In order to conscientiously implement the spirit of "Notice of the State Council on Further Strengthening the Work of Enterprise Safety in Production" (Guo Fa [2065438+00] No.23, hereinafter referred to as the "Notice"), further strengthen the work of safety in production in non-coal mines, and promote the continuous and stable improvement of the situation of safety in production in non-coal mines, we hereby put forward the following implementation opinions:

I. Overall Requirements and Work Objectives

1. Resolutely implement the spirit of the notice and a series of important instructions and decision-making arrangements of the CPC Central Committee and the State Council on strengthening production safety, with the goal of effectively curbing the occurrence of serious accidents in non-coal mines and continuously reducing the total number of accidents, with the deepening of "three actions" and "three constructions" as the starting point, further improve measures, give priority to prevention, strengthen supervision, implement responsibilities, and vigorously promote the implementation of the main responsibilities of production safety in enterprises. Vigorously promote the work of cracking down on illegal activities, rectifying and closing down, resource integration, technological progress and strengthening the foundation, and vigorously promote the construction of a long-term mechanism for safe production, and strive to achieve safety standardization level 3 or above for large and medium-sized metal and non-metal mines and safety standardization level 5 or above for all metal and non-metal mines and tailings ponds by the end of 20 13. Open-pit mines (excluding contour mines) all adopt medium-long hole blasting, mechanical shovel loading and mechanical secondary crushing technology and equipment. All metal and nonmetal underground mines (hereinafter referred to as underground mines) are equipped with monitoring, personnel positioning, emergency avoidance, compressed air self-rescue, water supply and rescue and communication systems, and all tailings ponds above Grade III are equipped with online safety monitoring systems for the whole process. The main person in charge, safety management personnel and special operations personnel of mining enterprises have been trained before taking up their posts. Through hard work, we will strive to control the death toll of production safety accidents in non-coal mines within 1000 by the end of 20 13, effectively curb serious accidents, and further stabilize and improve the safety production situation.

Two, comprehensively strengthen the safety management of non coal mine enterprises.

2. Improve the enterprise safety production responsibility system and various rules and regulations. Non-coal mine enterprises should establish and improve the responsibility system for production safety at all levels with the legal representative responsibility system as the core. On this basis, it is necessary to improve and perfect the systems and various systems such as safety target management, mine leaders' underground shift, safety meeting, safety inspection, safety education and training, production technology management, mechanical and electrical equipment management, labor management, extraction and use of safety expenses, monitoring of major hazard sources, investigation and management of hidden dangers in production safety, examination and approval of safety technical measures, management of labor protection articles, prevention of occupational hazards, reporting and emergency management of production safety accidents, rewards and punishments in production safety, and management of production safety files.

3. Establish and improve enterprise safety management institutions. Non-coal mining enterprises shall set up special safety management institutions, equipped with full-time safety management personnel. There shall be no less than 3 full-time safety management personnel in underground mines, no less than 2 in open-pit mines and no less than 1 person in small open-pit quarries. Each class must ensure that there is a full-time (part-time) security officer on duty. Large and medium-sized enterprises should be equipped with safety directors and deputy directors.

4. Establish and strictly implement the leadership shift system of underground mine. Underground mining enterprises should establish and improve the system of mine leaders going down the well with classes, and go down and up the well at the same time with workers. The mine leaders in charge should take ensuring safety in production as the primary responsibility, earnestly grasp the situation of underground safety in production on duty, strengthen the inspection and patrol of key parts and key links, find and dispose of potential safety hazards in time, stop the "three violations" of illegal command, illegal operation and violation of labor discipline, and immediately organize the suspension of production and withdrawal of personnel when major hidden dangers endangering the life and safety of employees are found.

