The policy of loosening the property market in six cities is "one-day tour", and the talent policy has become another window for the regulation of the property market.

On April 14, Qingdao Housing and Urban-Rural Development Bureau issued a new version of the Notice on Release (hereinafter referred to as the Notice), which revised the previous decision of Qingdao to cancel the sales restriction within a time limit of 100, and was jointly sponsored by Qingdao Real Estate Registration Center and Qingdao Housing Exchange Center.

The newly issued "Notice" was changed to partially liberalize sales restrictions, and houses bought after April 18, 2065438 will still be sold for five years.

After the policy adjustment, Qingdao has become the sixth city with a "one-day tour" policy after Haining, Guangzhou, Jinan, Baoji and Zhumadian.

Six-city property market liberalization policy "one-day tour"

On April 14, the Housing and Urban-Rural Development Bureau of Qingdao reissued the Detailed Rules for Online Housing Display in Qingdao's Hundred-Day Consumption Season in 2020, and deleted the terms of relaxing the purchase restriction and sales restriction.

Article 5 of the new regulation shows that the demand for improved housing is encouraged. If the original housing is sold and newly purchased, the newly purchased housing shall not exceed two sets, and the original housing sold shall have obtained the immovable property certificate for two years (after April of 20 18 and 18, the newly purchased housing still needs to be listed for five years).

In the previous version, the demand for improved housing was encouraged. Article 4 of the document only retains the position of "keeping the house without speculation", changes the policy of restricting purchases and sales to continue to be implemented, and deletes the clause that "a household who only occupies a part of a suite due to inheritance, demolition and other reasons is not considered to own a house".

At the same time, the new regulations delete the provisions of Articles 6 and 7 of the previous version on the purchase of houses by talents and college students and students who have moved out of Qingdao hukou.

At present, the policies implemented by Qingdao were released in April18,2065438. According to the sales restriction measures issued by the Qingdao Municipal Bureau of Land Resources and Housing Management, newly-built commercial housing and second-hand housing purchased within the urban area of Qingdao need to obtain the immovable property certificate for five years before they can be listed and traded.

According to the Qingdao Municipal Government, starting from March 23rd, Qingdao will start the "2020 Qingdao Hundred Days Store Consumption Season" for 100 days.

Zhang Dawei, chief analyst of Zhongyuan Real Estate, pointed out that the one-day tour policy reflected the expectation of local rescue, and Qingdao became the sixth city to introduce the "one-day tour" policy. The policy of restricting sales and purchases was only relaxed for three days, and then the recovery policy was introduced.

According to the incomplete statistics of the paper, up to now, six cities, including Zhumadian City, Guangzhou City, Baoji City, Jinan City, Haining City, Zhejiang Province and Qingdao City, Shandong Province, have successively revised, deleted or cancelled the policies of relaxing real estate regulation and control, and the property market policies in various places are now "one-day tours".

As can be seen from the policies of modification, deletion or cancellation, the policies of Zhumadian City and Baoji City all mention "reducing the down payment ratio of the first home loan"; The policies of Jinan and Haining mentioned "loosening the purchase restriction"; Qingdao's policy mentions "time-limited relaxation and limited sales"; Guangzhou's policy is considered to be to lift the ban on "class housing".

Zhang Dawei pointed out that the content of the loosening policy varies from place to place, but as long as the media reports intensively, it has been revoked. This represents that although the property market has one city and one policy, the policies introduced by various localities for the local property market are still too arbitrary, and some policies obviously touch the bottom line of the policy and violate the principle of not speculating on housing. Under the epidemic situation, the macro-economic changes and severe real estate regulation in the past should indeed be adjusted, especially under the principle of staying in the house and not speculating, and introducing certain policies for the just-needed and improved ones will neither violate the principle of property market regulation nor have much impact on the market. However, policies such as Haining's purchase restriction and loosening do have the suspicion of encouraging real estate speculation.

Talent policy has become another window for the regulation of the property market.

Insiders pointed out that in the short term, the recovery of real estate policy is basically due to the excessive fine-tuning power, which is a policy to stimulate the market rather than stabilize the market. In addition, the real estate policy is basically to save enterprises rather than save the market. However, the talent policy has also become a window of real estate policy regulation.

In the opinion, Shenyang completely cancels the restrictions on the settlement of talents, and seven types of qualified personnel in Shenyang will be able to settle in Shenyang.

On April 1, Hangzhou also began to implement the policy of giving priority to high-level talents to purchase the first set of housing. According to the regulations, the recognized Class A talents can buy the first house in Hangzhou without shaking the number; The recognized B, C, D, E talents and qualified talents at the corresponding level can be given priority in buying the first house in Hangzhou.

Sanya subsidizes buying and renting houses. Insiders pointed out that from the perspective of future development, the talent policies of most cities in China only consider attracting talents by lowering the threshold, while most cities have no measures to retain talents. In this case, many people are attracted by property buyers, and there may even be the possibility that real estate speculators use the talent policy to buy houses in different cities.

Xu Xiaole, chief market analyst of RealData, also pointed out that the competition in cities is essentially the competition of talents. Only by providing good software and hardware conditions for talents to innovate and start businesses is the core competitiveness of cities. The policy of encouraging talents to buy houses and activate the market has little effect in fact.
