Beijing's overall urban planning has a good grasp of the increase and decrease. This time, Beijing has reduced its population, total construction land, urban and rural construction land, population of six urban districts and development intensity of plain areas by at least five. At the same time, increase greening, ecology, cultural facilities, infrastructure and public services. These changes reflect a very clear value orientation, that is, from single economic development to all-round development, to the protection of ecology, history and culture, to the satisfaction of people's livelihood needs and the continuous improvement of residents' quality of life.
Lin Jian, Director of the Department of Urban and Regional Planning, Peking University Institute of Urban and Environmental Sciences: The first topic worthy of our consideration is what to reduce. One is to peel the "vegetable bangzi". There are many inefficient industries in Beijing's development, especially rural collective industries, which are now about 500 square kilometers. The output benefits of these land uses themselves may be only about 1/20 of national development zones and 1/5 of municipal development zones. Therefore, such a batch of relatively inefficient industrial land also leads to the low output of construction land in Beijing among the four first-tier cities. The second is "reducing the burden". In recent years, we have often said that there are some small property houses and all kinds of illegal land use in Beijing, which have become problems left over from Beijing's history. If these historical problems are not handled well, it will be difficult for us to talk about "keeping fit".
In addition, we consider "squeezing water". With the development of the function of relieving non-capital, Beijing has such a strong attraction that there are still many incremental attempts to squeeze into Beijing. Therefore, in this case, what we need to do is to reject those industries that do not meet the functions of the capital, do not take the sophisticated road, and have low land use efficiency, and really move from attracting investment to selecting businesses.