5. Strengthen enterprise production technology management. Non-coal mine enterprises should set up a technical director, and make it clear that the technical director is responsible for mine production and technical work under the leadership of the main person in charge of the enterprise. At the same time, it is necessary to set up a production technology management organization, equipped with professional and technical personnel such as mining, electromechanical, geology and surveying. Underground mines must also be equipped with professional and technical personnel such as ventilation. Mines that are not equipped with professional and technical personnel must employ professional and technical personnel or entrust intermediaries such as evaluation, consultation and technical services to provide technical services. In strict accordance with the Safety Regulations for Metal and Non-metal Mines (GB 16423-2006) and other relevant technical specifications, timely draw relevant measured drawings of mines, and the drawings should be consistent with the actual situation. The chief technical officer of the enterprise shall organize a technical analysis meeting once a month, which can be held at any time under special circumstances to study and solve the technical problems of safe production in time. Underground mining enterprises shall evaluate the safety and reliability of mining, hoisting, transportation, ventilation, waterproof and drainage, power supply and distribution systems once a year. If there are major hidden dangers due to unresolved technical problems in production safety, the main person in charge of the enterprise, the general technical person in charge and relevant personnel shall be punished; Production safety accidents shall be investigated for responsibility according to law.

6. Effectively strengthen the professional management of enterprise safety. Underground mines should take effective measures to continuously strengthen the professional management of ventilation, lifting, blasting, roof, goaf, ground pressure, mechanical and electrical equipment and drainage; Open pit mines should constantly strengthen the monitoring of high and steep slopes and dump sites; The tailings pond should continuously strengthen the monitoring and management of dam stability, dam construction and flood discharge facilities; Petroleum exploration enterprises should constantly strengthen the well control of "three highs" (high sulfur content, high production and high pressure) gas fields, the monitoring of hydrogen sulfide in sulfur-containing oil and gas fields, and the prevention of typhoon (storm surge) in offshore oil.

7. Effectively strengthen the on-site safety supervision and inspection of enterprises. Non-coal mine enterprises should implement the content, scope, frequency and methods of on-site safety inspection, formulate on-site checklist, and implement responsible units and responsible persons. It is necessary to strictly check and deal with various problems existing in various systems, parts and workplaces, and strictly investigate and deal with behaviors such as "three violations" and super-capacity, super-strength, and over-quota organization of production. Employees should be encouraged to supervise and report all kinds of violations of discipline, and reward informants.

8. Timely investigation and management of hidden dangers in production safety. Non-coal mine enterprises should strictly implement the system of investigation and management of hidden dangers in production safety in accordance with the Interim Provisions on Investigation and Management of Hidden Dangers in Production Safety (OrderNo. 102). State Administration of Work Safety 16), and define the tasks, scope and responsibilities of daily inspection, regular inspection and hierarchical management. The main person in charge of the enterprise or the person in charge and the general technical person in charge shall organize a comprehensive safety inspection with hidden dangers as the main content at least once a month. All kinds of hidden dangers should be registered, and five rectification measures, responsibilities, funds, time limits and plans should be implemented. It is necessary to establish an evaluation system for the effect of hidden dangers rectification led by safety production professionals to ensure that the rectification is in place. After the rectification of hidden dangers, the legal representative or person in charge of the enterprise and the chief technical officer shall organize the acceptance. If ineffective rectification of hidden dangers causes production safety accidents, the relevant responsible persons shall be seriously investigated according to law.

Non-coal mine enterprises have major hidden dangers in production safety (see Annex 1 for classification), and should immediately stop production. The main person in charge of the enterprise should organize the formulation and implementation of the hidden danger control plan, and at the same time report to the safety supervision department at or above the county level for the record. Safety supervision departments at or above the county level shall, within three months, find that there are more than two major safety hazards and have not stopped production for rectification, and shall be given a heavier punishment. If the nature is serious, it shall be reported to the local government for closure.

