Railway, road, waterway, aviation, post and telecommunications management departments (hereinafter referred to as traffic management departments) are responsible for the national defense transportation work of this system. Article 5 The government should attach importance to and strengthen the construction of national defense transportation, and incorporate the construction of national defense transportation into the national economic and social development plan. Transportation enterprises and institutions undertaking national defense transportation tasks shall formulate their own national defense transportation security plans in accordance with regulations and complete the national defense transportation security tasks. Article 7 Relevant government departments and units shall provide timely, accurate and comprehensive information needed for formulating and revising regional national defense transportation security plans.
The formulation, revision, sending, transmission, use, copying, extraction, preservation and destruction of the draft national defense transportation security plan shall be carried out in accordance with the relevant state confidentiality provisions. Article 8 The national defense transportation construction plan shall be compiled by the national defense transportation authority, and shall be incorporated into the overall urban planning and transportation construction plan after being comprehensively balanced by the planning department and traffic management department of the government at the same level, and shall be implemented after being approved by the government at the same level. Article 11 Without the approval of the administrative departments of land and resources, urban planning and national defense transportation, no unit or individual may occupy the land for national defense transportation control to build buildings and ground structures, or bury pipelines, cables and other facilities. The security team along the traffic line is established by the local government and relevant military organs on the basis of militia along the traffic line and around the traffic facilities. The professional training of the security team along the traffic line shall be arranged by the relevant military organs in combination with the militia work; National defense transportation professional courses, by the national defense transportation authorities responsible for providing teaching materials, equipment and business guidance. Fourteenth vehicles, ships and other mobile equipment of the national defense transportation security team shall be equipped with unified national defense traffic signs in accordance with the provisions of the national defense transportation authorities; Free priority through toll stations (cards) in wartime and under special circumstances. Fifteenth wartime armed police forces, militia organizations and other units need to use mobilization capacity, shall apply to the provincial defense transportation authorities, approved by the provincial government.
Under special circumstances, if the army or other units need to use the requisitioned transportation capacity, they shall apply to the provincial defense transportation authorities and obtain the approval of the provincial government. Sixteenth vehicles and equipment that need to be mobilized or requisitioned have significant changes in appearance, structure and performance, and must be approved by the municipal defense transportation authority and filed with the provincial defense transportation authority. Seventeenth pensions and preferential treatment for mobilized and requisitioned transport operators, as well as compensation for transport tools and equipment, shall be implemented in accordance with relevant state regulations. Article 18 Military operations and emergency transportation support under special circumstances shall be organized and coordinated by the national defense transportation authorities. Traffic management departments and transportation enterprises shall give priority to military transportation according to the national defense transportation security plan and requirements. The transportation of military personnel, equipment and other military materials should be rapid, accurate, safe and confidential. Article 19 Under special circumstances, the provincial defense transportation authorities may report to the provincial government for decision, and the public security organs and maritime supervision institutions shall, within their respective functions and duties, implement traffic control on roads and waterways in local areas.
