Government information engineering projects invested by the government shall be included in the annual plan of government information construction, and financial funds shall not be arranged for projects not included in the annual plan of government information construction. The administrative department in charge of information industry shall, jointly with the development and reform and the financial department, organize the formulation of the annual plan for government informatization construction according to the development plan of e-government in the whole province, and report it to the people's government at the same level for approval before implementation.
For government information engineering projects with non-government investment, the construction unit shall report the relevant technical scheme to the administrative department of information industry for the record before the project construction. Eighth government investment in government information engineering projects should be subject to tender and government procurement, in accordance with the provisions of relevant laws and regulations. Ninth government information engineering design, construction and supervision in accordance with the relevant provisions of the state to implement the qualification grade system. Tenth design and construction units shall undertake the warranty of government information projects, and the warranty period shall not be less than two years from the date of completion and acceptance of the project. Eleventh government information engineering projects, must arrange a certain proportion of funds for the purchase of software and services, and should buy genuine software. Twelfth government information engineering construction should comply with national standards, industry standards and local standards. Thirteenth government information engineering construction shall comply with the provisions of the state and the province on information security; Where state secrets are involved, the state secrecy provisions shall be implemented. Fourteenth government information engineering projects with a total investment of more than 6.5438+0 million yuan shall be supervised, and projects without supervision units shall not be built.
The construction unit shall select the information engineering supervision unit with corresponding qualification grade through bidding. Article 15 For the projects listed in the annual plan of government informatization construction, the construction unit shall submit the completion report in time after the completion of the project, and the construction unit shall submit an application for acceptance to the administrative department of information industry, which shall organize the acceptance in conjunction with the development and reform and the financial department.
Government information engineering projects with non-government investment shall be accepted by the construction unit in conjunction with the administrative department of information industry. Sixteenth government information engineering projects can be put into use only after they have passed the acceptance test; If the acceptance is unqualified, the administrative department of information industry shall require it to improve within a time limit; Without acceptance or unqualified acceptance shall not be put into use. Seventeenth audit departments shall audit the use of funds for government information engineering projects invested by the government according to law. Eighteenth administrative departments of information industry shall, jointly with relevant departments, conduct irregular inspection and follow-up supervision and management of the quality and efficiency of government information engineering construction. Article 19 The implementation of the annual plan of government informatization construction shall be reported to the people's government at the same level by the administrative department of information industry in conjunction with the departments of development, reform and finance. Twentieth construction units in any of the following circumstances, when reporting the next year's government information engineering projects will not be arranged:
(a) the project included in the annual plan is not completed;
(two) the project included in the annual plan has been completed, and it has not applied to the administrative department of information industry for acceptance in time, or the acceptance is unqualified;
(three) the information engineering project has been specially audited, and the existing problems have not been implemented. Twenty-first construction units in violation of the provisions of Article 8, Article 9, Article 11, Article 12, Article 13 and Article 14 of these measures shall be ordered by the administrative department of information industry to make corrections within a time limit. During the correction period, the financial department suspended the allocation of project construction funds for government information projects invested by the government; If the circumstances are serious and cause heavy losses, the administrative responsibility of the main person in charge of the construction unit and other directly responsible persons shall be investigated in accordance with the relevant provisions. Twenty-second in violation of the provisions of Article fifteenth and Article sixteenth of these measures, the government information engineering project is put into use without acceptance or unqualified acceptance, and the administrative department of information industry shall order it to make corrections. If no correction is made within the time limit, the relevant departments shall give administrative sanctions to the directly responsible person in charge and other responsible personnel.
