Constitution of China National Swimming Team

Article 1 The name of the Association is China Swimming Association, referred to as "China Swimming Association", and the English name is China Swimming Association, referred to as "CSA".

Article 2 China Swimming Association is a national, non-profit mass sports organization with independent legal personality, which is composed of swimming associations of all provinces, autonomous regions and municipalities directly under the Central Government, corresponding sports organizations of the People's Liberation Army and related sports groups as group members and individual members; Is a member of the All-China Sports Federation; It is a national sports association recognized by the Chinese Olympic Committee; It is the only legal organization that represents China in the International Amateur Swimming Federation (FIA) and the Asian Amateur Swimming Federation (AFA).

Article 3 The purposes of this Association are: to abide by the national constitution, laws, regulations and policies, and to abide by social morality; Unite and organize workers and enthusiasts engaged in swimming (hereinafter referred to as swimming, diving, water polo and synchronized swimming) and people from all walks of life at home and abroad who enthusiastically support this sport to popularize and develop swimming throughout the country; Continuously improve the level of swimming skills; To serve the implementation of the national fitness plan, the Olympic glory plan and the promotion of socialist material and spiritual civilization; Strengthen close contact and cooperation with FIA and ATF, and enhance exchanges and friendship with swimming associations and athletes in various countries and regions around the world.

Article 4 The Association accepts the professional guidance, supervision and management of the State Sports General Administration and the Ministry of Civil Affairs.

Article 5 The headquarters of this Association is located in Beijing. Article 6 The main tasks of the Association are: to manage, organize and guide the development of national swimming events in a unified way according to national laws and regulations, sports principles and policies and the relevant provisions of the International Tour Federation; Actively and effectively promote the popularization of the project and improve the level of sports technology; Expand international exchanges and cooperation and promote the socialization and industrialization of sports.

Article 7 The main responsibilities of this Association are:

(a) according to the requirements of the national sports administrative department and the development status of international swimming, be fully responsible for the business management of this project, and study and formulate the national swimming development plan, plan, principles and policies.

(2) To be responsible for and guide the popularization of swimming.

(3) To be responsible for and guide the construction of excellent sports teams and personnel training of this project, and manage the national team of this project.

(4) To study, formulate and organize the implementation of the national or international competition system, plan, rules and refereeing rules of this project, be responsible for the management of the national competition of this project, formulate the competition rules and examine the sports results.

(5) Organize and guide the scientific and technological research, scientific and technological services and business training of this project, organize and carry out propaganda work and publish publications.

(6) Carry out international and technical exchanges, put forward the international activity plan of this project, be responsible for organizing teams, trainings and competitions to participate in international competitions, and be responsible for and guiding the examination and approval of holding international competitions in China and related organizational work.

(VII) Be responsible for the market management and development related to this project, carry out relevant business and service activities, accumulate career development funds, and enhance the vitality and ability of self-development.

(eight) extensive contact and unity of people from all walks of life, give full play to the role of the association as a bridge and link.

(nine) to participate in relevant activities organized by the International Tourism Federation and the Asian Tourism Federation.

(10) Accept the entrustment of government departments, ITA and ATA to carry out relevant work. Article 8 The Chinese Swimming Association adopts the membership system. Members are divided into group members and individual members.

Article 9 Membership requirements:

(1) Support the articles of association of this association.

(2) Willing to participate in the activities of this association.

(3) Swimming Associations of provinces, autonomous regions, municipalities directly under the Central Government and cities under separate state planning.

(4) National Industry System Swimming Association.

(5) China People's Liberation Army is the sports organization in charge of swimming.

(6) Conditional grass-roots swimming associations, clubs or units approved by the corresponding sports administrative departments.

(seven) experts, scholars, coaches, journalists and managers who are recommended by the association and enthusiastically support the swimming cause.

Article 10 Membership procedures:

(1) Submit the application for membership.

(two) discussed and adopted by the Standing Committee of china tourism association.

(3) The Association's office publishes a membership announcement in the journal.

Article 1 1 Rights of members:

(1) has the right to participate in various activities organized by this association as needed.

(two) the right to have priority in obtaining technical guidance and consultation.

(3) Having the right to vote, to be elected and to vote.

(four) have the right to supervise the work of this association, and make criticisms and suggestions.

(5) Have the right to leave the meeting freely.