9. Strengthen the safety education and training of employees. The main person in charge, safety management personnel and special operations personnel of non-coal mining enterprises must be trained and qualified by relevant institutions and obtain corresponding qualification certificates before taking up their posts. Strictly implement the safety education and training system for all employees, and conduct mandatory safety training for new employees in accordance with relevant regulations to ensure that they have the knowledge and skills needed for safe operation, self-help and mutual rescue and emergency response. Where there are untrained and undocumented enterprises, they should stop production and rectify according to law. Failing to carry out safety training and education for underground workers, or causing accidents when special workers take up their posts without a license, they shall be closed down according to law.

10. Strengthen the safety management of outsourced construction teams. The outsourcing construction unit engaged in non-coal mine construction must have the qualification of mine engineering construction and obtain the safety production license. Non-coal mine enterprises shall sign a safety production management agreement with the outsourcing construction unit, making it clear that non-coal mine enterprises are the main body responsible for safety production, and the outsourcing construction unit is directly responsible for safety production. Before the outsourcing construction unit starts construction, it must file with the safety supervision department at or above the county level where the project is undertaken, otherwise it may not start construction. Operating blasting units engaged in mine engineering blasting operations must obtain safety production licenses for non-coal mining enterprises in accordance with the conditions of mine construction units.

1 1. Strengthen enterprise safety standardization. Large and medium-sized open-pit mines, underground mines and tailings ponds above Grade III should reach the minimum level of safety standardization before the end of 20 1 1; Before the end of 20 13, all metal and nonmetal mines and tailings ponds should reach the minimum safety standardization level. If it fails to reach the minimum safety standardization level within the specified time, its safety production license shall be revoked according to law and submitted to the local government at or above the county level for closure according to law. If the safety production license is renewed after 20 1 1, 1, it must reach the minimum level of safety standardization, otherwise it will not be extended.

12. Strengthen the safety management of enterprise teams and groups. Non-coal mine enterprises should pay close attention to team safety management as an important part of safety production. It is necessary to improve the team safety management system, implement security team's production responsibility, set up team safety officers, establish security team production ledger, and regularly carry out security team activities to improve the team's ability to prevent and respond to accidents and disasters.

Three, comprehensively strengthen the construction of non coal mine enterprises' safety production support capacity.

13. Compulsory implementation of advanced and applicable technical equipment. Open pit mines suitable for medium-long hole blasting, mechanical shovel loading and mechanical secondary crushing technology and equipment shall all adopt the above technology and equipment before the end of 20 1 1. If it cannot be used for special reasons, it shall be reported in writing to the safety supervision department at or above the county level for the record. Underground mines shall install and use technical equipment such as monitoring system, underground personnel positioning system, emergency avoidance system, compressed air self-rescue system, water supply rescue system and communication system; The tailings ponds above Grade III shall be equipped with an online safety monitoring system for the whole process; Offshore oil exploration enterprises should equip their personnel with dynamic tracking systems and complete them within 3 years. Failing to meet the above requirements within the time limit, the safety production license shall be temporarily withheld according to law. It is necessary to vigorously promote the application of technologies (processes) and equipment such as ground pressure and goaf monitoring system, high and steep slope stability monitoring system, non-electric initiation, dry tailings discharge, tailings filling and comprehensive utilization, key safety technologies for exploration and development of high-sulfur gas fields, and leakage detection of long-distance oil and gas pipelines. It is necessary to use the "Jin 'an" project to actively promote the informatization construction of safety production in non-coal mines, establish an integrated management information platform for safety production, and build a digital mine demonstration project to improve the safety prevention level of enterprises.

14. increase enterprise safety investment and research and development of safety production technology. Non-coal mines should extract and use safety production expenses in accordance with relevant regulations, increase safety investment, and strive to improve safety production conditions. Large and medium-sized non-coal mine enterprises should rely on universities, research institutes and other units to carry out scientific research and development in safety monitoring, safety protection, individual protection, disaster monitoring, special safety facilities and emergency rescue, and promote the upgrading of key technologies and equipment for safety production.

