At present, some international companies such as General Electric, Dell, Accenture and Deloitte Consulting have set up information technology service centers in the Asia-Pacific region in Dalian, and more Japanese companies are visiting Dalian. Compared with other developed areas of software industry in China, Dalian software industry has formed distinctive features in Dalian software park construction, software talent training and software outsourcing.

Internationalization strategy: oriented by Sino-Japanese software industry cooperation
In the development of Dalian Software Park, internationalization has always been an unshakable direction. As early as 2000, Dalian municipal government established the development idea of internationalization of Dalian software industry. However, what is the standard of internationalization? What is the feasible strategy for the internationalization of Dalian software industry? What role should Dalian Software Park play in the implementation of this strategy? These problems have troubled many software parks in China, as well as the leaders of Dalian and the builders of software parks.
Therefore, with the strong support of Xia Deren, Mayor of Dalian, Qu, director of Dalian Development Planning Commission, served as the project leader, convened relevant experts, formed the 863 special research group, established Dalian as an international demonstration city of software industry, invested special funds, and invited world-renowned professional consulting company Kearney, Japanese INTEC Company and Industrial Bank to assist in providing strategic plans. After many arguments, the research group has established an important standard for internationalization, that is, attracting internationally renowned software enterprises to Dalian, and put forward the implementation strategy of making good use of the advantages of cooperation with Japan, establishing a special talent training system, and taking the lead in developing the software industry in Japan.
Dalian does have unique advantages in cooperation with Japan and South Korea, such as convenient transportation conditions, similar urban living environment and numerous talents from Japan and South Korea. Since the reform and opening up, Dalian has become one of the most fruitful cities for China to carry out multi-field cooperation with Japan, South Korea and especially Japan. By 2000, there were more than 1800 Japanese-funded enterprises in Dalian, and nearly 20 Japanese-funded banks set up branches here. Moreover, there are already a number of Japanese processing software enterprises with certain scale and stable business in Dalian.
Then, what role will Dalian Software Park play in the economic cooperation between China, Japan and South Korea? After a long period of exploration, debate and attempt, Dalian Software Park took the lead in putting forward a clear positioning of building a "strategic portal for Sino-Japanese software industry cooperation". The goal of this development orientation is to "attract Japanese-funded enterprises, expand exports to Japan and connect with the mainland market".
Dalian's research and development in the internationalization of software industry has been fully recognized by the state. In April, 20001,the Ministry of Science and Technology officially agreed to establish Dalian as the first international demonstration city of software industry in China.
As the core project of establishing a demonstration city, Dalian Software Park began to carry out construction work according to the standards of international industrial zones. Through hard work, four domestic communication operators, China Telecom, China Unicom, China Netcom and Jitong, have successively invested and built international-level network communication facilities in the Software Park, and China Netcom has set up the Northeast Data Center and Data Export Bureau in the Park. Relying on many neighboring universities, Dalian Software Park and Neusoft Group jointly invested and established the first professional software college in China-Neusoft Institute of Information Technology of Northeastern University, which enrolled 1.500 students in the first year. At the same time, the Dalian Municipal Government and relevant departments have given strong support to Dalian's software industry's investment in Japan, not only organizing it in person, but also mobilizing various resources to pave the way for investment. In April, 20001,Li Yongjin, the former mayor of Dalian, personally led the team and organized Dalian software enterprises to hold the "Dalian-Tokyo Software Industry Briefing and Investment Fair" in Tokyo, Japan, which was a complete success. In August 2002, the "Tokyo-Dalian Software Enterprise Exchange Conference" held by Dalian Municipal Government in Tokyo, Japan was even more grand. These activities have contributed to the good situation of Japanese software enterprises investing in Dalian, and also greatly promoted Dalian Software Park to attract investment from Japan.

One day in July 2002, an international special plane slowly docked at Dalian Zhoushuizi International Airport, and an old man got off the plane and rushed to Dalian Software Park non-stop. Four hours later, he left Dalian, but the old man decided to set up a global R&D center for digital audio-visual products embedded software in the park. He is one of the founders of Sony, the world's leading consumer electronics company, and is now the vice president of Sen.
Incredibly, in June 2002, Sony (China) Co., Ltd. officially settled in Dalian Branch of Science and Technology Building of Software Park. Two months later, there were nearly 100 software R&D personnel. However, only more than 20 of them are full-time employees of Sony. Originally, in order to ensure the smooth implementation of a large number of software development businesses and reduce the risks brought by the rapid expansion of enterprises, the company adopted a common international but relatively rare domestic technical cooperation model, and reached long-term labor cooperation agreements with two domestic software companies, China Soft (CS&S) and Neusoft. According to the needs of the project, the two companies provide excellent software developers to work in Sony, so as to realize the resource sharing of enterprises in the software park and create a "win-win" industrial development model.
Kenichi Ohmae, a famous Japanese strategic investor, once predicted the market demand of Japanese software industry in data processing. According to his prediction, in the next few years, the manpower demand gap of Japanese enterprises in data processing will reach 500,000, and China will be the most important choice to fill this gap. At the same time, as an entrepreneur, he not only actively encourages Japanese enterprises to develop the China market, but also practices it. Last year, his company invested and set up a professional information service company in Dalian Software Park. Its main business is data processing and customer service for the Japanese market, while providing training and education for Japanese data processing professionals. At present, CSK, a famous Japanese software company that has officially settled in Dalian Software Park, also takes data processing for Japanese customers as its main business direction at this stage.
At the end of last year and the beginning of this year, Omron and Alpine, famous Japanese electronic product manufacturers, formally established the embedded software development center in Dalian Software Park. The joint research and development center of automobile navigation and audio technology, which Alpine cooperates with Neusoft, is the largest research and development center established by Alpine Corporation outside Japan. The establishment of the center also indicates that Alpine Corporation is gradually transferring its core software development business from Japan to Dalian, China. In addition, the business of Dalian FTS has expanded rapidly in Dalian Software Park, from software development to civil architectural design, mechanical design and other related fields, with software cooperation with Japan as the core, showing a diversified development trend.

Just as the IT outsourcing business of Japanese enterprises and local enterprises in Dalian is in full swing, a number of European and American multinational companies engaged in software outsourcing and information services for the Japanese market have also turned their attention to Dalian. The blue giant IBM has become a leader in the global software industry. Many people used to regard it as a manufacturing enterprise that produces computers. It is understood that IBM Japan is the largest software company in Japan, and Japan has also become the second largest market for IBM in the world. In recent years, due to the need of development, IBM Japan has been looking for cooperation opportunities to provide software outsourcing services in China.
