In 2002, Xunke County established a Sino-Russian friendly agricultural science and technology cooperation demonstration park in Walker, Boya, Russia. The soil there is fertile, the climate is suitable, the market supply of agricultural products is seriously insufficient, and there is great potential for agricultural cooperation with Russia. At present, there are 800,000 mu of cultivated land there, and only 1/3 is used by local farms, and nearly two-thirds of the land is barren.
Xunke county government seized the opportunity to register and set up three companies in Russia, and contracted 1 10,000 hectares of land in the name of the companies. The company implements the operation mechanism of "government construction, company operation, farmers' operation and combination of unification and separation". The company uniformly handles foreign-related business procedures for farmers, purchases production materials, organizes customs clearance of materials and settles trade funds. In 2004 alone, in Xunke County, 10 farmers subcontracted land in transit, and the average planting area per household exceeded 150 hectares. This new operation mode effectively reduces the operation cost and solves the problem that one household is hard to find. The main way for enterprises to make profits is to charge farmers management fees, machine farming, machine collection services and other fees. Enterprises and farmers are aware of the risks and benefits. Like other laborers in Russia, Li Shangcheng has become the beneficiary of various preferential policies in the park.
Driven by the park, there are more than a dozen enterprises engaged in agricultural development in Russia, more than 300 laborers in Russia, and 139 sets of transit machinery. Xunke County planted 9,800 hectares of soybeans and 200 hectares of vegetables in Russia, achieving an income of 7 million yuan. The per capita income of Russian workers increased by 6.5438+0.8 million yuan.
