The term "sharing of government data resources" as mentioned in these Measures refers to the act of government departments using government data resources of other government departments or providing government data resources for other government departments because of their duties. Article 4 The sharing of government data resources shall follow the principles of overall planning, intensive construction, convergence and integration, sharing and exchange, effective application and safety. Article 5 The general office of the provincial government and the government data resource management departments of cities and counties (including county-level cities and districts, the same below) (hereinafter referred to as government data resource management departments) are responsible for the overall planning, guidance, coordination and supervision of government data resources.
The relevant units of the provincial, municipal and county governments responsible for government data work (hereinafter referred to as government data work institutions) are responsible for the specific work related to the enjoyment of government data resources under the guidance of the government data resource management department.
Government departments undertake the cataloging, collection, sharing, application and security of government data resources in their own departments. Article 6 Government departments shall, in accordance with the division of business functions and responsibilities, collect, examine and approve and provide electronic and structured government data resources according to law within the scope of statutory functions and powers, so as to ensure that the government data resources enjoyed by * * are unique in source, effective in content and in line with the unified technical standards and norms of the whole province, and that the government data resources are true, accurate, complete and available. Seventh water supply, power supply, gas supply, heating, telecommunications, public transportation and other public enterprises and institutions and relevant social organizations shall, in accordance with the provisions of these measures, carry out the collection, sharing, use and management of data resources. Eighth government data resources enjoy unified directory management.
The data resource management department of the provincial government, in conjunction with the provincial government data agency, shall, in accordance with the relevant requirements of the state, organize the formulation of unified standards and norms for government data resources in the whole province, and formulate the Guide for the Compilation of Government Data Resources Catalogue, which shall specify the classification, responsible party, format, attributes, update time limit, * * enjoyment type, * * enjoyment mode, use requirements and other contents of government data resources. Article 9 Government departments shall, in accordance with the standards and norms enjoyed by government data resources and the requirements of the Guidelines for the Compilation of Government Data Resources, screen, clean up and process government data resources and compile a catalogue of government data resources.
Government departments are responsible for maintaining the catalogue of government data resources of their own departments, and updating it within 10 working days from the date of revision of laws and regulations or change of administrative functions. Article 10 The administrative department of government data resources shall, jointly with the administrative data work organization, review the catalogue of government data resources compiled by government departments in accordance with the requirements of the catalogue of government data resources, and summarize and form the catalogue of government data resources at the corresponding level. Article 11 The catalogues of basic data resources, such as population basic data, legal entity basic data, natural resources and spatial geography basic data, social credit basic data and electronic license basic data, shall be compiled and maintained by the leading departments of public security, market supervision and management, natural resources, development and reform, business environment construction, etc. jointly with the government data resource management department.
Focusing on the same subject area of economic and social development, the catalogue of subject data resources formed by multiple departments shall be compiled and maintained by the lead department of subject data resources in conjunction with the government data resource management department. Twelfth government data resources in principle should be * * *.
Conditional * * * enjoy and not * * * enjoy, there should be laws, regulations, rules or the relevant provisions of the state and province. Thirteenth government departments should rely on the computing, storage, management, security and other infrastructure resources provided by the e-government cloud platform at the same level to implement the operation and maintenance of the non-confidential government information system of their own departments. Fourteenth provincial and municipal government data institutions are responsible for the operation and maintenance of the government data resource sharing platform, collecting government data resources and providing * * * sharing services.
The municipal * * * enjoyment platform shall be connected with the provincial * * * enjoyment platform.
The county (district) or township (street) will no longer build the * * * enjoyment platform, and the Jianping platform has been moved to the municipal * * * enjoyment platform.
Newly-built and built non-classified government information systems should access and rely on the * * * sharing platform at the corresponding level to carry out the * * * sharing service of government data resources. Fifteenth government departments should make full use of the government data resources enjoyed by * * *, and improve the decision-making ability, management level and work efficiency. All government data resources that can be obtained from the * * * platform shall not be collected repeatedly in the process of performing administrative functions.
Government departments to provide government services, should be based on * * * to enjoy data resources, streamline procedures, optimize processes, and timely announced to the public.
