3. Abide by relevant national laws and regulations and professional ethics, obey management, consciously accept supervision, have no bad records, and have not been listed as the person who has lost his trust.
4. Non-serving civil servants and staff of non-participating public institutions.
5. Healthy and competent for bid evaluation (China Academy of Sciences, academicians of the Academy of Engineering, special professionals at home and abroad, and well-known experts enjoying special allowances from the State Council, regardless of age).
Second, the preliminary examination process
1, qualification examination. The preliminary examination unit shall, according to the conditions for experts to declare, review the Application Form for Bid Evaluation Experts in Henan Province and the copies of relevant certificates submitted by the applicant to determine whether they meet the qualifications for experts to declare.
2. Integrity review. Check whether the contents of the application form are complete, including: the application form is complete, the work experience, work performance and monograph expertise are complete, the personal commitment signature and company seal are complete, and vacant and hand-filled materials will not be accepted.
3, professional classification audit. According to the Standard for Professional Classification of Bid Evaluation Expert Database (version 20 18) and the work experience, performance, professional title and qualification certificate provided by the applicant, the applicant's application for expert classification is examined to determine whether it meets the requirements.
4. Check the data. The applicant and the applicant shall be responsible for the authenticity of the application materials; The preliminary examination unit shall check whether all copies attached to the application form are consistent with the original, and whether the copies are consistent with the contents filled in the application form; Does the application form include a copy of qualification certificate, professional title certificate and academic certificate?
5. Preliminary comments. For those who pass the preliminary examination, the preliminary examination unit shall fill in the preliminary examination opinions of the Application Form for Bid Evaluation Experts in Fujian Province and affix the official seal. If the preliminary examination fails, the applicant shall be informed to complete the materials or return the application materials as required.
Legal basis: Measures for the Administration of the Construction of Legal Expert Database Article 5 The legal expert database shall be composed of experts who meet the conditions stipulated in Article 4 of these Measures, and the total number of experts shall not be less than 20.
Experts in the legal expert database should be divided into different majors, including legal majors and urban construction, urban management, economic management, science, education, culture, health management and other majors.
The daily management of the legal expert database is responsible for the legal affairs office of the municipal government.
