(1) Office (Foreign Affairs Department)

Responsible for the daily operation of messages, meetings, confidential documents, archives and other organs, as well as information, confidentiality, news release, letters and visits, government affairs disclosure, system financial management and so on; Undertake research on important topics, draft important reports and comprehensive manuscripts; To undertake postal foreign affairs and intergovernmental cooperation in accordance with regulations, organize foreign cooperation and exchanges, and manage work involving Hong Kong, Macao and Taiwan.

Put forward the development strategy, planning, standards and policies of postal industry; Drafting laws, regulations and departmental rules of the postal industry to guide the legal system construction of the industry; Put forward suggestions on deepening the reform of postal system; Formulate postal resource planning; Put forward policy suggestions to promote the coordinated development of postal services and transportation; Promote scientific and technological work in the industry; To undertake postal industry statistics, economic operation analysis and information services; To undertake relevant administrative reconsideration and administrative litigation; Review the legality of the relevant normative documents of the undertaking organ.

(3) General Affairs Division (Confidential Communication Division)

Put forward the standards of universal service and special service; Promote the establishment of a universal postal service system covering urban and rural areas, and supervise the performance of universal postal service obligations according to law; Put forward the postal service price policy and basic postal service price suggestions and supervise the implementation; To formulate policies for universal services and special services such as confidential communications, compulsory communications, party newspapers and periodicals, and books delivered by the blind, and supervise their implementation; Supervise and inspect confidential communication, ensure the security of confidential communication, and study, coordinate and solve major problems related to the security of confidential communication; To undertake the topic selection and pattern review of commemorative stamps; To undertake the examination and approval of annual plans for commemorative stamps and special stamps.

(4) Market Supervision Department

Supervise the postal market according to law and maintain the franchise of letter delivery business; Implement the market access system for postal services such as express delivery according to law; Supervise the philatelic market according to law; To guide the safe production management of the postal industry and undertake the monitoring, early warning and emergency management of the operation safety of the postal industry; Formulate policies to ensure postal communication and information security and supervise their implementation.

(5) personnel department

Formulate and organize the implementation of personnel, education, training and salary management systems, guide the construction of talent teams in the postal industry, and undertake the organizational setup, staffing and cadre management of the State Post Bureau.
