These regulations do not apply to the management of military dogs, police dogs and strong dogs kept by zoos, scientific research institutions, performing arts groups and other units due to specific work needs.
Article 3 The municipal, district and county (city) people's governments shall be responsible for organizing the implementation of these Regulations.
The public security organ is the competent authority of dog management, responsible for dog registration and annual inspection of dog license, and investigating and dealing with unlicensed dog raising, illegal dog taking out, and taking in stray dogs.
The animal husbandry and veterinary administrative department is responsible for the immunization and quarantine of dogs.
The administrative department in charge of urban construction management is responsible for investigating and dealing with the behavior of selling dogs along the street without a license and the behavior of destroying the city appearance and environmental sanitation because of raising dogs.
The health administrative department is responsible for the management of rabies vaccine injection and the diagnosis and treatment of rabies patients.
Industry and commerce, finance, price, transportation, civil affairs and other departments shall, in accordance with their respective responsibilities, do a good job in dog management. Fourth residents' committees and villagers' committees shall assist the relevant administrative departments to do a good job in dog management; Organize publicity and education activities to raise dogs in accordance with the law and civilization. Residents' committees and owners' committees of residential areas may convene residents' meetings and owners' meetings, formulate conventions or articles of association on dog-raising matters according to law, and supervise their implementation.
Fifth dog industry associations should strengthen industry self-discipline and assist the relevant administrative departments to do a good job in dog management.
Article 6 Raising a dog shall not harm the legitimate rights and interests of others and public interests; The legitimate rights and interests of dog owners are protected according to law.
Seventh any unit or individual has the right to report and complain about illegal dog-keeping.
The public security organ shall publish the telephone number, email address and email address for accepting reports and complaints, and shall register and deal with them in time after receiving them.
Article 8 The area within the Third Ring Road of this Municipality is the key management area for raising dogs; The area outside the Third Ring Road of this city is the general management area of dog raising. The relevant district and county (city) people's governments may, according to the specific circumstances of streets, towns and population gathering within their respective administrative areas, designate key dog management areas within the general dog management areas and report them to the Municipal People's Government for the record.
Every household in the key management area is allowed to raise dogs, and it is not allowed to raise strong dogs or large dogs. The specific breed, height and length standards of dogs are prohibited, which shall be determined by the municipal public security organ in conjunction with the municipal animal husbandry and veterinary administrative department and announced to the public.
Dogs are generally allowed for every household in the general management area. Ninth dog license and annual inspection system. No unit or individual may raise a dog without permission and annual inspection.
Article 10 A dog owner shall take the dog to a pet clinic recognized by the animal husbandry and veterinary administrative department for health check-up, inject rabies vaccine, and obtain a pet health immunity certificate within 0/5 days from the date of obtaining the dog. Animal disease prevention and control institutions shall inform dog owners of the effective period of immunization and the time for re-injection of rabies vaccine.
The pet health immunization certificate is uniformly printed by the animal husbandry and veterinary administrative department.
Eleventh dog owners shall, after obtaining the certificate of pet health and immunity, bring relevant materials to the local police station to apply for a dog license. The police station shall be completed within fifteen working days, and the dog license and dog license shall be issued to those who meet the conditions of raising dogs. Those who raise puppies shall apply for a dog-raising license within 30 days of the dog's full three months.
Dog tags, dog tags and other dog signs are uniformly printed or set by the municipal public security organs.
Twelfth dog license annual inspection, dog owners should produce valid dog license and pet health and immunity certificate at the annual inspection.
The time, place and requirements for the annual inspection of the dog license shall be announced by the public security organ.
Thirteenth dog management fees system. The specific charging standards shall be determined by the Municipal People's Government according to law.
Fourteenth dog reception centers set up by the municipal public security organs are responsible for receiving abandoned dogs, dogs without owners and confiscated dogs.
