Building a nuclear power plant requires land occupation. Lu Hongtian, a professor-level senior engineer at the General Electric Power Planning and Design Institute, said that in the construction of nuclear power plants, agricultural land and fertile land should be occupied as little as possible. Changning He Jiang Township site is mostly unused land, with only a small amount of agricultural land; The ruins of Hengdongqiao Town are mostly orchards. Judging from the future population relocation, He Jiang Town has fewer sites than Da Qiao Town.
In terms of transportation, the two stations are roughly the same. At present, the site of Da Qiao Town in Hengdong is located in the lower reaches of Xiangjiang River, and the water transportation conditions are slightly better than He Jiang Township in Changning. However, after the completion of Xiangjiang River regulation in 2020, there will be no obvious difference in water transport conditions between the two places.
According to the relevant regulations, after the completion of the nuclear power plant, the area with the reactor as the center and a radius of 0.5 kilometers shall be a non-residential area, and there shall be no permanent population; The nuclear power station is a restricted development zone within 5km of Fiona Fang. Large industrial enterprises cannot be built in the region, and the population can only maintain natural growth, that is, it can no longer move into the population.
The investment estimates of the two sites are almost the same.

Building nuclear power plants in these two places is conducive to the optimization of southern Hunan power grid.
From the perspective of environmental safety, Yang Jianxiang, an expert in the Environment and Safety Group and a professor-level senior engineer of the General Electric Power Planning and Design Institute, said that considering the population distribution, possible external human events, radiation effects under normal operation and accidents, and the conditions for implementing emergency plans, the location of He Jiang Township in Changning is slightly better than that of Hengdongqiao Town.
In terms of investment estimation, the estimation result of relevant experts is that the investment estimation of the two sites is almost the same.
Hengyang may build two nuclear power plants in the future.
The person in charge of Hengyang Nuclear Power Project of China Guodian Group said that from a technical point of view, the site of He Jiang Town in Changning is slightly better than that of Hengdongqiao Town, but both sites are rare and excellent sites for inland nuclear power plants.
Liu told reporters that after the review meeting of the preliminary feasibility study report, they will improve the preliminary feasibility study report according to the review opinions, and then determine the preferred location, and enter the feasibility study stage, focusing on research.
Liu said that after the preferred site is determined, Guodian Central China Branch will still protect the alternative site as a backup site for future nuclear power projects. He revealed that from the perspective of national policies, nuclear power was moderately developed at first, and then it was actively developed. Now it is necessary to accelerate the development of nuclear power. The country pays more and more attention to the development of nuclear power, and the proportion of nuclear power application in China's entire power system will continue to increase. Therefore, the possibility of opening an alternative site and building two nuclear power plants in Hengyang in the future is not ruled out.
The proposed Hengyang Nuclear Power Station will be the first project developed by China Guodian Huazhong Branch in Hunan. Relevant persons of Guodian Group said that this move is of great significance for Hunan to achieve energy self-sufficiency, adjust energy structure and achieve energy conservation and emission reduction targets.
