With the mission of weaving "China Ballistics" and interpreting "China Jianfa" with sincerity, Qiu, a famous professional leader of strategic missile combat application, founder of conventional missile combat application research and former researcher of the Second Artillery Equipment Research Institute, completed his 69-year-old sword control career on October 29th, 2009. In the middle summer of 2009, in a quiet ward in the western suburbs of Beijing, Qiu, who was suffering from terminal lung cancer, enjoyed the congratulations sent by his disciples: the new generation of combat application system he developed passed the evaluation and acceptance of the expert group.

With the success of strategic missile development, the informationization of strategic missile operations has entered the agenda of national strategy. During the period of 1975, China was at the end of the "ten-year catastrophe", and there were very few people who mastered missile expertise. As one of them, Qiu was transferred to a research institute of the Second Artillery Corps and entered the core of this research field. In front of him is an uncultivated land.
In Beijing, Qiu is launching a key battle on the Long March. This time, the Central Military Commission listed "Strategic Missile Operational Application Research" as a major scientific research project, and organized nearly 1,000 scientific researchers across the country to jointly tackle key problems, with Qiu as the technical director. Through all the hardships, he led the team to overcome eight core technical difficulties, obtained more than 40 key achievements, and compiled China's first Strategic Missile Operation Manual. In the dusty archives, the appraisal of the authoritative expert group at that time was recorded: "The research on the operational application of strategic missiles is a worldwide problem and has reached the international advanced level."
For the sake of confidentiality, the superior leaders decided not to participate in any awards for this achievement. However, the relevant departments at the headquarters made an exception and held a secret celebration for this achievement.
With the advent of the computer age, Qiu turned his attention to computer data processing. In more than two years, he led the team to complete the research and development of the "missile combat application system" based on the computer platform, which realized the rapid optimization of all factors and improved the operation speed by dozens of times. From the draft on the desk to the keyboard operation in the computer room, this is a small step at hand, but it is a big step for military operations to enter the computer age.

This is a very challenging and arduous task, involving systematics, operational research, engineering, optoelectronics, machinery, network and other disciplines 10. Three years later, he calculated millions of groups of data with only four to six decimal places, and the calculation accuracy was improved by two orders of magnitude. It is Qiu's professional sentiment to stick to being seduced by honor and fame and not distracted by self-interest all his life. He has been shortlisted as an effective candidate for China Academy of Engineering twice, but both failed, because most of the topics are "state secrets" to assist high-level decision-making, resulting in the selection committee knowing little about his core value and significance.
Every time he lost the election, Qiu smiled indifferently and focused on the next topic. This smile is indifferent to fame and fortune, open-minded and without desire.
Qiu's "learning from others" is more reflected in his willingness to be a ladder. Among his disciples, whether Pan Xiaoshan, who has become a mainstay, Chang Cun, a new generation leader who has leapt to the forefront, or Xiao Rong, a rising female disciple, all completed the jump of "standing on Qiu's shoulder".

In late autumn and October of 2009, autumn came to the end of life. He called his wife Zhao Qingyun to bed and left his last words: "I have been very happy all my life. In the old society, I couldn't afford to go to school. After the founding of the People's Republic of China, I was fortunate to be the first batch of primary school students in my hometown. I couldn't afford to go to college after graduating from high school, but I was lucky enough to be sent to a military school to study. After the successful development of missile weapons, my comrades-in-arms and I were fortunate enough to establish a missile combat application major. After so much, I am very lucky to stand here today, and I am very satisfied ... "
