According to the definition, content and characteristics of urban-rural development integration, combined with the existing data and the reality of urban-rural development, the evaluation index system of urban-rural development integration is constructed from four dimensions: space, economy, society and ecology.
The principle of constructing 1. index system
Principle of comprehensiveness: comprehensively reflect the connotation and characteristics of urban-rural development integration.
Guiding principle: fully reflect the evolution trend of urban-rural relations
Operating principle: the meaning of indicators must be clear, and there must be reliable data sources to ensure the quality of data. The treatment method is convincing to both experts and non-professionals. Indicators that have no stable data sources or cannot be calculated can be temporarily excluded from the indicator system.
2. Construction method of index system
The existing research mostly adopts theoretical analysis, frequency analysis and expert consultation to select evaluation indexes. Theoretical analysis is to select those indicators that can reflect the characteristics of urban-rural integration by constructing the theoretical system of urban-rural development integration; Frequency analysis is to count the frequency of the research indicators that have been related to the evaluation of urban and rural development, and select the indicators with high frequency of use; Expert consultation method is based on the initial evaluation index, further consulting experts and adjusting the index.
Based on the theoretical definition of the connotation and content of urban-rural development integration, this research report determines four dimensions to measure the level of urban-rural development integration: space, economy, society and ecological environment. The measurement index of each dimension adopts the method of combining theoretical analysis with frequency analysis. Finally, consult 3~5 experts to adjust the whole evaluation index system.
3. Composition of evaluation index system
The index system includes four secondary indicators and 35 tertiary indicators of urban-rural spatial integration, economic integration, social integration and environmental integration.
We use the urban-rural development integration index to express the level of urban-rural development integration. Because of the rich connotation of urban-rural development integration, the index system constructed in this research report can not cover all aspects of urban-rural development integration, can not reflect all the contents of urban-rural development integration, can only reflect the main contents of urban-rural development integration, and can only make a basic judgment on the state of urban-rural development integration from the perspective of quantifiable results. According to the connotation and content of urban-rural development integration, as well as the principles and methods of constructing the index system, the urban-rural development integration index we construct should include four dimensions: urban-rural spatial integration, urban-rural economic integration, urban-rural social integration and urban-rural ecological environment integration.
Urban-rural spatial integration mainly reflects the geographical agglomeration of urban and rural population, the convenience of spatial communication, the urban-rural informatization index and the urban-rural commercial circulation. The integration of urban and rural economy mainly reflects the flow of industrial factors and the rational allocation of resources between urban and rural areas, and indirectly reflects the production, income and consumption of urban and rural economic entities. The integration of urban and rural society mainly reflects the balance of public services provided by urban and rural residents in education, health, medical care, cultural life, post and telecommunications, infrastructure and so on. The difference between urban and rural public service supply is quantitative and qualitative. Therefore, there should be both quantitative and qualitative indicators.
