Chapter I General Provisions Article 1 These Regulations are formulated in accordance with the provisions of the Postal Law of People's Republic of China (PRC) and other relevant laws and administrative regulations, and in light of the actual situation of this province, in order to standardize the postal business and the postal market order, safeguard the national interests and the legitimate rights and interests of postal users and operators, and promote the development of postal undertakings. Article 2 Those who engage in postal construction and management activities, engage in postal business and accept postal services within the administrative area of this province shall abide by these regulations. Third provincial postal administrations are responsible for postal administration within the administrative area of this province.

City and county postal administrations are responsible for postal administration within their respective administrative areas within the scope of authorization of the provincial postal administrations.

Construction, land, public security, industry and commerce, transportation, railways, civil aviation and other relevant competent departments or institutions shall, in accordance with their respective responsibilities, cooperate in postal work. Article 4 People's governments at all levels shall give necessary financial and material support and preferential policies to postal enterprises that fulfill the obligation of universal public service. Article 5 The universal service of postal enterprises should pay attention to social benefits, provide users with rapid, accurate, safe and convenient postal services, and ensure users' freedom of communication, communication secrets and mail safety.

Postal enterprises can carry out business activities of other services according to law on the premise of ensuring the quality of universal services. Article 6 All units and individuals have the obligation to protect postal facilities and maintain the safety and smoothness of postal communication, and have the right to stop and report acts that damage postal facilities and endanger the safety of postal communication. Chapter II Planning and Construction Article 7 People's governments at all levels shall incorporate the construction of postal outlets into urban and rural construction plans, make overall arrangements and implement them by stages.

Postal management institutions at or above the county level shall, according to the urban and rural construction planning and the social demand for postal services, prepare the postal professional planning of their respective administrative areas, which shall be implemented after being approved by the competent department of city planning administration and reported to the people's government at the same level for approval.

Rural areas should gradually strengthen the construction of postal service outlets. The cost of setting up letter boxes and letter boxes (groups) should be included in the project cost. Before the building is completed and accepted, the construction unit shall notify the postal administration department at or above the county level to check the setting of the letter box or letter box (group) and issue corresponding opinions.

If there is no letter box or letter box room (group) in the existing residence in the city, the property owner or manager of the residence shall be responsible for setting it up according to the postal situation, or entrust the local postal enterprise or its branch to set it up, and the required materials and expenses shall be paid by the entrusting unit.

Postal branches set up special mailboxes in their business premises for users to rent according to social needs. The charging standard for renting a special mailbox is approved by the provincial price department. Tenth non-profit postal facilities, approved by the people's governments at or above the county level, can be allocated to obtain land use rights.

When postal enterprises set up postal outlets or carry out mobile services according to law, the relevant units or individuals shall cooperate with them, and reduce or exempt urban road occupation fees and other related expenses in accordance with the relevant provisions of the state and the province.

Construction of urban residential areas, development zones, industrial and mining areas and commercial areas. , should be in accordance with the planning and design plan approved by the municipal planning department, supporting the construction of postal outlets, postal outlets should be sold to postal enterprises at a price not higher than the construction cost. Eleventh for urban and rural construction needs to requisition or dismantle postal outlets, it should be negotiated with the local postal enterprises. Under the conditions of facilitating users, ensuring the normal operation of postal services and not lowering service standards, the construction unit shall be responsible for the relocation or new construction of postal enterprises and their branches or postal facilities, and the required expenses shall be borne by the demolition unit according to law. Chapter III Service and Guarantee Article 12 Postal enterprises shall gradually realize the automation of mail processing and the informationization of postal management in the links of mail receiving, sending, sorting, transportation and delivery. Thirteenth postal enterprises and their branches shall set up a user writing desk in their business premises, and publish the business hours, business scope, writing style of business documents, tariff standards, service standards, services and supervision telephone numbers in a prominent position.

Post boxes and mailboxes shall be marked with the opening time and frequency; Postal enterprises shall open letter and newspaper boxes and mailboxes within the prescribed time limit.

Postal enterprises and their branches shall, in conjunction with the place name management agencies, indicate the postal codes on the address cards of urban and rural streets and villages and on the address cards of units and residential areas.

Postal enterprises should gradually establish a customer service center integrating acceptance, consultation, inquiry, supervision, market research and prediction. Fourteenth new users with delivery conditions, postal enterprises and their branches shall handle mail delivery procedures within 7 days from the date of registration.

For users who do not have the delivery conditions, postal enterprises and their branches shall deliver postal services to postal collection points or postal boxes recognized by users.

Users who change their names and delivery addresses shall notify postal enterprises or their branches in writing 10 days before the change. If the mail cannot be delivered due to failure to notify in time, the user shall bear the responsibility.
