Chapter I General Provisions Article 1 In order to guarantee the equal right of school-age children and adolescents to receive compulsory education, promote the balanced development of compulsory education, and ensure the implementation of compulsory education, these Measures are formulated in accordance with the provisions of the Compulsory Education Law of People's Republic of China (PRC) and other relevant laws and regulations, and combined with the actual situation of this Municipality. Article 2 This Municipality shall implement nine-year compulsory education according to law.

Compulsory education is free of tuition and fees and textbooks are provided free of charge.

The city has established a funding guarantee mechanism for compulsory education to ensure the implementation of the compulsory education system. Third school-age children and adolescents, regardless of gender, nationality, race, family property status, religious beliefs, etc. , enjoy equal rights to receive compulsory education according to law, and fulfill the obligation to receive compulsory education. Article 4 The municipal, district and county people's governments shall establish and improve the guarantee mechanism for the balanced development of compulsory education, rationally allocate resources, promote the standardization of schools, narrow the gap between urban and rural areas, between regions and between schools in terms of school conditions and school level, and promote the balanced development of compulsory education. Article 5 Compulsory education must implement the national education policy, implement quality education, improve the quality of education, organically integrate moral education, intellectual education, physical education and aesthetic education in education and teaching activities, cultivate students' independent thinking ability, innovative ability and practical ability, and promote their all-round development. Article 6 The compulsory education in this Municipality shall be managed by the Municipal People's Government as a whole and the district and county people's governments as the mainstay.

City, district and county education administrative departments are specifically responsible for the implementation of compulsory education; Other relevant departments of the municipal, district and county people's governments shall be responsible for the implementation of compulsory education within their respective functions and duties.

The people's governments of townships and towns shall cooperate with the administrative departments of education to do a good job in compulsory education and support the development of compulsory education in terms of school conditions. Article 7 The municipal, district and county people's governments shall establish a target responsibility system for the implementation of compulsory education, with the establishment, investment, construction of teachers, school safety, balanced development and quality education as the main contents of the target responsibility system. Article 8 This Municipality exercises supervision over compulsory education. The education supervision institutions of the municipal, district and county people's governments shall supervise the compulsory education work according to law, and the supervision results shall be announced to the public in accordance with the relevant provisions, and shall be used as the basis for the assessment of the supervised units and their principal responsible persons. Article 9 Any social organization or individual has the right to report and accuse acts that violate the laws and regulations of compulsory education.

In the event of a major event that violates the laws and regulations of compulsory education, hinders the implementation of compulsory education, and has a major social impact, the people's government or the person in charge of the education administrative department responsible for leadership should take the blame and resign. Chapter II Students Article 10 Parents or other legal guardians of all children who have reached the age of six shall send them to school to receive and complete compulsory education.

School-age children and adolescents who need to postpone or drop out of school due to their physical condition shall apply to their parents or other legal guardians, and be approved by the local township people's government or the district/county education administrative department. Eleventh school-age children and adolescents with household registration in this city are enrolled in the nearest school where the household registration is located.

The district and county education administrative departments shall, according to the school layout and the number and distribution of school-age children and adolescents within their respective administrative areas, reasonably determine the scope and methods of school enrollment, and announce them to the public. Article 12 If school-age children and adolescents who are not registered in this Municipality need to receive compulsory education in this Municipality because their parents or other legal guardians work or live in this Municipality, their parents or other legal guardians shall apply to the district or county education administrative department of their place of residence with the relevant certificates provided by the municipal education administrative department. The education administrative department of the county shall make overall arrangements for admission according to the principle of nearest admission. Thirteenth school-age children and adolescents are exempt from examination. Schools shall not take any form to select school-age children and adolescents to enter school, and shall not take all kinds of competition results and awards as admission conditions or basis. Fourteenth district and county education administrative departments and township and town people's governments organize and urge school-age children and adolescents to enter school, help solve the difficulties for school-age children and adolescents to receive compulsory education, and take measures to prevent school-age children and adolescents from dropping out of school.

Residents' committees and villagers' committees assist the government to do a good job and urge school-age children and adolescents to enter school. Chapter III Schools Article 15 The municipal education administrative department shall, in accordance with the relevant provisions of the state and the needs of education and teaching, formulate the standards for running compulsory education schools in this Municipality.

The municipal people's government and the relevant departments of the district and county people's governments shall ensure that the school meets the school-running standards. Article 16 The municipal, district and county education administrative departments shall, jointly with other relevant departments of the people's government at the corresponding level, organize the preparation of school setting plans according to the number and distribution of school-age children and adolescents within their respective administrative areas and the relevant provisions of the state and this Municipality, and implement them after being approved in accordance with the relevant provisions of the state.

Newly built residential areas should set up compulsory education schools of corresponding scale in accordance with relevant regulations, and plan, build and deliver them simultaneously with residential areas. Seventeenth merger of compulsory education schools, the district and county people's governments shall formulate a merger plan, after demonstration and publicity, reported to the Municipal People's government for approval.
