Article 1 In order to strengthen the confidentiality of the publicity work of the group company, these Measures are formulated in accordance with the Law of People's Republic of China (PRC) on Guarding State Secrets, the Provisions on the Secrecy of Press and Publication, the Measures for the Implementation of the Law of People's Republic of China (PRC) on Guarding State Secrets and the Measures for the Administration of Secrecy of China Gezhouba Group Company.
Article 2 The publicity and secrecy work of the Group Company shall be under the leadership of the Party Committee and the secrecy committee of the Group Company, and shall be under the centralized management of the publicity and secrecy group of the Group Company.
Article 3 The purpose of publicity and confidentiality management of group companies is to keep state secrets and group company secrets in internal publicity, external publicity and publication of group companies, to ensure that the legitimate rights and interests of group companies and corporate image are not damaged, and to promote the reform, development and stability of group companies.
Article 4 The guiding principle of publicity and confidentiality management of group companies is to strengthen the confidentiality awareness of all employees and refine the confidentiality system, which not only protects state secrets and group company secrets, but also facilitates the normal publicity of group companies.
Article 5 The scope of application of these Measures is: the publication and distribution of newspapers, books, graphic materials and audio-visual products within the group company; Production and dissemination of radio, film, television and Internet; Publicity materials provided by group companies to mass media or overseas media.
Article 6. Confidential matters of public security work:
(1) Secrets in major decisions of the group company, including major project investment decisions, bulk materials and equipment procurement decisions, development strategy adjustments, etc.;
(2) The economic secrets of the group company, including the total assets, business plan, output value, bid winning, sales volume, profits, taxes paid and other computable financial data and economic information of the group company;
(3) The scientific and technological secrets of the group company, including the specific description of the scientific and technological projects of the group company, such as the establishment of the project, research progress, test data, research results and uses;
(4) Secrets in the external activities of the group company;
(five) the secrets in the construction of key projects of the group company;

Article 7 The news propaganda and reporting units, information providing units and their staff of the Group Company shall cooperate with each other, implement confidentiality laws and regulations, abide by the confidentiality system, and do a good job in news propaganda and confidentiality.
Chapter II Management Organization and Duties
Article 8 The publicity and confidentiality management of the group company shall be implemented by a two-level management system of the group company and its subsidiaries.
Article 9 The publicity and confidentiality professional group of the group company is fully responsible for the publicity and confidentiality management of the group company, and its specific responsibilities are:
(a) to implement the national guidelines, policies, instructions and regulations on the confidentiality of news publicity and publication;
(two) to carry out confidentiality education, enhance the confidentiality awareness of the publicity staff of the group company;
(3) To formulate rules and regulations on publicity and confidentiality of the Group Company and organize their implementation;
(four) to supervise and inspect the publicity and confidentiality work of the group company, and investigate and deal with the publicity and leakage incidents.
Article 10 The publicity professional secrecy group of the Group Company shall co-operate with the propaganda department organized by the Party Committee of the Group Company, be responsible for publicity and secrecy management of daily affairs, and organize and supervise the implementation of secrecy laws and regulations by all units.
Article 11 The secrecy committee of each unit is responsible for managing the publicity and secrecy work of its own unit, and its main responsibilities are: implementing various rules and regulations on the management of publicity and secrecy work of the Group Company; Organize the implementation of the rules and regulations on publicity and confidentiality management of the unit; Supervise and inspect the management of publicity and confidentiality work in this unit, and investigate and deal with leaks in publicity work.
Chapter III Management System
Twelfth units responsible for publicity work shall, in accordance with the national laws and regulations on confidentiality and these measures, establish and improve and strictly abide by the publicity and confidentiality management system.
Article 13 The unit responsible for propaganda work must implement the "two-trial system", and conduct self-examination on the contents to be published and publicized in accordance with the relevant confidentiality provisions to ensure that the secrets of the group company will not be leaked; If the contents involving the secrets of the group company are unclear, they shall be submitted to the publicity professional security group of the group company for approval.
Article 14 All units affiliated to the Group Company and employees of the Group Company must obtain the approval of the Propaganda Department of the Party Committee of the Group Company in advance when they are interviewed by the mass media and overseas media on work-related matters, and make records.
Article 15 All units and employees of the Group Company shall treat and properly handle interviews with mass media and overseas media, consciously safeguard the legitimate rights and interests and corporate image of the Group Company, and strictly abide by the following provisions:
(1) It is forbidden to post and disseminate manuscripts, audio-visual products and electronic documents involving the secrets of the group company to the mass media and overseas media;
(2) Without authorization, it is not allowed to accept interviews with the mass media and overseas media on the secret contents of the Group Company, and the matters that are really confidential to the Group Company due to work needs shall be reported to the Group Company Propaganda Professional Security Group for review in advance;
(III) For the contents that belong to the secrets of the Group Company and really need to be publicly reported, each unit shall put forward decryption suggestions to the relevant competent authorities or report them to the relevant professional security group for review, and the relevant professional security group shall take such security measures as deletion, adaptation and deletion, and the publicity professional security group of the Group Company shall examine and approve them;
(4) If the information reported to the mass media and overseas media involves the business work of the unit, or whether it involves the secrets of the group company is unclear, it should be approved by the competent unit in advance and reported to the news and publicity department of the group company for approval;
(5) All materials and information about the group company to be released overseas must be reported to the publicity professional security group of the group company for review.
