General situation of Nanjing public resources trading center;
According to the Regulations on Internal Organization and Staffing of Main Duties of Nanjing Public Resource Trading Center (Ning Bian Zi [20 14] 10), Nanjing Public Resource Trading Center was formally approved to be established in May, 20 14, and it is a fully funded deputy bureau-level institution. Six trading centers, namely, the original construction engineering trading center, the traffic bidding service center, the goods bidding trading center, the municipal government procurement center, the property rights trading center and the land trading center, were separated from various functional departments and integrated to provide places, information, consultation, witness and other related services for the city's public resources trading activities.
In order to facilitate Nanjing Bidding Network to carry out the informatization content of all kinds of project bidding for construction enterprises, the trading center consists of six departments: office, business acceptance department, project trading department, government procurement department, material resources department and information network department. The main responsibilities are as follows:
Office responsibilities:
1. Responsible for central organization establishment, personnel management, cadre assessment, professional title declaration, labor wages and other specific work;
2 responsible for the development of public resources trading center internal management system and measures, and supervise and inspect the implementation of the system;
3 responsible for the preparation and declaration of the annual budget of the center, accounting, financial audit, bank account and cash management;
4. Be responsible for receiving and sending documents, undertaking and submitting information of the center, take the lead in drafting the work summary and work report of the center, and do a good job in classifying and filing relevant documents;
5. Be responsible for the Party-masses, publicity and education and the creation of civilization in the center;
6. Responsible for the procurement, registration and maintenance of fixed assets of the center, as well as the procurement and distribution of office supplies, and do a good job in the management, deployment and logistics support of official vehicles;
Responsibilities of the business acceptance department
1. Be responsible for providing business consulting work such as laws, regulations and trading procedures for various trading activities;
2. Responsible for the acceptance, unified registration and data verification of inbound transactions;
3. Responsible for publishing information and announcements of various trading activities through designated media;
4. Responsible for the collection of comprehensive service fees, the collection and refund of deposit and transaction price, and printing the notice of transaction result;
5. Be responsible for the use and management of the intermediary database, assist relevant functional departments to maintain and update the intermediary directory database and emergency contractor directory database, and provide random sampling services for municipal intermediaries and emergency contractors;
