(1) Breeding, cultivation, fertilization and breeding techniques;
(two) pest control technology, animal diseases and other pests;
(3) Techniques for harvesting, processing, packaging, storage and transportation of agricultural products;
(four) the safe use of agricultural inputs and the quality and safety control technology of agricultural products;
(five) irrigation and water conservancy, rural water supply and drainage, soil improvement and soil and water conservation technology;
(six) agricultural mechanization, agricultural aviation, agricultural meteorology and agricultural information technology;
(seven) agricultural disaster prevention and mitigation, agricultural resources and agricultural ecological security and rural energy development and utilization technology;
(eight) comprehensive utilization of agricultural waste, harmless treatment technology of dead livestock and poultry;
(9) Other agricultural technologies.
The term "agricultural technology popularization" as mentioned in these Measures refers to the activities of popularizing agricultural technology in the whole process of agriculture before, during and after delivery through experiments, demonstrations, training, guidance and consulting services. Article 4 Local people's governments at all levels should strengthen their leadership in agro-technical popularization, incorporate it into the national economic and social development plan and annual plan, improve the agro-technical popularization system, strengthen infrastructure and team building, improve the guarantee mechanism, and promote the development of agro-technical popularization. Article 5 The departments of agriculture, forestry and water conservancy of local people's governments at or above the county level (hereinafter referred to as agricultural technology popularization departments) shall be responsible for agricultural technology popularization within their respective administrative areas under the leadership of the people's governments at the same level and in accordance with their respective responsibilities.
The science and technology department of the people's government at the same level shall guide the popularization of agricultural technology, and other relevant departments shall be responsible for the relevant popularization of agricultural technology according to their respective duties. Article 6 Encourage and support the research and development, introduction, popularization and application of advanced agricultural technology, popularize agricultural scientific and technological knowledge, innovate ways and methods of agricultural technology popularization, and promote international cooperation and exchanges in agricultural technology popularization. Seventh units and individuals that have made remarkable achievements in agricultural technology popularization shall be commended and rewarded by the provincial agricultural technology popularization department in conjunction with relevant departments in accordance with the relevant provisions. Commendation and reward should be tilted to grassroots agricultural technology extension units and front-line personnel. Eighth according to the characteristics of county agricultural industry, forest resources, grass resources, water resources and water conservancy facilities distribution, according to local conditions, scientifically and reasonably set up county, township (town) or regional national agricultural technology extension institutions. Ninth township (town) national agricultural technology popularization institutions implement the dual management of the agricultural technology popularization department of the county people's government and the township (town) people's government, and the management system is mainly based on the management of the agricultural technology popularization department of the county people's government.
The agricultural technology popularization department of the people's government at the county level is responsible for the policies, business guidance and personnel, assets and financial management of the agricultural technology popularization institutions of the township (town), and the main person in charge shall be appointed and removed according to the prescribed procedures after soliciting the opinions of the township (town) people's government.
The township (town) people's government is mainly responsible for the integration, coordination, supervision and guarantee of agricultural technology popularization, and cooperate with the agricultural technology popularization department of the people's government at the county level to do a good job in the personnel training and management of the township (town) agricultural technology popularization institutions. Article 10 Local national agricultural technology popularization institutions at all levels belong to public welfare institutions and perform public welfare duties.
The national agricultural technology popularization institutions at or above the county level shall perform the following duties:
(a) to participate in the formulation of long-term plans and annual plans for agricultural technology popularization, and organize their implementation;
(two) responsible for the promotion of major agricultural scientific and technological achievements and the introduction of advanced and practical technologies;
(three) to test and demonstrate new agricultural varieties, new technologies, new models and new machines;
(four) to cultivate new agricultural business entities, carry out agricultural technical guidance, technical consultation and technical training, and popularize agricultural scientific knowledge;
(five) cooperate with relevant departments to do a good job in the supervision and management of local agricultural means of production and agricultural environmental protection;
(6) Collecting, collating and transmitting agricultural science and technology information;
(seven) the implementation of business guidance to the lower agricultural technology extension institutions.
The township (town) national agro-technical popularization setups shall perform the following duties:
(a) to participate in the formulation of agricultural technology popularization plans and organize their implementation;
(two) the organization of agricultural technology propaganda, cultivate new agricultural business entities;
(3) Providing agricultural technology and information services;
(four) the implementation of new agricultural varieties, new technologies, new models and new equipment testing and demonstration;
(five) to guide the agricultural technology popularization activities of village agricultural technology comprehensive service stations or farmer technicians and their mass scientific and technological organizations.
