These planning work needs to be professional, specific, practical, targeted and focused. Generally, the second-level planning work should be organized by the department head of the whole process consulting management unit or the project leader, and the professional leaders of relevant departments directly participate in the preparation.
Three-level planning-overall control planning, bid division and bidding planning of the whole process consulting management project, and general layout planning of the project implementation site. These three planning tasks are very important, and the person in charge of the whole process management organization on site needs to take the lead in organizing the personnel of relevant cooperative units to jointly prepare, discuss, revise and improve, which needs the approval of the construction unit; These three planning work are interrelated, complementary and interdependent, which will affect the whole body. It can be said that these three planning tasks and the differentiated and detailed related planning directly guide the entire investment and construction project to be completed according to the predetermined thinking, rhythm and time. These three planning tasks need dynamic control, inspection, evaluation and adjustment. Three-level planning work should generally be organized by the project leader of the whole process consulting management unit, and the professional leaders of related majors directly participate in the preparation.
Whether the consulting service in the whole process of the project can continue to be well done and refined, it can be said that the first priority is the planning work in the early stage of investment and construction projects.
