The activities of surveying and mapping geographic information as mentioned in these Regulations refer to the activities of measuring, collecting and expressing the shape, size, spatial position and attributes of natural geographical elements or surface artificial facilities, and processing and providing the obtained data, information and achievements. Article 3 The competent department of surveying and mapping geographic information of the provincial people's government is responsible for the unified supervision and management of surveying and mapping geographic information in the whole province.
The competent department of Surveying and mapping geographic information of the people's governments of cities, prefectures and counties shall be responsible for the supervision and administration of Surveying and mapping geographic information within their respective administrative areas.
Other relevant departments of the people's governments at or above the county level shall be responsible for the work of surveying and mapping geographic information related to this department in accordance with the division of responsibilities stipulated by the people's governments at the corresponding levels. Article 4 Whoever engages in surveying and mapping geographic information activities shall use the surveying and mapping datum and surveying and mapping system stipulated by the state, and implement the surveying and mapping technical specifications and standards stipulated by the state and the province. Article 5 The people's governments at or above the county level shall strengthen their leadership over the work of surveying and mapping geographic information, encourage the innovation and progress of surveying and mapping geographic information science and technology, support the development of geographic information industry, promote the sharing of surveying and mapping geographic information resources, promote the application of surveying and mapping geographic information achievements, and promote the overall planning of military and civilian areas and the integration of national defense and civil technology.
Units and individuals that have made important contributions to the innovation and progress of surveying and mapping geographic information science and technology shall be commended and rewarded in accordance with the relevant provisions of the state and the province. Article 6 People's governments at all levels, their competent departments of surveying and mapping geographic information and other relevant departments shall strengthen the publicity and education of national territory awareness, enhance citizens' national territory awareness, and promote citizens to consciously safeguard national security, sovereignty and interests.
Education administrative departments and schools should incorporate the education of national territory awareness into patriotism education and the teaching content of primary and secondary schools, and organize students to participate in the publicity and education activities of national territory awareness.
The news media should carry out national territory awareness publicity for the society through columns and other forms. Chapter II Basic Surveying and Mapping and Monitoring of Geographical Conditions Article 7 Basic Surveying and Mapping is a public welfare undertaking. The competent department of surveying and mapping geographic information of the people's government at or above the county level shall, jointly with other relevant departments of the people's government at the corresponding level, organize the preparation of the basic surveying and mapping plan of the administrative region according to the basic surveying and mapping plan of the state and the people's government at the next higher level and the actual situation of the administrative region, and organize its implementation after being reported to the people's government at the corresponding level for approval. Eighth people's governments at or above the county level shall incorporate basic surveying and mapping into the annual plan for national economic and social development at the corresponding level, and include the funds needed for basic surveying and mapping in the government budget at the corresponding level.
The development and reform department of the people's government at or above the county level shall, jointly with the competent department of surveying and mapping geographic information of the people's government at the corresponding level, prepare the annual plan of basic surveying and mapping in this administrative region according to the basic surveying and mapping plan of this administrative region, and report it to the department at the next higher level for the record. Ninth people's governments at or above the county level shall be responsible for organizing the implementation of basic surveying and mapping projects within their respective administrative areas, and the results of basic surveying and mapping shall be updated regularly in accordance with the following provisions:
(a) the unified layout of the plane control network, elevation control network and spatial positioning network.
The network retest and reconstruction period shall not exceed 10 year; Other provincial basic surveying and mapping results update cycle is not more than 3 years;
(2) The renewal period of basic surveying and mapping achievements at city, state and county level shall not exceed 2 years, among which the renewal period of basic surveying and mapping achievements in urban built-up areas shall not exceed 1 year, and the core elements such as administrative divisions and roads shall be updated in time;
(3) Basic geographic information should be supplemented with current situation information in time. Article 10 People's governments at or above the county level shall establish a cooperative mechanism for monitoring geographical conditions and sharing information, and incorporate the monitoring of geographical conditions into the annual plan for national economic and social development of their respective administrative regions.
The competent department of surveying and mapping geographic information of the people's government at or above the county level shall strengthen the organization, leadership, supervision and management of the monitoring of geographical conditions, jointly with other relevant departments of the people's government at the same level, carry out normal monitoring and thematic monitoring of geographical conditions according to law, and strictly manage and standardize the use of the monitoring results of geographical conditions in accordance with relevant state regulations. Eleventh people's governments at or above the county level shall give full play to the role of geographical monitoring results in government decision-making, economic and social development, social public services and ecological civilization construction.
The people's governments at or above the county level and the relevant departments shall formulate or implement development strategies and plans, optimize the pattern of land space development and utilization, protect the ecological environment, prevent and reduce disasters, and carry out outgoing audits, industry surveys and statistics of natural resources assets. The competent department of surveying and mapping geographic information of the people's government at or above the county level shall guarantee and support the monitoring results of geographical conditions.
The relevant units and individuals shall assist and cooperate with the monitoring of geographical conditions, and shall not refuse, hinder or obstruct. Chapter III Surveying and Mapping Geographic Information Services Article 12 The people's governments at or above the county level and their competent departments of surveying and mapping geographic information and other relevant departments shall strengthen the construction and management of digital regional geospatial information framework and geographic information public service platform, promote the management and application of geographic information big data public service, update geographic information data in time, and improve the ability and level of geographic information public service.