15. accelerate the training of professional technical and skilled personnel in enterprises. Non-coal mine enterprises should establish and improve the talent training and incentive mechanism, strengthen cooperation with institutions of higher learning and vocational schools, increase the training of non-coal mine-related professionals such as mining, electromechanical, geology, ventilation and safety management, and speed up the training of non-coal mine-related professionals and skilled personnel urgently needed in the production line through cooperative education, single-recruitment and order training. At the same time, it is necessary to encourage and support the development and research of technical backbones of relevant safety technical equipment. Units and individuals that have made remarkable achievements in safety scientific research, technology development and technology popularization in non-coal mines shall be rewarded.

16. Strengthen the construction of emergency rescue system for safety production in non-coal mines. It is necessary to rely on large mining enterprises and professional rescue forces to establish emergency rescue bases or backbone teams for non-coal mines in provinces and cities. All non-coal mine enterprises should establish full-time and part-time emergency rescue teams, equipped with necessary emergency rescue equipment and materials; Without the ability to establish, it is necessary to sign an emergency rescue service agreement with the emergency rescue base or backbone team in the surrounding area. It is necessary to improve all kinds of emergency plans for safety production in non-coal mines, especially to formulate special emergency plans including slope landslide (collapse), flood, fire, poisoning suffocation, tank falling (sports car), explosion, surface collapse (roof caving), tailings dam collapse, uncontrolled blowout and hydrogen sulfide poisoning accidents on the basis of the overall plan, and strengthen emergency drills. It is necessary to strengthen the construction of emergency equipment, equip full-time and part-time rescue teams with necessary rescue equipment, especially advanced, special equipment and personal protective equipment for handling major and complex accidents, and improve emergency response and personal protection capabilities.

17. establish and improve the early warning mechanism of enterprise safety production. Non-coal mine enterprises should establish and improve the dynamic monitoring, early warning and forecasting system for production safety, strengthen contact with resident safety supervision, meteorology, land and resources management and other departments, actively and timely understand and master the impact of local floods and geological disasters, regularly carry out safety risk analysis and hidden dangers investigation and management as required, do a good job in monitoring major hazard sources, and do a good job in disaster prevention and response in advance. If there are signs of accidents, early warning information should be released immediately and preventive and emergency measures should be implemented. When the accident may affect the surrounding residents, it is necessary to report the early warning information to the local safety supervision department at the first time.

Four, comprehensively strengthen the safety supervision of non coal mines.

18. crack down on illegal construction, production and operation. Safety supervision departments at all levels should explore the establishment of a joint meeting system to crack down on illegal activities in non-coal mines, and form a working system and mechanism to crack down on illegal construction and production and business activities in non-coal mines under the unified leadership of the government, comprehensive coordination of the office of the safety Committee, division of responsibilities among departments and participation of the masses. It is necessary to crack down on illegal construction and production and business operations in conjunction with relevant departments (see Annex 2 for details). Enterprises and their principal responsible persons who resist safety law enforcement shall be severely punished according to law; Those who refuse to implement the safety supervision instructions shall be brought to the local government for banning and closing according to law.

19. Establish and improve the supervision system for listing major hidden dangers. According to the "Responsibility for Safety in Production of Member Units of the State Council Safety Committee" (No.2 of Safety Committee [2065438+00]), the provincial safety production supervision department and relevant departments shall implement the system of listing supervision and announcement for the management of major production safety hazards in non-coal mines.

20 to strengthen the safety supervision of non coal mine construction projects. Strictly implement the "three simultaneities" review system that safety facilities of non-coal mine construction projects are designed, constructed and put into production and use at the same time. If the safety facilities are not designed at the same time as the main project, they shall not be approved and construction shall not be started; Not at the same time, the construction shall be ordered to stop; If it is not put into use at the same time, it shall not be completed and accepted, shall not be produced, and shall not issue a safety production license. Strictly implement the safety responsibilities of survey, construction, design, construction, supervision and supervision. In case of illegal contracting, subcontracting, subcontracting, etc. For the project construction unit, it should be immediately ordered to stop production, rectify according to law, and hold the project owners, contractors and other parties accountable.

