1. Prepare the application materials.
This is a long but very important step in the ICP process. Generally, the following materials need to be prepared:
(1) requires the registered capital of the company to be more than 1 10,000, of which municipalities directly under the central government such as Guangzhou need 1 10,000;
(2) a scanned copy of the original business license, the scope of which requires the operation of the second type of value-added telecommunications services;
(3) scanned copies of the original ID cards of three technicians;
(4) The scanned original social security certificates of three technicians in recent 1 month (Guangdong needs three technicians for three consecutive months);
(5) A scanned copy of the original graduation certificate and academic certificate (required by Shaanxi);
(6) Website evaluation report (required by Guangdong);
(7) A scanned copy of the original articles of association;
(8) A scanned copy of the original shareholder ID card;
(9) A scanned copy of the original custody contract;
(10) scanned copy of custodian qualification;
(1 1) scanned copy of the original domain name certificate;
(12) Network risk assessment report.
2. Submit materials and make a preliminary application.
3. After the initial application is approved, fill in the form issued by the examination and approval department.
4. After the initial application is passed, the Communications Administration will review and obtain an ICP license after passing the examination.
The process of handling foreign capital ICP is as follows:
1. Foreign-funded enterprises need to apply to the Ministry of Industry and Information Technology first, and obtain the Approval Letter for Foreign Investment in Telecommunication Business and the Access Certificate for Communication Department;
2. Submit the materials to the competent department of commerce of the state with the "Letter of Approval for Foreign-invested Telecommunication Business" and obtain the "Certificate of Approval for Foreign-invested Enterprises";
3. Apply to the administrative department for industry and commerce for the Registration Certificate of Foreign-invested Telecommunication Enterprises;
4. Apply to the Ministry of Industry and Information Technology for a value-added telecommunications business license with the "Approval Certificate for Foreign-invested Enterprises" and the "Domestic Same Application Materials";
5. Waiting for approval, the Ministry of Industry and Information Technology will make an approval decision within 40-60 working days after accepting it. If it fails, it will notify the enterprise in writing and explain the reasons.
Note that if the proportion of foreign investment is less than 10%, you can apply for an ICP license in the Ministry of Industry and Information Technology of the local communication administration. If the proportion of foreign investment is greater than 10% and less than 50%, it needs to be transferred to Beijing Ministry of Industry and Information Technology to apply for ICP；; If the proportion of foreign investment is greater than or equal to 50%, you may not apply for ICP license.
Please pay attention to the following when handling ICP:
The applicant for 1.ICP business license must go to the Communication Administration of the place where the company is registered;
2. If there are multiple domain names under a website of ICP, all domain names should be reported;
3. If multiple companies use the same website, you can only apply for an ICP license for one of them;
4. If a company has multiple websites, it only needs to apply for an ICP business license, but each website must issue an application material; Where the company's domain name, name and registered capital change, it shall apply to the relevant departments; If other information is changed, it can be changed during the annual inspection of ICP business license;
5. After the 5.ICP business license is successfully handled, you can add projects and put them on record;
6.ICP business license is valid for 5 years, during which annual inspection is required, and an extension can be applied at the expiration of 5 years.