Article 16 When an emergency occurs in each unit of a group company and needs to be interviewed by the news media, it must be implemented in accordance with the provisions of the Press and Publicity Plan for Handling Emergencies by the Group Company (No.5/KLOC-0 [2004] of China Revolutionary Group Party).
Article 17 When the media affiliated to a group company interview or report on meetings or other activities involving the secrets of the group company, it shall obtain the consent of the organizer, who shall verify the work identity of the interviewer and examine and approve the contents to be reported and published.
When providing internal information related to the meeting to the media and participants of the group company, the words "internal information shall not be disseminated" must be clearly marked on the internal meeting materials, and the economic and scientific information that needs to be disclosed must be deleted.
Article 18 The media affiliated to the Group Company and the units that carry out propaganda work shall strictly implement the Measures for the Administration of Internet Information Services, the Provisions on the Administration of Internet Bulletin Board Services, the Decision of the NPC Standing Committee on Internet Security and the Interim Provisions on the Administration of Internet Websites that Publish News. While promoting enterprise information online and on the Internet, we should do a good job in the confidentiality and monitoring of online public opinion information to prevent online leaks.
Article 19 All units shall, according to the nature of their business work, strengthen their internal checks, at the same time, strengthen their contact with the media affiliated to the group company and the mass media, establish normal channels for providing information, improve the news release system, and timely notify the propaganda caliber.
Article 20 Each unit shall designate reviewers and reviewers who have the right to represent the unit, and be responsible for reviewing whether the manuscripts released to the outside world and sent to the media of the Group Company involve the secrets of the Group Company. Whether the contents involving the secrets of the group company are unclear should be reported to the superior unit for approval; Involving the business of other units, the opinions of the relevant units shall be sought.
Twenty-first in the internal propaganda work of the group company, the working procedure of keeping the secrets of the group company is:
(1) Keeping the secrets of the group company should be synchronized with the propaganda work, and controlled before, during and after the event;
(II) When submitting news, the news media of the Group Company must implement the leadership examination and approval system. Any content involving the economic secrets and technical secrets of the Group Company must seek the opinions of the relevant leaders and the leaders of the competent departments, and shall not be disclosed in the manuscript without authorization;
(3) Personnel who need to contact the secrets of the group company in propaganda work must be reported to the safety committee of each unit for approval. The person directly responsible for confidentiality and the secrecy officer shall inspect all personnel involved in confidentiality;
(four) after the completion of the publicity work, the confidentiality staff shall record the time, content and scope, and shall be signed by the person directly responsible for confidentiality, the confidentiality staff and the confidential parties;
(five) in violation of the confidentiality system, the person directly responsible for confidentiality shall promptly point out the correction, and if the circumstances are serious, it shall be reported to the confidentiality Committee of the unit for handling.
Twenty-second when providing publicity materials to the public or overseas media, the working procedure of keeping the secrets of the group company is:
(a) according to the actual needs, determine the scope of information provided;
(2) The leaders in charge of confidentiality of each unit conduct confidentiality review and approval of the information to be provided;
(3) If it is really necessary to provide confidential information of the group company to the outside world, the other party shall be required to undertake confidentiality obligations in the form of contracts, agreements and memoranda.
Article 23 In the publicity work, if the relevant units dispute whether the relevant contents involve the secrets of the Group Company, it shall be determined by the publicity professional confidentiality group of the Group Company in conjunction with the relevant competent units in accordance with the confidentiality laws and regulations.
Article 24 When the secrets of a group company are disclosed in the news and publicity materials provided internally or externally, the procedures for handling the confidentiality work are as follows:
(a) the information provider shall report to the person directly responsible for confidentiality on the day when the leak is discovered. The person directly responsible for confidentiality shall take effective measures under the leadership of the confidentiality committee of the unit to prevent the further spread of the secret, and write a written report on the same day, explaining the contents, nature, possible causes and remedial measures of the leak, and submit it to the publicity professional confidentiality group of the group company;
(II) The publicity professional confidentiality group of the group company shall give a reply within the day of receiving the report, and coordinate the responsible unit, responsible person and relevant units to take further remedial measures. After finding out the cause of the leak, punish it according to the relevant confidentiality regulations, and report it to the Security Committee of the Party Committee of the Group Company for the record after the incident is handled;
(III) If the publicity professional security group of the Group Company thinks that the leak is significant, it shall submit a written report to the Party Committee and the Security Committee of the Group Company and carry out specific work according to the instructions of the Party Committee and the Security Committee of the Group Company.
Chapter IV Assessment and Responsibility
Article 25 the group company will incorporate the publicity and confidentiality work into the civilized construction assessment system, and check and assess it together with the civilized construction.
Twenty-sixth in the news propaganda, the disclosure of state secrets and group company secrets, damage to the legitimate rights and interests of the group company and corporate image, in accordance with relevant laws and regulations to give criticism or administrative sanctions; If the publication of the group company is suspended, suspended or confiscated due to leakage, it shall be handled in accordance with the provisions of the relevant competent department; The illegal income obtained by revealing secrets shall be confiscated and turned over according to law.
Chapter V Supplementary Provisions
Article 27 Each unit shall, in accordance with these Measures and in combination with its own work practice, formulate corresponding implementation rules and report them to the Propaganda Professional Security Group of the Group Company for the record.
Article 28 These Measures shall be interpreted by the Publicity Professional Security Group of the Group Company.
Article 29 These Measures shall come into force as of the date of promulgation.
