How to handle one-stop account migration in Henan Province?

In order to further deepen the reform of "simplifying administration and decentralization, strengthening supervision and improving service" of public security organs, implement the work requirement of "running at most once", minimize the cost of people's work, and effectively improve the quality and efficiency of public security household registration window, the Henan Provincial Public Security Department decided to implement "one-stop" household registration transfer throughout the province from July 1 day.

The meaning and applicable object of "one-stop" immigration

1, meaning "one-stop" migration. Refers to the migration in the place where the household registration is located, and the registered permanent residence migration procedure through the Internet, and the paper version of the Household Registration Certificate and the Household Registration Certificate will no longer be issued. Residents can move in and out of the local police station in registered permanent residence with relevant documents and application materials.

2. Applicable objects. Where residents with household registration in Henan Province move across provinces and cities (counties directly under the jurisdiction of the province) where their household registration is located and need to issue a Residence Permit, "one-stop" migration will be implemented.

"One-stop" immigration applicants

1. If applying for household registration transfer, the relocated person shall apply to the local police station. The head of household should be a member aged 16.

2. If the applicant applies for moving into a collective household, the applicant shall apply to the local police station; If the relocated person is under the age of 16, the original household registration guardian will be present to apply.

3. For families applying for asylum, both the shelter and the householder of the shelter shall apply to the local police station; If the trusted person is not the head of the household, but the immediate family of the trusted person, the trusted person can apply on the spot instead of the head of the household. If the age of the shelter is below 16, the guardian of the original household will be present to apply. If the head of the refuge or the refuge is unable to be present for some reason, the original identity card and residence booklet can be handed over to the refuge, and a power of attorney is issued to entrust the refuge to move to registered permanent residence.

4. During the household registration, it is not allowed to keep only people under the age of 16 in the original household registration.

"One-stop" hukou migration workflow

1. The applicant submits an application to the local police station with the resident ID card, household registration book and relevant materials that meet the conditions for relocation and settlement.

2. The audited materials and information are true and correct, accepted by the local police station through the population system of the public security organ, and reported to the household administration department of the Municipal Public Security Bureau for approval according to the process. If it is not the whole household migration, but the household registration migration is the head of household or includes the head of household, the original head of household will designate the new head of household after the household registration is moved out on the spot. After the relocation business is completed, the new householder should apply to the local police station as soon as possible to adjust the indoor affiliation and print a new household registration book.

3. With the approval of the Municipal Public Security Bureau, the quasi-relocation information flow will be transferred to the local police station through the interactive platform of the population information management system of the public security department (hereinafter referred to as the interactive platform). The time limit for approval of the Relocation Permit/Relocation Confirmation is 20 working days.

4. After receiving the application for "one-stop" migration of the local population system, the local police station will review the account information of the place of emigration, and if it meets the conditions for emigration, it will register for emigration within 5 working days.

5. The police station shall complete the household registration formalities within 5 working days after receiving the Confirmation Form of Permit to Move/Transfer. The public security organ will notify the applicant by SMS to the local police station to print the Resident Register.

6. After completing the settlement procedures, the local police station will verify the information of the immigrants' marital status, work unit, education background, contact telephone number and so on. If it is found to be inconsistent with the registered information in the population system, the household registration items such as marital status, service location, education level and contact number will be changed according to relevant certification materials.

7. If the "one-stop" migration cannot be handled due to technical reasons such as network and system, it can be moved to registered permanent residence according to the existing methods, that is, the masses can go through relevant procedures with the paper "Household Registration Certificate" and "Household Registration Certificate". Before the implementation of "one-stop" migration, the residence permit and residence permit have been handled in accordance with the original provisions.
