Notice of the State Oceanic Administration on printing and distributing the Interim Measures for the administration of marine information work

Article 1 These Interim Measures are formulated to strengthen marine information work, gradually realize the standardization, institutionalization and scientific management of marine information work, continuously improve the quality of marine information, better serve the decision-making and guidance of leaders at all levels, and promote the development of marine work and marine undertakings. Article 2 The marine information work system is the basis of marine information work. The scope of this working system includes all units (departments) of the bureau and the marine departments (bureaus) of coastal provinces, autonomous regions, municipalities directly under the central government and cities with separate plans. Article 3 The Information Office of the State Oceanic Administration shall be responsible for the daily management and work guidance of this work system. Responsible for organizing information liaison training, information work experience exchange and major information research. Article 4 The Information Office of the State Oceanic Administration is responsible for organizing the submission of major marine work information, and providing guidance and feedback on information submission according to the information needs of the General Office of the State Council and the key work of the State Oceanic Administration. Article 5 All units participating in this work system shall be clearly in charge of leaders and competent departments of information work to ensure smooth working channels; And assign an information liaison officer (two in each unit) to take charge of this work. All units shall provide necessary working facilities and conditions for information liaison officers. Article 6 Information liaison officers shall work under the guidance of the competent information department (leader) of their own units. The main responsibilities are: responsible for the collection, compilation, submission and storage of reported information, and organizing and coordinating the work of the marine information work system of the unit. Article 7 With the consent of the leaders of the unit, information liaison officers may attend important meetings of the unit as nonvoting delegates, participate in relevant major activities, keep abreast of the work situation, master the work trends, compile information and provide clues for news reports. Eighth important information submitted by the information liaison must be examined and issued by the leaders of the competent department; When necessary, report to the leader of the unit for review and issuance. Article 9 Information liaison officers shall regularly submit information to the Information Office of the State Oceanic Administration. Submit work dynamics and overall situation at least once a month; Urgent, important and unexpected events shall be submitted at any time, and shall not be omitted or delayed. Tenth information submitted by the information liaison must be true and reliable, seeking truth from facts, and the examples, figures and units in the information should be accurate. The Information Office of the State Oceanic Administration shall pay the information fee according to the publication and use of the information submitted by the information liaison and the quality and quantity of the information. Article 12 The reward system shall be implemented in marine information work, which shall be assessed by the Information Office of the State Oceanic Administration: units and information liaison officers who attach importance to information work and have made remarkable achievements shall be commended and rewarded regularly; Commend and reward good information with important value and excellent editing and processing 1-5 articles (articles) every quarter; Where the marine information is selected by the Secretariat of the General Office of the Central Committee, the Secretariat of the General Office of the State Council, the Central Policy Research Office and the Research Office of the State Council, the author or information provider will be given a one-time reward at the end of the year (the specific reward measures will be determined separately). Thirteenth encourage other marine workers except information liaison to provide timely, true and reliable marine information and news clues to the Information Office of the State Oceanic Administration, and uniformly implement them in accordance with the paid management system and reward system.