Article 12 Obligations of Members:

(a) abide by the articles of association and the articles of association, and implement the resolutions of the association.

(two) to safeguard the legitimate rights and interests of this association.

(3) Support and participate in the activities organized by this Association and undertake the work assigned by this Association.

(4) Pay membership dues on time.

(5) Report the situation to this Council and provide relevant information.

Article 13 A member who withdraws from the club must formally notify the club in writing, and his membership can be cancelled with the approval of china tourism association.

If a member fails to pay the membership fee on time or does not participate in group activities, his membership will be terminated or cancelled.

Article 14 If a member seriously violates the Articles of Association and causes great reputation or economic losses to the Association, the Standing Council of china tourism association will vote to remove it. Fifteenth china tourism association's highest authority is the member congress, and its functions and powers are:

(1) To formulate and revise the articles of association.

(two) to elect and recall the chairman, vice chairman, secretary general and members of the Standing Committee.

(three) to determine the working principles and tasks of this association.

(four) to consider the work report and financial report of the Committee.

(five) commend and reward advanced.

(6) Deciding to terminate.

(seven) to decide on major changes and other major matters of the association.

Sixteenth members' congress shall implement the representative system, with a term of four years. Representatives from member associations of all provinces, autonomous regions and municipalities directly under the Central Government, various industry systems, corresponding sports organizations of the People's Liberation Army, sports authorities, interested parties who enthusiastically support the swimming cause and permanent institutions of the association will be sent to attend the China Tour Association Congress.

In principle, a member congress can only be held when more than two thirds of the delegates are present, and its resolutions can only take effect when more than half of the delegates vote.

If it is necessary to advance or postpone the general election due to special circumstances, it must be approved by the competent business unit and the organization registration authority before it can be implemented. However, the change of the longest term in advance or delay shall not exceed 1 year.

Article 17 The National Committee (hereinafter referred to as the "National Committee") is the executive body of the member congress. When the members' congress is not in session, lead the work of the association and be responsible to the members' congress.

The Committee consists of the chairman, vice-chairman, treasurer, secretary-general, deputy secretary-general and all members. The meeting of the National Committee is held once a year.

In principle, the National Committee can only be convened when more than two thirds of its members are present, and its resolutions can only take effect when more than half of the delegates vote.

Article 18 The functions of the National Committee are:

(a) to implement the resolutions of the members' congress.

(2) To elect and appoint the chairman, vice-chairman, secretary-general, treasurer and members of the Standing Committee of the Association.

(three) to prepare for the convening of the members' congress.

(four) to make work reports and financial reports to the members' congress.

(five) to decide the membership and expulsion of members.

(6) Deciding to establish offices, branches, representative offices and entities.

(7) To decide on the appointment of the Deputy Secretary-General and the presidents of each branch.

(eight) to lead the work of various institutions.

(9) To decide on the tasks and policies of this Association.

(10) To decide on other major matters.

Article 19 The Standing Committee (hereinafter referred to as "the Standing Committee") is the executive body of the whole committee. The members of the Standing Committee are composed of the director, deputy directors, secretary-general, treasurer and deputy secretary-general.

When the Committee is not in session, the Standing Committee exercises the functions and powers of Article 18 1, 3, 5, 7, 8 and 9, and is responsible to the Committee.

In principle, the Standing Committee holds 1 meeting every year, and the meeting can only be held when more than two thirds of the Standing Committee is present, and its resolution can only take effect when it is approved by more than two thirds of the Standing Committee. Under special circumstances, it can be held by communication.

Article 20 The Association shall have a secretariat, which is the permanent office of china tourism association. Under the leadership of the Standing Committee, it carries out its work and handles daily affairs in accordance with its articles of association and relevant regulations.

According to the functions entrusted by the State General Administration of Sport, the Swimming Management Center of the State General Administration of Sport is a permanent office in china tourism association, which undertakes the responsibilities of the secretariat of the Association.

Twenty-first chairman, vice chairman and secretary general must meet the following conditions:

(a) adhere to the party's line, principles and policies, good political quality.

(2) It has great influence in the business field of the Association.

(3) The chairman, vice-chairman and secretary-general shall not be over 70 years old.

(4) The Secretary-General is full-time.

(5) Be in good health and be able to work normally.

(6) Having not been subjected to criminal punishment of deprivation of political rights.

(7) Having full capacity for civil conduct.