2 1. Strictly manage the construction period of non-coal mines. Non-coal mine construction projects shall be constructed in accordance with the construction period determined by the preliminary design. If it is not completed on schedule during the construction period, it shall report to the safety supervision department responsible for the design approval of safety facilities. If construction cannot be carried out within the extended period, and there are illegal acts of production while construction, the safety supervision department will ask the local government to close down according to law. The trial production (operation) filing system shall be implemented. The safety facilities of a construction project shall not be put into production without the completion acceptance organized by the safety supervision department. If trial production (operation) is really necessary before the completion acceptance, the construction unit must organize the single project to pass the acceptance, formulate the trial production (operation) plan and emergency plan, and report it to the safety supervision department responsible for the "three simultaneities" approval for the record before trial production (operation) can be carried out. The trial production (operation) period shall not exceed 6 months in principle. If it is really necessary to extend the trial production (operation) period, it shall apply to the safety supervision department to explain the situation, but the extension period shall not exceed 3 months. The construction unit shall, before the end of trial production (operation) 1 month, apply to the safety supervision department for the completion and acceptance of safety facilities, and only after passing the acceptance and applying for a safety production license can it be put into formal production and operation.

22. Strict preconditions for safe production access. All provincial safety supervision departments should adjust measures to local conditions and pay close attention to formulating local safety standards that are compatible with national safety production standards. Taking meeting the requirements of safety standards as a necessary prerequisite for the access of non-coal mine enterprises, and implementing a strict safety standard examination and approval system; It is necessary to formulate policies on the minimum mining scale and minimum service life of metallic and nonmetallic minerals in the region in conjunction with relevant departments, and resolutely refuse to approve those that do not meet the requirements. At the same time, it is necessary to review the development and utilization plan of mineral resources of non-coal mining enterprises in conjunction with the land and resources department, demonstrate safety conditions, and ensure safe production access from the source. Any illegal construction that does not meet the safety production standards shall be ordered to stop construction, and if the circumstances are serious, it shall be submitted to the local government for closure and ban according to law. If there are hidden dangers in lowering the standards, the relevant personnel and responsible persons shall be investigated for their responsibilities.

23. Improve the safety access threshold for non-coal mines. The relevant departments shall not approve the following new non-coal mine construction projects: (1) below the minimum production scale stipulated by the state or local authorities; (two) the mining period of metal and nonmetal mines is less than three years; (three) the minimum safe distance between adjacent open pit mines is less than 300 meters; (four) not equipped with professional and technical personnel as required; (five) not equipped with mining equipment as required; (6) The tailings pond above Grade III has not adopted the whole online safety monitoring system; (seven) engaged in mining operations around the operating tailings dam has an impact on the stability of the tailings dam; (eight) other conditions for safe production as prescribed by laws and regulations.

24. Strengthen the territorial supervision of safety production of non-coal mine enterprises. In accordance with the relevant regulations, the safety supervision departments at or above the county level shall implement strict supervision, inspection and management of production safety for non-coal mine enterprises within their jurisdiction (among them, the safety supervision departments at or above the municipal level shall be responsible for the supervision of production safety in non-coal mines owned by central enterprises). No mining enterprise may hinder the safety supervision department from conducting on-site inspection for any reason.

25. Strengthen supervision over the use of special funds. Safety supervision departments at all levels should urge and guide relevant non-coal mining enterprises to effectively use the special funds for tailings management supported by the central government and implement the matching funds of local and enterprises. At the same time, it is necessary to win the support of the government at the same level, explore the establishment of special funds for safety production in non-coal mines, and provide financial support for improving safety supervision equipment, closing small mines, implementing advanced technologies such as tailings treatment technology and goaf and ground pressure monitoring, controlling large goaf and subsidence areas, and safety standardization construction.

