What if the county government refuses to disclose information on the grounds that the receiving address is in the field?

If the county government has the obligation to explain, it shall contact the applicant to deliver it on its own, or take the initiative to find out the relationship between the recipient and the applicant, and perform the statutory duty of information disclosure. It is improper for the county government to refuse to disclose information without fulfilling the above obligations.

Article 51 of the Regulations of People's Republic of China (PRC) Municipality on the Openness of Government Information (revised on 20 19) stipulates that citizens, legal persons or other organizations may complain and report to the administrative organ at a higher level or the competent department of government information disclosure, or apply for administrative reconsideration or bring an administrative lawsuit according to law.
