In order to conscientiously implement the important instructions of Minister Xu, Vice Minister Lu Xinshe and Vice Minister Wang Min on promoting the clustering and industrialization of geological data information services, strengthen the management of geological data, and improve the service level and comprehensive service ability of geological work for economic and social development, the Ministry of Land and Resources took a number of measures to actively promote it in the first half of this year, so as to prepare for the comprehensive clustering and industrialization of geological data information services next year. According to the instructions of the leaders of the Ministry, the progress of promoting the clustering and industrialization of geological data information services is hereby notified as follows.

I. Main Work Situation

(1) Give play to the typical demonstration role of Shanghai experience and promote the development of national work.

Since last year, Minister Xu has repeatedly stressed the need to promote the clustering and industrialization of geological data information services. At the beginning of this year, he made important instructions in the Report on Promoting the Clustering and Industrialization of Geological Information Services submitted by Shanghai Municipal Bureau of Planning and Land Resources. In order to give full play to the exemplary role of Shanghai's experience, our department will send a copy of the reply of Shanghai Planning and Land Resources Bureau to the administrative departments of land and resources of all provinces (autonomous regions and municipalities). The reply requires the Shanghai Municipal Bureau to strengthen leadership, carefully organize and boldly explore, and provide useful experience for promoting national work; At the same time, it is clear that the clustering and industrialization of geological data information services will be carried out nationwide next year, and the administrative departments of land and resources of all provinces (autonomous regions and municipalities) are required to incorporate the clustering and industrialization of geological data information services into the main process of land and resources administration and the financial security system of land and resources, and formulate plans in light of the actual situation to lay the foundation for comprehensively promoting this work next year.

(2) Organizing special research and deploying pilot projects.

Implement the State Council's decision on strengthening geological work, and complete the project demonstration of "Geological Data Development and Utilization Project" with the goal of establishing geological data information data center. The project has been included in the national domestic demand expansion project reported by the Ministry of Land and Resources, and the planning department of the Ministry has been reported to the National Development and Reform Commission for review. With the consent of the leaders of the contracting departments, the "Special Study on Clustering and Industrialization of Geological Data Information Services" was included in the soft science research plan of the Ministry of Education in 2009.

In order to gain time, the department of mineral resources and reserves of the Ministry adopted the method of starting research at the same time as the project was established. The Oil and Gas Center of the Organization Department, the Information Center of the Ministry, the China Land and Resources Economic Society, the National Geological Archives and other units have formulated research plans to promote the clustering and industrialization of geological data information services. Determine the departments of land and resources (Planning Bureau of Land and Resources) of five provinces (cities) in Shanghai, Shandong, Hubei, Hunan and Qinghai as pilot units, carry out work first and sum up experience.

(3) In-depth study and thorough investigation

My department visited Shanghai, Jiangsu, Anhui, Hubei, Guizhou and other provinces (cities) on the spot, summed up four experiences of Shanghai in promoting the clustering and industrialization of geological data information services, investigated and understood the present situation and existing problems of geological data management in other provinces, and discussed the solutions. The investigation reports in Shanghai, Anhui and Hubei provinces were affirmed by Minister Xu and Vice Minister Wang Min.

Organize and complete a thorough investigation of the institutions, personnel and financial guarantee of the National Geological Archives. The survey results show that among the 33 collection institutions in China, only 1/3 is an independent unit, and the others are internal institutions that work together or belong to other units; Only1/3 has more than 5 employees in the collection agency; Only 1/5 of the financial allocation of the collection agency can meet the daily work needs. Weak support.

The management of physical geological data in this country was thoroughly investigated.

(four) held a seminar to strengthen publicity and guidance.

On June 9th and June 2nd/KLOC-0 to 22nd, our department organized seminars attended by 13 provincial administrative departments of land and resources, geological data collection agencies, national geological archives, physical geological archives, institutions directly under some ministries, universities and three major oil companies. The core topics were how to give full play to the role of geological data information and how to promote the clustering and industrialization of geological data information services. Through discussion, the position and function of geological data management and the idea of promoting reform are further studied. In order to summarize and popularize Shanghai's experience, China Land and Resources Newspaper has carried out a series of special reports to guide and promote local work.

Second, the preliminary results of the work

(a) to improve the understanding of the importance of clustering and industrialization of geological data information services, and firmly establish a sense of service.

1) Promoting the clustering and industrialization of geological data information services is an important measure to implement Scientific Outlook on Development and a major reform of mining administration. Mining administration management emphasizes the high unity of management and service. Under the guidance of Scientific Outlook on Development, it is the need of comprehensive, coordinated and sustainable development to do well the geological data information service.

