I. Implementing information registration
In order to optimize the online submission link, improve the efficiency of online work, and ensure the integrity and safety of the submitted information, from the date of the issuance of this notice, construction enterprises from other provinces (including real estate development enterprises, construction enterprises, survey and design, supervision enterprises, bidding agencies, cost consulting and testing institutions, etc.) and personnel from other provinces (registered employees, safety management personnel and other post personnel entering the province, etc.). ) Basic information should be registered in advance before entering this province to undertake business.
? Second, the information registration steps
Information registration can take the form of online registration or on-site registration, and construction enterprises in other provinces can choose independently.
? (1) Online Registration
Apply for CA lock. Construction enterprises and personnel from other provinces need to log in to the "digital certificate registration" system of Heilongjiang Construction Network to apply for CA lock online, and the application will be mailed to the enterprise and myself after success. When applying for a CA lock, enterprises and personnel should fill in the CA acquisition form and upload the corresponding electronic files:
(1) The enterprise shall upload the original scanned copies of business license, enterprise ID card, legal person power of attorney, agent ID card, enterprise CA claim form, commitment video, etc.
(2) The personnel upload their ID card, the original scanned copy of the CA receipt signed by themselves, and the promised video.
2. Fill in the basic information. Construction enterprises and personnel from other provinces use CA lock to log in the enterprise information base and personnel information base of "E-government Platform of Housing and Urban-Rural Development Department of Heilongjiang Province" (http:/11.40.23.65: 6510), and fill in or confirm relevant information online independently. The main contents of information filled in by enterprises and personnel are as follows:
(1) The enterprise fills in the enterprise basic information, certification information and comprehensive management information, and uploads the corresponding electronic files;
(2) Personnel should fill in personal basic information and upload their photos, signatures and corresponding electronic documents.
(2) On-site registration
Construction enterprises from other provinces bring the original documents to the Provincial Housing and Construction Department, and use temporary CA locks to complete information registration by themselves.
Third, matters needing attention
(1) The basic information on the registration of construction enterprises and personnel from other provinces will be publicized on the e-government platform of the Housing and Urban-Rural Development Department of Heilongjiang Province for 3 days (the basic information will be publicized after submission, and the information such as safety certificates and qualifications will be publicized after review). If there is no objection to the publicity, the relevant information will enter the database of enterprises and personnel in this province, and construction enterprises in other provinces can engage in production and business activities.
(2) Construction enterprises and personnel from other provinces shall be responsible for the authenticity, validity and comprehensiveness of the registered information. If the basic information is changed (including the contact information of the person in charge of the construction enterprise from other provinces in our province), the information change shall be independently completed on the above-mentioned platform with CA lock within 10 working days from the date of change.
(three) the provincial construction enterprises in any of the following circumstances, no information registration:
1. The national construction market supervision service platform cannot query information;
2. Serious violations of laws and regulations have occurred in the past two years;
3. In the past two years, there have been malicious arrears of project funds or wages of migrant workers;
4. Major and above engineering weight safety accidents occur, or two or more major engineering quality safety accidents occur within 1 year, or major engineering quality safety accidents with bad nature, serious harm and significant social impact occur;
5. The registration information is false;
6. There are other serious bad behavior records.
(5) Construction enterprises from other provinces who enter our province to engage in production and business activities shall, in accordance with the requirements of the Notice on Implementing the Monthly Survey and Statistical Report System of Major Indicators of Construction Enterprises in Heilongjiang Province (Hei [2018] No.2), timely and accurately submit the relevant data of the monthly report of major indicators of construction enterprises in Heilongjiang Province.