26 to strengthen the supervision of the extraction and use of non coal mine safety production costs. Safety supervision departments at all levels should formulate measures for the extraction and use of safety production expenses in non-coal mines, strengthen supervision and inspection on the extraction and use of safety production expenses in non-coal mines, study and improve the lower limit standard for the extraction of safety production expenses in non-coal mines, improve the management system of safety production expenses in enterprises, ensure that enterprises fully extract safety production expenses before tax, and improve the safety production conditions in non-coal mines.

27 to strengthen the policy guidance of non coal mine safety production work. Safety supervision departments at all levels shall, jointly with relevant departments, study and formulate policies to promote the research and development of safety production technology and equipment in non-coal mines, and encourage and guide non-coal mine enterprises to actively strive for the support of national science and technology research plan, national natural science foundation, national high-tech industrialization project, national innovation fund, etc. for the research and development of safety production technology and equipment in non-coal mines; Encourage and guide non-coal mining enterprises to independently develop or cooperate with scientific research institutions to develop advanced and applicable safety production technologies and mining products; Organize the implementation of safety production science and technology demonstration projects such as monitoring and management of goaf in non-coal mines, monitoring and management of high and steep slopes in open-pit mines, online monitoring of tailings ponds, prevention and control of hydrogen sulfide poisoning, and promote non-coal mine enterprises to accelerate the improvement of safety technology and equipment.

28 to further strengthen the capacity building of safety supervision in non-coal mines. It is necessary to strengthen the construction of safety supervision institutions in non-coal mines, further strengthen the grass-roots safety supervision forces, and strive to improve their ability to perform their duties. At the same time, it is necessary to strengthen the construction of non-coal mine safety supervision equipment, and equip non-coal mine safety supervision institutions with necessary supervision means and office equipment to meet the regulatory needs.

29 to strengthen the supervision of professional service agencies for production safety. Safety supervision departments at all levels should formulate and improve the measures for the administration of professional service organizations in production safety, strengthen supervision while giving full play to the role of professional service organizations, and ensure the professionalism, independence and objectivity of professional service organizations. Service institutions such as safety production evaluation, technical support, safety training, testing and inspection should actively carry out non-coal mine technical services and standardize technical service behavior. All professional service institutions shall bear legal responsibility for the relevant evaluation, inspection and appraisal conclusions. For illegal and fraudulent service institutions, safety supervision departments at all levels should strictly investigate the responsibilities of relevant personnel and institutions according to laws and regulations, and reduce or revoke relevant qualifications.

Five, accelerate the transformation of non coal mine industrial development mode.

30. Promote safe development. Safety supervision departments at all levels should explore the establishment of communication and cooperation mechanisms involving industry and informatization, development and reform, land and resources, construction, safety supervision and other departments, study and formulate safety development plans for non-coal mines in the region, and incorporate them into the overall planning of the region. Non-coal mine enterprises should pay attention to safety in production when formulating development plans and annual production and operation plans, ensure safety investment and various safety measures are put in place, and implement the requirements of safety in production in enterprise development and daily work.

3 1. Forced elimination of backward technologies, processes and equipment. Metal and nonmetal mines should be forced to eliminate the following technologies, processes and equipment:

(1) Open pit mine: pot-expanding blasting, secondary crushing by blasting, artificial rock loading, dry drilling without dust collector, and electric detonator initiation in lightning-prone areas.

(2) Underground mines: cross-pillar mining method, non-flame-retardant air duct of local ventilator, wood support of main shaft, belt brake, cam anti-falling safety device, non-flame-retardant cable and belt conveyor of main lifting equipment, non-mine local ventilator, and open stope method of mining artificially loaded ore and rock.

