Tianjin Housing Management Bureau is called Tianjin Land Resources and Housing Management Bureau. The main functions are:
First, implement the national laws, regulations, rules and policies on land resources, mineral resources, real estate and housing security, and draft relevant local laws, regulations and policies;
Formulate relevant technical standards, regulations, norms, quotas and methods and organize their implementation.
Two, organize the preparation and implementation of the city's overall land use planning, land development, remediation and protection planning;
To formulate and implement real estate and residential development plans in conjunction with relevant departments; Organizing the investigation and evaluation of mineral resources;
Formulate and implement plans for the protection and rational utilization of mineral resources, geological exploration, prevention and control of geological disasters and protection of geological relics.

Organize the implementation of land use control, agricultural land conversion and land expropriation, and undertake the examination and approval of all kinds of land submitted to the State Council and the municipal government for examination and approval.
Four, responsible for the registration and certification of land ownership and housing ownership;
Responsible for surveying and mapping of land and resources and surveying and management of cadastre and housing registration; Responsible for the management of cadastral and housing ownership registration materials;
Responsible for the management of foreign-related real estate and escrow real estate.
Five, responsible for the land management of all kinds of construction projects in the city;
Responsible for the total control and use control of the scale of urban construction land;
Responsible for the supply of all kinds of construction land; Issuing the approval of construction land and the decision of state-owned land allocation.
Six, formulate policies and measures to deepen the reform of land use system and organize their implementation;
Responsible for the transfer, transfer, lease, mortgage and disposal of land assets and the management of government acquisition reserve of state-owned land use rights;
Responsible for land grading and evaluation and price management in conjunction with relevant departments, and publish the benchmark land price;
Responsible for land appraisal price confirmation and qualification management of land appraisal institutions in conjunction with relevant departments, and formulate land use rent standards.
Seven, responsible for the qualification management of geological exploration industry and geological exploration units; Manage the exploration and evaluation of hydrogeology, engineering geology and environmental geology according to law;
Responsible for the supervision and management of geological data collection, storage and utilization;
Responsible for the qualification management of exploration, design, construction and supervision units of geological disaster control projects, and the qualification management of geological disaster risk assessment and evaluation units for construction land.
Eight, responsible for the supervision and management of mineral resources development, utilization and protection;
Responsible for the management of mineral resources reserves and their exploration and mining rights;
Responsible for mineral water registration and organizing mineral water identification; Responsible for the identification, protection and management of geological relics with important value.
Nine, according to the division of responsibilities to manage the exploration, development, utilization and protection of geothermal resources;
Formulate plans for the development and utilization of geothermal resources in conjunction with relevant departments; Responsible for the review of geothermal resources development projects and protection schemes according to the division of responsibilities.
Ten, responsible for the real estate market management; Responsible for the qualification management of real estate appraisal, auction and real estate price appraisal institutions;
Responsible for commercial housing sales, real estate transactions, management, mortgage, guarantee, pawn, housing leasing, replacement, exchange, brokerage and information management.