Twenty-second chairman, vice chairman, secretary general, if over the maximum working age, must be approved by the Standing Committee, reported to the competent business unit for review, and approved by the association registration authority before taking office.

Article 23 The chairman, vice-chairman and secretary-general shall be elected in equal numbers. With the consent of more than half of the deputies who have the right to vote, they can be elected. The term of office is four years and can be re-elected.

Article 24 The legal representative of the Association is the Secretary-General of the Association.

Article 25 The chairman shall exercise the following functions and powers:

(a) to convene and preside over meetings of the Standing Committee.

(two) to check the implementation of the resolutions of the members' congress and the Standing Committee.

(3) Signing relevant important documents on behalf of the Association.

Article 26 The Secretary-General shall exercise the following functions and powers:

(a) to preside over the daily work of the office and organize the implementation of the annual work plan.

(2) Coordinating the work of branches, representative offices and entities.

(3) Nominating the Deputy Secretary-General and the principal responsible persons of offices, branches, representative offices and units, and submitting them to the Standing Committee for decision.

(four) to decide on the employment of full-time staff of offices, representative offices and entities.

(5) Handle other daily affairs.

Article 27. Those who have made significant contributions to the work of the association may be awarded honorary titles or serve as consultants or honorary positions after discussion and approval by the Standing Committee. The term of office depends on the situation.

Leaders of enterprises, institutions and people who have cooperated with the association for a long time and made outstanding contributions to the swimming cause may be invited to take the leadership position of the association.

Twenty-eighth according to the needs of the work, the association set up a number of branches.

(a) responsible for organizing the work of this special business.

(2) The branch is a non-independent legal person, and no separate articles of association may be established.

(3) Each branch may set up a committee. Its members are 1 director, no more than1deputy director and several members. The director is responsible for the overall work of the Committee. Twenty-ninth sources of funds:

(1) government funding.

(2) membership fee.

(3) donations.

(4) sponsorship.

(5) Income from activities or services provided within the approved business scope.

(6) interest.

(7) funds.

(8) Other lawful income.

Thirtieth according to the relevant provisions of the state to collect membership fees.

Article 31 All funds shall be used for the business scope and career development as stipulated in the Articles of Association, and shall not be distributed among members.

Article 32 A strict financial management system shall be established to ensure the legality, truthfulness, accuracy and completeness of accounting data.

Article 33 Accounting personnel with professional qualifications. An accountant may not concurrently serve as a cashier. Accountants must conduct accounting and exercise accounting supervision. When an accountant transfers his job or leaves his post, he must go through the handover procedures with the recipient.

Article 34 The asset management of this Association will strictly implement the financial management system stipulated by the state, and accept the financial audit and supervision of the members' congress and the superior competent department.

Article 35 Before an association changes its legal representative, it shall accept the financial audit organized by the registration administration organ and the competent unit of the association.

Article 36 No unit or individual may occupy, privately divide or misappropriate the assets of this Association.

Article 37 The wages, insurance and welfare benefits of the full-time staff of this Association shall be implemented with reference to the provisions of relevant state institutions. Thirty-eighth amendments to the articles of association must be approved by the Standing Committee and reported to the members' congress for deliberation.

Article 39 The revised Articles of Association shall come into effect within 15 days after it is adopted by the members' congress, deliberated and agreed by the competent business unit, and approved by the association registration authority. Article 40 When an association completes its purpose, disbands itself or needs to be cancelled due to division or merger, the Standing Committee shall propose a termination motion, which shall be passed by the members' congress, submitted to the competent business unit for examination and approval, and terminated after going through the cancellation procedures with the association registration authority.

Forty-first before the termination of this association, a liquidation organization shall be established under the guidance of the competent business unit and relevant authorities to clean up the creditor's rights and debts and deal with the aftermath. During the liquidation period, no activities other than liquidation will be carried out.

Article 42 The remaining property after the termination of this Association shall be disposed of in accordance with relevant state regulations under the supervision of the competent business unit and the registration authority of this Association. Article 43 The design of the flag and emblem of the Association shall be deliberated and announced by the members' congress. Without permission, no unit or individual may copy it.

Article 44 The Articles of Association was adopted by the members' congress on February 3, 2003.

Article 45 The right to interpret the Articles of Association belongs to the Standing Committee of the Association.

Article 46 The Articles of Association shall come into force as of the date of approval by the registration authority of associations.