Safety supervision departments at all levels shall, according to the actual situation in the region, study and formulate the catalogue of technologies, technologies and equipment eliminated in the region in conjunction with relevant departments, and limit the elimination time. Enterprises that use backward technology and technical equipment and have major production safety hazards shall be announced and ordered to make rectification within a time limit. Those that fail to make rectification within the time limit shall be closed down according to law.

32. Actively promote the integrated development of mineral resources. Safety supervision departments at all levels should cooperate with land and resources and other relevant departments to bring multiple mining subjects, small mining scope and scale, and the mutual influence of adjacent mining on safety production of an ore body into the scope of resource integration in this region. For key mining areas and mines that have been included in the scope of integration, we should actively guide the advantageous enterprises with good safety management foundation and pay attention to safety investment to participate in the integration.

33. Strengthen the safety supervision of integrated mines and mining areas. It is necessary to adhere to the principle that "an ore body can only have one mining subject in principle" and promote the intensive level and safety guarantee conditions of the integrated metal and non-metal mines. For mines that decide to implement integration, strict procedures should be followed, and the safety production license of non-coal mine enterprises should be cancelled according to law in accordance with the principle of "closing first and then integrating". After the integration of the mine, it is necessary to urge it to re-perform the "three simultaneities" procedures of safety facilities and obtain a safety production license according to law before it can be put into production. It is necessary to strengthen supervision, strictly guard against evading closure in the name of integration, strictly guard against replacing resource integration with mine integration, and strictly guard against illegal organization of production during integration. We will promote the development and integration of mineral resources and law enforcement actions for safety production in non-coal mines, rectify overall arrangements for closure, make unified arrangements, and promote them simultaneously, and intensify the crackdown on illegal mining in the name of evading integration.

34. Accelerate the pace of industrial restructuring. Safety supervision departments at all levels should cooperate with relevant departments, give full play to the role of industrial policy guidance and market mechanism, intensify restructuring, promote non-coal mine enterprises to form large groups and companies, improve the concentration and intensive development level of mining industry, and improve the safety production level of non-coal mine enterprises.

Six, strict safety target assessment and accountability.

35. Strictly implement the safety target assessment. It should be included in the construction of safety supervision capacity of non-coal mines, safety investment in non-coal mines, management of large mined-out areas and subsidence areas, and management of tailings ponds. Incorporate the safety target assessment content, establish an incentive and restraint mechanism, and accelerate the construction of a long-term mechanism for safety production in non-coal mines.

36. Study and formulate safety production incentive policies. Safety supervision departments at all levels shall, jointly with relevant departments, study and formulate incentive policies for safety production in non-coal mines within their jurisdiction. For enterprises whose standardization of production safety has reached the lowest level, no production safety accidents have occurred for three consecutive years, and no major hidden dangers in production safety have been found, the safety supervision department should make regular announcements to the public, and suggest relevant departments to give preferential policies in new project approval, land use approval, securities financing, bank loans, delayed replacement, etc.

37. Strengthen safety performance appraisal. It is necessary to study and formulate safety performance assessment methods for state-owned mining enterprises, directly link each production safety accident with the income and promotion of workers and managers at all levels, and promote enterprises to implement full-staff, whole-process and all-round safety management. We should also study the corresponding assessment and reward and punishment measures for non-public non-coal mine enterprises.

38. Strictly investigate the accident responsibility. In accordance with the requirements of the "Notice" and relevant regulations, we should increase the accountability of the responsible persons of accident mining enterprises and the punishment of accident enterprises, and seriously investigate the responsibility of cracking down on illegal production.

39. Establish an accident investigation and supervision system. In accordance with relevant regulations, local safety production committees at all levels supervise the investigation and handling of accidents, and the State Council Safety Production Committee supervises the investigation and handling of major accidents. According to the requirements of upgrading the accident level, investigate and deal with the hidden dangers of accidents.
