The enterprise manager has more than 10 years of engineering management experience or has a senior title; The chief engineer has more than 10 years experience in construction technology management and has a senior title; The chief accountant has a senior accounting title; The chief economist has a senior title.
There shall be no less than 180 engineering, technical and economic managers with professional titles in the enterprise; Among them, there are not less than 120 engineers and technicians in wired communication, wireless communication, computer network, communication power supply and other fields. Among professional engineers and technicians, there are no less than 10 people with senior titles and no less than 60 people with intermediate titles.
The enterprise shall have at least 15 project managers with first-class qualifications.
3. The registered capital of the enterprise is over 30 million yuan, and the net assets of the enterprise are over 40 million yuan.
4. The project settlement income completed by the enterprise in the last three years is more than 654.38+0.5 billion yuan.
5. The enterprise has construction machinery and quality inspection equipment suitable for the scope of contracted projects.
Secondary qualification standard:
1. In recent five years, the enterprise has undertaken more than five of the following seven general contracting projects, and the project quality is qualified:
(1) Long-distance lines are more than 400 kilometers or local network optical cable lines are more than 654.38+10,000 kilometers or local network optical cable lines are more than 1000 kilometers and communication pipeline projects are more than 500 holes;
(2) More than 654.38 million telephone exchanges were completed annually;
(3) Complete more than four satellite earth station projects within one year;
(4) Complete more than 40 mobile communication base station projects every year;
(5) Complete the microwave communication project of more than 800 kilometers every year;
(6) Complete the installation and debugging of more than 60 transmission equipment within one year;
(7) Complete data communication and computer network projects with more than 8 nodes within one year.
2. The enterprise manager has more than 8 years working experience in project management or has an intermediate title; The technical director has more than 8 years of experience in construction technology management and has a senior title; The person in charge of finance has an intermediate or above accounting title.
There shall be no less than 100 engineering, technical and economic managers with professional titles in the enterprise; Among them, there are not less than 60 engineers and technicians in wired communication, wireless communication, computer network, communication power supply and other fields, including not less than 5 professionals with senior titles and not less than 30 professionals with intermediate titles.
The enterprise shall have no less than 10 project managers with secondary or above qualifications.
3. The registered capital of the enterprise is more than150,000 yuan, and the net assets of the enterprise are more than 20 million yuan.
4 enterprises in the past three years the highest annual project settlement income of more than 80 million yuan.
5. The enterprise has construction machinery and quality inspection and testing equipment suitable for the scope of contracted projects.
Level 3 qualification standard:
1. In the past five years, the enterprise has undertaken more than three of the following five general contracting projects of communication engineering, and the engineering quality is qualified:
(1) The long-distance line is more than 200 kilometers or the local network optical cable line is more than 50,000 pairs kilometers or the local network optical cable line is more than 500 kilometers and the communication pipeline project is more than 200 holes kilometers;
(2) Complete more than 50,000 telephone exchange projects every year;
(3) Complete more than 40 mobile communication base station projects in one year;
(4) Complete the installation and debugging of more than 30 transmission equipment within one year;
(5) Complete data communication and computer network projects with more than 5 nodes within one year.
2, the enterprise manager has more than 5 years of engineering management experience or intermediate above title; The technical director has been engaged in construction technical management for more than 5 years, and has intermediate or above titles; The person in charge of finance has an accounting title above the junior title.
There are not less than 50 engineering, technical and economic managers with professional titles in the enterprise; Among them, there are not less than 30 engineers and technicians specialized in cable communication, computer and communication power supply, including not less than 3 professionals with senior titles and not less than 15 professionals with intermediate titles and above.
The enterprise shall have at least 8 project managers with three or more qualifications.
3. The registered capital of the enterprise is more than 8 million yuan, and the net assets of the enterprise are more than100000 yuan.
4. The highest annual settlement income of the enterprise in the past three years is more than 50 million yuan.
5. The enterprise has construction machinery and quality inspection and testing equipment suitable for the scope of contracted projects.
Application materials Enterprises applying for qualification shall submit written application materials as required, and at the same time submit an electronic document application (application form for qualification of construction enterprises) on Fujian Construction Information Online. The written material "Application Form for Qualification of Construction Enterprises" should be completely consistent with the contents of electronic documents.
Enterprises to apply for qualification, according to the requirements to submit written application materials at the same time, in Fujian construction information online at the same time to submit an electronic document application form (construction enterprise qualification application form), written materials "construction enterprise qualification application form" content should be completely consistent with the electronic document content.
Enterprises applying for qualification shall provide the Application Form for Qualification of Construction Enterprises (including electronic documents) in quadruplicate, with one set of attachment materials. Involving the qualifications of railway, transportation, water conservancy, information industry, civil aviation and other professional departments, each professional department shall add 2 copies of the Application Form for Qualification of Construction Enterprises and the attached materials 1 set. The qualification acceptance organ is responsible for checking the original materials provided by the enterprise, which shall be kept by the enterprise itself. The attached materials are arranged and bound in the order of "comprehensive data, personnel data and engineering performance data", and the specifications are A4(2 10×297mm) paper, and the general catalogue and instruction manual are marked with page numbers. Professional title certificate, identity certificate and endowment insurance certificate of unregistered professional and technical personnel required by the qualification standards of construction enterprises; 3. Some qualification standards require enterprises to have professional title certificates, identity certificates and endowment insurance certificates of special professional and technical personnel, and should also provide corresponding certificates and certification materials that reflect the specialty; 4. The subcontracting enterprise shall provide the post certificates and identity certificates of the personnel required by the standards.
(3) Engineering performance data (not provided when applying for the lowest level qualification) (Volume III)
1, engineering contract, bid-winning notice; 2, in line with the provisions of the state completion acceptance list (record) or quality inspection data; 3, the above information can not reflect the technical indicators, but also provide engineering photos, drawings, project final accounts, etc. Reflect the requirements of technical indicators.

1, enterprise reorganization, division and merger plan (including the division of assets, personnel and project performance between the new enterprise and the original enterprise); 2, enterprise restructuring, division, merger approval documents or resolutions of the shareholders' meeting or workers' congress; 3, enterprise restructuring, division should provide the financial statements and statistical statements of the enterprise in the first three years of restructuring and division; 4, enterprise merger should provide the financial statements and statistical statements of each enterprise in the three years before the merger and the latest consolidated statements; 5.
