The current situation of rural land circulation in China has realized the institutional change from "prohibiting circulation" to "releasing circulation", and then to "supporting circulation" and "regulating circulation", which has made great progress, but at the same time, it has gradually exposed many problems.

Since 1984, the development of rural land circulation in China has been accelerating, and some encouraging policies have been introduced in various places. However, in the process of development, there have also been problems such as irregular management, imperfect market and illegal land use.

The problems existing in rural land circulation are as follows:

1, rural land circulation market has not been established, and land resources have not been effectively utilized and allocated. Although farmers are the right holders of land contractual management rights, it is difficult to guarantee their dominant position in the circulation practice. In the name of "the land belongs to the collective", some village cadres and grass-roots governments take back and transfer the contracted land of farmers without authorization, depriving farmers of their right to know and participate;

2. Irregular circulation leads to frequent contradictions and disputes. At present, irregular self-circulation is very common. Irregular behaviors such as insufficient land ownership, no transfer contract, incomplete contract, lack of interest coordination mechanism and forced transfer are easy to cause disputes and bring legacy problems;

3. There is still a tendency of "non-grain" in rural land circulation. After the transfer of agricultural land, especially after the lease of agricultural land by industrial and commercial enterprises, there have been many illegal use and destruction of soil fertility;

4. Agricultural projects are risky and difficult to finance, which leads to the problem of cultivating large-scale business entities. At present, China's rural financial support is insufficient, agricultural insurance is lacking, and it is difficult to cultivate agricultural scale management entities.

To sum up, the current situation of rural land circulation in China is good or bad. Although many encouraging policies have been introduced in various places, there are still many problems.
