction period. Strengthen the supervision and inspection of the implementation of after-sales service system, strengthen the main responsibility of enterprises, standardize the establishment and workflow of after-sales service institutions, actively play the role of consultation, complaint acceptance, communication and coordination, and effectively reduce complaints from letters and visits.

Fifteen, the establishment of a normalized real estate market joint law enforcement inspection mechanism, increase the proportion and frequency of inspection of key links and key enterprises. Organize special rectification actions for the real estate market order, and focus on solving problems left over from history, such as delayed delivery, delayed registration, unfinished work, etc. And focus on cracking down on illegal activities such as development and construction, illegal sales, false propaganda, consumer fraud, and inadequate transfer of public service facilities. Typical cases that strongly reflect the masses and have outstanding problems should be listed for supervision, and the investigation results should be announced in a timely manner to respond to social concerns.

Sixteen, strictly implement the prudent management system of real estate finance. Strictly implement the audit of land purchase funds to ensure that real estate development enterprises use their own funds to purchase land. Banking financial institutions should strictly implement the centralized management of real estate loans and other policy documents, prudently and legally carry out real estate loan-related business, strengthen the monitoring and internal management of the flow of credit funds, and prevent consumer loans and operating loans from entering the real estate in violation of regulations.

Seventeen, continue to implement differentiated tax and credit policies, audit the source of funds for the down payment of housing, and prevent and crack down on speculation. Banking financial institutions should strictly implement the minimum down payment ratio and the lower interest rate limit of commercial personal housing loans, and use the online signing and filing contract and the query results of housing units as the basis for housing loan review.

18. Strictly implement the credit evaluation methods for real estate in provinces and cities, establish the working mechanism of credit information sharing and regular notification, and push the credit information generated or obtained by housing and urban construction, natural resources and planning, urban management, market supervision and other departments in the process of performing their duties and providing public services according to law to the municipal public credit information platform and the national enterprise credit information publicity system, and publicize, enjoy and execute it according to laws and regulations.

Nineteen, formulate a "blacklist" management system for real estate development enterprises, and take disciplinary measures against enterprises listed in the "blacklist" according to law. If a real estate development enterprise establishes a subsidiary in Zibo or conducts real estate development and management by way of equity participation, and serious violation of rules and dishonesty involves the parent company or equity participation company, it shall take measures to deal with the subsidiary company, parent company and equity participation company according to laws and regulations. At the same time, the "blacklist" information will be pushed to the competent department of housing and urban construction where the enterprise is registered or where its parent company is registered, and it will be publicly exposed.

Twenty, encourage and guide real estate development projects to implement existing home sales. For the sale of existing homes after the completion of comprehensive acceptance and filing, the supporting fees for urban infrastructure can be paid before the sale of existing homes is filed, and other relevant supporting policies will be implemented after being reported to the government for approval and incorporated into the good credit record of the enterprise.

Twenty-one, strengthen training and guidance, support the city's real estate development enterprises to become better and stronger, and accelerate the construction of quality projects. Organize activities such as selecting trees for honest enterprises, and publicize and promote outstanding benchmark enterprises in the industry. Further strengthen service awareness, reduce the examination and approval links and time limit, optimize working procedures, improve service efficiency, and create a good industry development environment.

Twenty-two, the establishment of a leading group for the steady and healthy development of the real estate market, organize a meeting every quarter, inform the progress of rectification, study and formulate and improve relevant policies and measures. We will implement systems such as normal dispatch, supervision and notification of exposure, and intensify rectification. District and county governments should also set up corresponding working institutions and report to the municipal government on the rectification of the real estate market order and the investigation and handling of cases every quarter.

This notice shall take effect from 202 1 10 10, and shall be valid until 2024 10/0. If the previous relevant provisions are inconsistent with the provisions of this notice, the provisions of this notice shall prevail.