2) Promoting the clustering and industrialization of geological data information service is the fundamental measure to solve the problems existing in geological data management. It is a major change in the traditional service concept, service mode and service ability.

3) Promoting the clustering and industrialization of geological data information services is conducive to the close combination of geological work and economic and social development, making geological work more actively serve social and economic development and improving the social status and social influence of geological work; It is conducive to supporting the information management mode and improving the service ability to the public; It is beneficial to avoid repeated investment in geological work and reduce the waste of social investment; It is conducive to promoting the construction of geological data collection institutions and improving the current situation of weak personnel and insufficient funding guarantee in collection institutions.

4) Promoting the clustering and industrialization of geological data information service is an arduous and time-consuming task, which should be promoted step by step. First of all, to ensure the correct direction of clustering and industrialization of geological data information services, we must clearly understand that industrialization is not commercialization and firmly establish the guiding ideology centered on public services. Secondly, it is necessary to have a unified platform construction and industry standards, guide the clustering and industrialization of geological data information services, and ensure that the "two-oriented" work of geological data information services is feasible.

(B) a preliminary clear basic positioning and connotation extension

Geological data information is a public product, and geological data information service is a public service. The clustering and industrialization of geological data information services are not commercialized and cannot be for profit. To promote the clustering and industrialization of geological data information services, it is necessary to establish a public welfare management system, promote the industrialization development with public welfare services, and explore effective rights and interests protection measures to ensure the healthy development of geological data information service industrialization.

The clustering of geological data information service is to collect different geological data information, sort it out according to standards and then integrate it, so that the information reflecting objective laws is constantly updated and more in line with reality. At present, the main task is to promote clustering.

The industrialization of geological data information service is the productization of geological data information, which produces a variety of series of information products through clustering and provides technical support, decision-making consultation and other services for different industries. At the same time, it is necessary to explore the establishment of a system, customize different information products according to users' needs, promote the deep processing of geological information products, provide differentiated and diversified services to the maximum extent based on geological information service products, expand service fields, and gradually form an industrial chain of geological information services to promote the development of related industries.

(3) Preliminary exploration of working mechanism

1) Service-centric mechanism. Shanghai Planning and Land Resources Bureau puts the improvement of service ability and level in the first place, defines geological data information service as public welfare service, and organizes effective government investment to do a good job in service. The administrative departments of land and resources of provinces (cities, districts) should firmly establish a service-centered ideological mechanism when promoting the clustering and industrialization of geological data information services, and closely combine the clustering and industrialization of geological data information services with regional economic and social development and regional economic and social sustainable development.

2) Government-led work promotion mechanism. The main leaders of Shanghai Municipal Bureau of Planning and Land Resources attached great importance to it, made it clear that informatization was the top project, and the relevant functional offices coordinated the implementation, while Shanghai Geological Survey Institute and Geological Archives were responsible for the construction, forming a promotion mechanism of government-led, coordinated implementation of functional institutions-relying on unit construction-socialized utilization. Considering the weak supporting capacity of the existing geological data collection institutions in China, the administrative departments of land and resources of all provinces (autonomous regions and municipalities) will establish a team with geological data collection institutions and information engineering majors as strong supporting institutions next year.

3) Financial and technical guarantee mechanism. Summarizing the experience of geological data information service in Shanghai and other five cities, bringing the "two-oriented" work of geological data information service into the main process of land and resources administration and the financial security system of land and resources, and striving for financial support from all sides is the key to the smooth progress of the work. Shanghai Planning and Land Resources Bureau has allocated more than 40 million yuan for the development and utilization of geological data in the past four years, and plans to allocate 45 million yuan for the clustering and industrialization of geological data information services in the next three years. Professional technical support, strong financial guarantee and good management mechanism are important contents of Shanghai experience. On May 20th, Vice Minister Wang Min, on behalf of our Ministry, held a handover ceremony with the Shanghai Municipal Government for the results of three-dimensional urban geological survey, and handed over the results of clustering and industrialization of geological data information services to the Shanghai Municipal Government in time for the whole society to use.

Third, the next work arrangement

1) complete the research on promoting the clustering and industrialization of geological data information services, and put forward the national deployment plan, platform construction and technical standards for next year.

2) Cooperate with relevant departments to track and promote the establishment of the project, and provide financial guarantee for the establishment of the National Geological Data Center.

3) Strengthen the guidance to the pilot units and provide experience for promoting the clustering of different types of geological data information services nationwide next year.