Except for confiscated dogs, dogs can be claimed within ten days from the date of taking them in. If it is unclaimed for more than ten days, it can be adopted by people with feeding conditions. If there is no adoption, it can be handled by the public security organ according to law.
Fifteenth dogs died or disappeared, dog owners should go through the cancellation procedures at the original licensing authority. If a dog owner really needs to give up his dog for some reason, he shall promptly send the dog to the dog reception center and go through the cancellation procedures with the original licensing authority.
If the dog owner transfers the dog to others, the assignee shall go through the registration of change with the original licensing authority within 15 days from the date of transfer.
Dog owners who lose their dog license shall apply to the original licensing authority for a replacement within 15 days from the date of loss. Sixteenth dog owners shall abide by the following provisions in key dog management areas:
(1) Except blind people carrying guide dogs, dogs are not allowed to enter kindergartens, schools, hospitals, children's activity places, parks, squares, memorial places, restaurants, shops, exhibition halls, theaters, stadiums, playgrounds, airports, waiting rooms and other public places.
(two) dogs are not allowed to take public transport other than small taxis. When taking a small taxi with a dog, the driver's consent shall be obtained.
(3) If a dog can take the elevator according to the convention or statute, it shall take the initiative to avoid others and take effective protective measures to prevent disturbing others.
(4) Dogs should be chained and hung with dog tags when going out, led by people with full capacity, and take the initiative to avoid others.
(five) the feces excreted by dogs outdoors shall be removed immediately.
(six) dogs are not allowed in public parts of residential areas.
(seven) shall not abuse or abandon dogs.
(eight) the dead dog shall be sent to the designated place in time, and shall be treated harmlessly under the supervision of the supervising agency for animal health, and shall not be abandoned or buried at will.
(9) Effective measures should be taken to prevent dogs from interfering with the normal life of others.
(ten) to fulfill other obligations of raising dogs.
Seventeenth dogs hurt others, dog owners should immediately send the injured to medical institutions for diagnosis and treatment, and bear civil liability according to law. For dogs that are injured or suspected of suffering from rabies, dog owners shall send them to the dog reception center set up by the public security organs for inspection by the animal disease prevention and control institutions. If you are diagnosed with rabies, you should treat it harmlessly.
Eighteenth civil dog rescue organizations established according to law shall not engage in dog business activities.
Nineteenth in violation of the provisions of Article 10 of these regulations, dogs are not given rabies vaccine, and the supervising agency for animal health shall order them to make corrections and give them a warning; Refuses to correct, handled by the supervising agency for animal health, the required handling costs shall be borne by the dog breeder, and a fine may be imposed on 500 yuan.
Article 20 In violation of the provisions of Article 11 of these regulations, if a dog-raiser fails to apply for a dog-raising license, the public security organ shall order him to make it up within a time limit, and if he fails to do so within the time limit, he shall be fined in 500 yuan; If a dog is kept without a license, its dog shall be confiscated and a fine of more than 2,000 yuan from 500 yuan may be imposed. Confiscated dogs shall be dealt with by public security organs according to law after the decision of confiscation of administrative punishment takes effect.
Twenty-first in violation of the provisions of the provisions of article sixteenth, one of the following acts, by the public security organs at more than fifty yuan to two hundred yuan fine:
(1) Bringing dogs into public places that are forbidden to enter;
(two) carrying dogs on public transport other than small taxis.
Article 22 In violation of Item (5) of Article 16 of these Provisions, if a dog owner fails to immediately remove the feces excreted by the dog outdoors, the administrative department in charge of urban construction management shall order it to make corrections and impose a fine of 50 yuan.
Twenty-third in violation of the provisions of this Ordinance, refuse or hinder the staff of state organs to perform their duties of dog management according to law, in violation of the relevant provisions of the People's Republic of China (PRC) Public Security Administration Punishment Law, shall be punished by the public security organs according to law; If a crime is constituted, criminal responsibility shall be investigated according to law.
