Article 2 (1) of the Opinions of the Ministry of Agriculture and Rural Affairs on Strengthening the Grid Management of the Quality and Safety of Agricultural Products in Villages and Towns shall establish and improve the grid management system of the quality and safety of agricultural products in villages and towns, and divide and determine the quality and safety management grid of agricultural products according to local conditions according to the principles of clear scope, convenient management, seamless docking and comprehensive coverage. The grid division can be determined according to the industrial distribution, subject type and product risk in the township area, and the smallest grid unit can be divided according to the administrative village (community) or agricultural product production subject. Township agricultural products quality and safety supervision service institutions should fully grasp the information of the supervision objects within their respective jurisdictions, clarify the responsible personnel of each grid, and form a grid management map in their respective jurisdictions according to the grid division. _ (2) Each grid should designate a grid supervisor and coordinator (information officer), and the number of personnel can be determined according to the actual situation. The grid supervisor shall be the staff of the public service organization for quality and safety supervision of agricultural products in villages and towns, and the coordinator (information officer) may be a member of the village (community) committee and a technical backbone, or a person employed by the social hiring and purchasing service organization. Encourage qualified places to set up internal quality controllers in enterprises and farmers' cooperatives, select social supervisors in key areas and industries, and build a grid management team with multiple co-governance. Local agricultural and rural departments should strengthen the training of grid managers, constantly improve the professional ability and technical level of grid supervisors and coordinators (information officers), and build a high-level grid management team. (3) Define the tasks of grid supervisor and coordinator (information officer). Grid supervisors should focus on the responsibilities of rural agricultural products quality and safety supervision services, be responsible for organizing grid management, establish and dynamically manage the list of township production entities, carry out technical guidance services and training and publicity on quality and safety control, and carry out daily inspections and spot checks in accordance with the Standard for Daily Inspection of Rural Agricultural Products Quality and Safety Supervision Services (Trial) (see Annex). The coordinator (information officer) should fully grasp the basic situation of the production subject in the grid, and assist in the hidden danger investigation, testing and sampling, medication guidance, information submission and other related work according to the requirements of township supervision public service institutions and grid supervisors. Grid supervisors and coordinators (information officers) should focus on the illegal use of prohibited and restricted drugs, excessive residues of conventional pesticides and veterinary drugs and illegal addition, strengthen the quality and safety supervision services of agricultural products from the source, and effectively play a role. (4) Innovating grid management and its supporting working mechanism to ensure the normal operation of the grid management system and effectively improve the efficiency of grassroots supervision. Encourage local governments to explore the establishment of a horizontal cooperation mechanism, co-ordinate the comprehensive management services of grass-roots agriculture, and tilt towards the supervision of agricultural product quality and safety; Establish a linkage mechanism between daily inspections and comprehensive law enforcement in towns and villages, and strengthen problem investigation and case investigation; Establish information transmission mechanism, collect and update information in time, find problems, and realize rapid and flat reporting of information and problems; Establish a problem consultation mechanism, regularly carry out problem consultation and feedback, constantly optimize the management plan, and encourage the use of expert teams and other external brains to carry out problem consultation. (five) township agricultural products quality and safety supervision and service institutions publicity grid management map, including grid supervisors, coordinators (information officers) layout, job responsibilities, contact telephone and other basic information. Encourage publicity through information platforms. The township grid supervisors and coordinators (information officers) should wear uniform signs in their daily work, which is convenient for the masses to contact and accept social supervision. It is necessary to publicize the basic information of the production subject, the person responsible for quality and safety, the quality and safety commitment letter, the grid member and the coordinator (information officer) in a prominent position in the agricultural product production enterprises, farmers' cooperatives and family farm production bases, and post a list of prohibited and restricted pesticides and veterinary drugs. Encourage local agricultural and rural departments to increase the risk level and credit rating of agricultural products quality and safety in public information according to local conditions. _
