The people's governments at the county level shall be responsible for organizing the implementation of the classified management of domestic waste within their respective administrative areas, implementing the work objectives of domestic waste classification, coordinating the construction of facilities for the classified delivery, collection, transportation and treatment of domestic waste, and ensuring the operation.
Town People's Government and sub-district offices shall, in accordance with the work requirements of the people's governments of cities and counties, implement the classification of domestic waste within their respective jurisdictions.
Villagers' committees and residents' committees shall cooperate with the town people's government and the street offices to organize, mobilize and guide villagers and residents to carry out the classification of domestic waste. The competent agricultural and rural authorities are responsible for guiding the classification of rural domestic waste and the construction of a long-term mechanism for village cleaning.
The competent education department is responsible for organizing, supervising and guiding the classification of domestic waste in schools, kindergartens and other educational institutions.
The competent department of natural resources shall be responsible for the construction of facilities for classified delivery, collection, transshipment and treatment of domestic garbage into the requirements for supporting the construction of public service facilities in construction projects, and the land required for related infrastructure construction shall be included in the land supply plan.
The competent department of ecology and environment shall be responsible for the discharge of pollutants from domestic waste classified centralized transfer facilities, terminal treatment facilities and other places, as well as the supervision and management of pollution prevention and control during the storage, transportation and treatment of hazardous wastes.
The competent department of housing and urban-rural construction is responsible for urging the realty service enterprises to carry out the classification of domestic waste, incorporating the classification of domestic waste into the model text of the previous realty contract and realty service contract, and incorporating the classification of domestic waste of realty service enterprises into the credit management system of realty service enterprises.
The competent department of commerce is responsible for guiding the recycling management of recyclable materials, announcing the recycling outlets and trading markets of renewable resources, providing the public with information such as recycling types, transaction prices and recycling methods in a timely manner, and supporting enterprises to build an information platform for recycling renewable resources.
Development and reform, finance, market supervision, culture, radio, film and television, tourism, sports, postal services and other competent departments. Should be in accordance with the division of responsibilities, do a good job of domestic waste classification management.
Departments in charge of various industries shall incorporate waste classification into the contents of industry management responsibilities, and guide and supervise relevant units in the industry to do a good job in domestic waste classification. Seventh any unit or individual has the right to complain and report acts that violate the regulations on the management of domestic waste classification.
The competent environmental sanitation department at or above the county level accepts complaints and reports on garbage classification by relying on "Jiangmen 12345 government service hotline". After receiving a complaint or report, it shall be handled in a timely manner according to law, and feedback shall be given to the complaint or informant. Chapter II Classified Delivery Article 8 Units, families and individuals that produce domestic garbage shall fulfill their obligations of reducing the amount of domestic garbage at the source and classified delivery according to law, assume the responsibilities of domestic garbage producers, and pay domestic garbage disposal fees in accordance with regulations. (2) Kitchen garbage refers to perishable domestic garbage containing organic matter, including: household kitchen garbage (fruits and peels, leftovers, discarded food, etc. Produced in daily life), kitchen waste (food residue, food processing waste and waste cooking oil, etc. Produced in restaurants and canteens), and other kitchen wastes (vegetables, fruits and carrion produced in agricultural products wholesale markets, farmers' markets, large supermarkets and other places).
(3) Hazardous waste refers to the domestic hazardous waste listed in the National Hazardous Waste List, including: lamps (waste fluorescent tubes, waste thermometers, waste sphygmomanometers, electronic hazardous waste, etc. ), daily chemicals (waste drugs and their packaging, waste pesticides and disinfectants and their packaging, waste paint and solvents and their packaging, waste mineral oil and its packaging, waste film and waste image paper, etc. ), and batteries (waste nickel-cadmium batteries, mercury oxide batteries).
(4) Other garbage refers to domestic garbage other than recyclables, kitchen garbage and hazardous wastes.
