A, the bidder qualification requirements
1. All bidders must be independent enterprise legal persons, otherwise they will be considered as invalid bids.
2. The bidder shall provide the three-year warranty commitment letter (original) of all manufacturers of the bidding products of this project.
Second, the functional requirements
1. The information system security level protection and rectification project of the Municipal Bureau of Justice is a comprehensive rectification work for the information system security level protection and evaluation of the Municipal Bureau of Justice according to the relevant requirements of the information security construction of the ministries and agencies, combined with the evaluation results of the information system security level protection of the Municipal Bureau of Justice, and referring to the document "Guidelines for the Construction of Anhui Judicial Administrative Information Network Security Level Protection and Operation Management System" of the ministries and agencies. Through the information system security level protection rectification work, it can be ensured that the main protection level reaches the second-level requirements, and the main indicators of important systems reach the third-level protection level, thus improving the overall information security level of the Municipal Bureau of Justice.
2. This rectification construction project requires that the rectification scheme provided by the bidder can fully meet the current rectification requirements of the Municipal Bureau of Justice, and at the same time, it is necessary to consider the protective measures of important foundation parts to meet the third-class technical requirements such as insurance. The information security equipment selected by the bidder in this project must meet the above requirements, and can achieve the information security construction and rectification objectives of the Municipal Bureau of Justice, so that the judicial administrative information system of the Municipal Bureau of Justice can operate safely and stably.
3. If the safety equipment selected by the bidder cannot achieve the above functions, this project will not be accepted, and all responsibilities shall be borne by the bidder.
Third, the technical scheme
In accordance with the relevant requirements of the national and provincial judicial departments, the Municipal Bureau of Justice invited Anhui Information Security Evaluation Center to evaluate the information system security level protection of the Municipal Bureau of Justice. Through the evaluation, we found many security risks faced by the information system of the Municipal Bureau of Justice. In order to ensure the development of informatization, safeguard the national information security and comprehensively improve the level of information security construction, the Municipal Bureau of Justice carried out the rectification of information system security level protection with reference to the Guide for the Construction of Anhui Judicial Administrative Information Network Security Level Protection and Operation Management System (hereinafter referred to as the Guide) issued by the Ministry of Justice in July 20 14, so as to ensure the judicial administrative information of the Municipal Bureau of Justice.
The safe, stable and efficient operation of the system will better serve the daily judicial work of all departments of the Municipal Bureau of Justice.
This information system security level protection rectification project needs to ensure that the information security protection ability of the information network of the judicial administrative system of the Municipal Bureau of Justice fully meets the second-level requirements of the information system security protection level; The business systems of "Notary Integrated Management Information System" and "Community Correction Integrated Management Information System" are implemented in accordance with the technical requirements of Grade III protection, and the key protection measures meet the technical requirements of Grade III protection.
The bidder shall prepare a detailed and targeted technical scheme for information security level protection and rectification according to the bidding documents, and promise that after the implementation scheme is completed, it can pass the retest of the provincial information security evaluation center and obtain the formal filing certificate from the public security department.
While meeting the requirements of the information system security level protection and rectification project, the bidder also needs to upgrade the access mode of the county-level judicial administrative system under the jurisdiction of the Municipal Bureau of Justice, realize the integration and optimization of the data, voice and video business systems of the judicial administrative private network, and establish a standardized and unified information bearing network platform for the Municipal Bureau of Justice.
Fourth, after-sales service.
1, the bidder must provide detailed after-sales service commitment and after-sales service plan.
2. The after-sales service requirements of this project are as follows:
The free service period of this project is three years from the date of completion of equipment installation and commissioning;
During the free warranty period, the bidder shall provide all kinds of safety technology and management-related services according to the content of grade protection safety rectification service.
During the free service period, if hardware failure occurs within three months after equipment installation, the bidder shall replace the new equipment free of charge.
During the free service period, the bidder shall provide unlimited free on-site technical services after receiving the failure declaration or product function adjustment requirements from Huangshan Municipal Bureau of Justice;
During the free warranty period, if the equipment of Huangshan Judicial Bureau has hardware failure, but the free replacement period has exceeded three months, the bidder shall provide spare parts, replace the faulty equipment or board card, and provide free equipment maintenance service.
