Chaohu North Outer Ring Construction Project crosses Chaozhe Road at K2+300. In the cast-in-place construction of beam and slab, the cast-in-place beam support frame must be erected on the road surface of Chaozhe Road. In order to ensure the normal traffic of Chaozhe Road (provincial highway S208) and ensure the construction of overpass bridge and road traffic safety, these measures are formulated in accordance with the Road Traffic Safety Law and its implementing regulations, the Technical Regulations for Highway Engineering Construction Safety and other laws and regulations, combined with the technical scheme and requirements of engineering construction.
I. Safety facilities and settings
The construction of cast-in-place beam across the bridge needs full support. In order to ensure the normal traffic operation of provincial highway S208, two passages (clearance of 4.5× 4.5m) are reserved at Chaozhe section of Shangdaokou to facilitate the two-way traffic of ordinary vehicles. Brackets at the passage all adopt Bailey composite structural members as bearing supports of cast-in-place beams. The service time of the channel is about 3 months.

3. Protective device. Four vehicle height limit and width limit doors (calibrated height limit of 4.3M and width limit of 4.0M) are respectively set at 30M outside the passage, and flashing warning lights are installed.
4. deceleration device. Five lanes of vehicle deceleration barriers are set at the outer side of the passage 5 ~ 50m, respectively, to reduce the speed of vehicles, so as to ensure that vehicles can smoothly pass through the height and width limit doors and passages.
5. Traffic signs. Within the range of oncoming direction 1km on both sides of the bridge site, traffic signs such as slow driving of construction vehicles ahead, speed limit of 20, speed limit of 5 and no overtaking shall be set according to the specifications. Set up guide signs and no-reversing signs at appropriate positions in front of the passage area to ensure that vehicles and pedestrians pass through the passage in an orderly manner.
7. Standardize the construction. Draw the setting scheme of safety protection facilities for cast-in-place beam construction of Chaozhe road bridge, to ensure that the above safety facilities meet the requirements and are easy to manage.
8. Isolation measures. In the traffic area, two-way traffic routes are isolated with concrete isolation piers to ensure that two-way traffic vehicles and pedestrians go their own ways.
9. Interim measures. Equipped with a certain number of mobile traffic signs and road construction signs for temporary road closure and diversion.
10, special items. Two sets of signal flags and two sets of night signal lights are provided for traffic maintenance personnel to direct and guide road traffic.
Second, traffic safety and site management
1, equipped with 8 full-time traffic maintenance personnel with strong sense of safety and responsibility, 1 designated shift workers, and implemented a 24-hour traffic safety duty system. 2, traffic maintenance personnel should be trained before mount guard. 3, traffic maintenance personnel responsibilities:

6, vehicles and pedestrians traffic regulations:
(1) When machinery, vehicles and pedestrians pass through the passage, they should follow the prescribed route and not drive in the opposite direction.
(2) All ultra-high and ultra-wide vehicles are prohibited, and the absolute safety of cast-in-place beams must be ensured.
(3) The speed of motor vehicles passing through the passage shall not exceed 5 kilometers per hour.
(4) When there are many vehicles and pedestrians, the personnel on duty should organize and direct orderly traffic.
(5) Under special circumstances, you should contact the traffic police and the road administration department to ask for help, guidance and support.
Three. Handling of emergency in passage area
In any of the following circumstances, the traffic maintenance personnel on duty shall be increased or fully employed:
1. When there is a serious traffic jam in the traffic area, other traffic maintenance personnel should actively cooperate with the personnel on duty, do their best to divert traffic in time, and pay attention to observe the scene dynamics to prevent accidents.
2, when an accident, affecting road traffic, construction safety, the personnel on duty should be timely and decisive disposal. According to the severity of the incident and the development of the situation, report the case to the public security department in time, request the assistance of the traffic police department, truthfully report the basic situation of the incident to the superior leaders, and protect the news discovery site.
3, in case of overrun (super-high, super-wide) vehicles, can't pass through the channel, should designate a person to guide through the emergency channel (emergency channel road map attached).
4. When the over-limit vehicle forcibly passes through the passage, the traffic maintenance personnel should do a good job of patient persuasion and pay attention to civilized language, and shall not insult or insult the driver and passengers. If you know that you can't get through and don't listen to dissuasion, you must call the police immediately.
5. When the safety facilities are damaged, the parties (vehicles) must be required to pay compensation. The license plate number of the hit-and-run vehicle should be confirmed and reported to the traffic police department for compensation.
6. When other emergencies occur in the passage area, they should immediately report to the superior, do a good job of on-site protection, and start the emergency rescue plan according to the emergency rescue procedure.
